About this file
This is a wage rate compliance pre-construction form from the Harris County Department of Economic Equity & Opportunity (DEEO) for project SH 99 Frontage Rds between Cumberland Ridge and Schiel Rd, with contract #0901, job number 25/0235, dated 8/22/2025. The form establishes wage rate compliance requirements for construction work, specifying that prevailing wage rates are based on Q3 2025 rates and requiring weekly certified payroll submissions from general contractors and subcontractors via the LCPTracker system, with submissions due even for weeks with no work performed and a final submission required upon project completion.
The form outlines key compliance requirements including a $60 penalty per day for underpaid workers, mandatory display of prevailing wage rates in accessible locations (not inside job trailers), and requirements for proper licensing of electricians and plumbers as mandated by state law. Harris County reserves the right to conduct unannounced job site visits and employee interviews, withhold payments until wage discrepancies are resolved, and make final determinations on worker classifications based on actual work performed. General contractors must provide proof of insurance and performance bonds upon request, ensure subcontractor compliance, and facilitate access to cancelled checks and pay stubs for verification purposes.
