About this file
This is an RLP (Real estate Layout Program) Exhibit H for GSA Template R100 establishing new construction requirements for a federal lease opportunity (RLP NO. 57-10005-27-FA).
The exhibit specifies mandatory documentation and submittals required from offerors proposing new construction. Key submittal requirements include: (1) Fire Protection and Life Safety (FPLS) documentation with building code compliance certification and written commitment to meet all mandatory FPLS lease requirements; (2) a construction schedule detailing permitting, design, and construction phases aligned with the Government's required occupancy date and lease milestones; and (3) technical submittals including local jurisdiction permits, street maps, aerial photos with property boundary and ownership information, elevation drawings showing grades, footings, foundations, floodplain proximity, excavation depths, and fill requirements. Additional technical requirements mandate documentation of any necessary demolition, including construction dates and multi-angle photographs of structures to be demolished, along with the proposed disposal method for demolition waste. The exhibit also references a DOL Wage Determination (Davis-Bacon Act WD #: DE20260009, dated January 2, 2026) as Lease Exhibit F. This document establishes the baseline expectations for federal new construction lease proposals and ensures compliance with building codes, safety standards, and prevailing wage requirements.
