About this file

This is a bid specification document issued by the Harris County Toll Road Authority for Contract No. 0901, Job No. 25/0235, concerning the construction of Grand Parkway (SH 99) frontage roads between Cumberland Ridge Drive and Schiel Road in Harris County, Texas. The project involves comprehensive road construction work including excavation, embankment, concrete pavement, drainage structures, traffic control systems, roadway illumination, pavement markings, and various safety features such as guardrails and crash cushions. All bids must be submitted via Bonfire by 2:00 P.M. on Monday, September 22, 2025. The project specifications incorporate the Harris County Toll Road Authority's "Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges" from May 2017 with 2019 updates, and the engineering firm Cobb, Fendley & Associates, Inc. (Registration No. F-274) has selected the applicable specifications for this project.

The contract includes 68 governing specification items covering general requirements, site preparation, structural work, utilities, traffic management, and intelligent transportation systems. Special provisions address restrictions on road usage, equipment requirements including mandatory assignment of power brooms and water wagons for dust control, compliance with local ordinances, and the use of Harris County's internet-based Manage-IT software system for project administration. The contractor must investigate local restrictions on vehicle weights and routing, obtain proper licensing for material transportation per City of Houston Ordinance No. 62-888, and maintain required equipment on-site for immediate dust and debris control when directed by the Authority. The document emphasizes that special provisions take precedence over standard specifications wherever conflicts exist.

GENERAL NOTICE TO CONTRACTORS

Manage-IT

Harris County Toll Road Authority is using an internet-based software “Manage-IT” to maintain consistent administrative and technical control for its projects throughout the County. The Contractor is required to use Manage-IT on this project in accordance with procedures provided (the User’s Guide and Quick Reference Guide in Construct-It under Help link) by the county. SPECIAL PROVISION

Restrictions on Use of Roads

The attention of the Contractor is directed to ordinances and regulations of local municipal or county governments which limit the type of the gross weight of motor vehicles or construction equipment operating on public roads and streets or which restrict the use of such equipment on certain streets. There may also be restrictions on the use of privately owned roads in the vicinity of the Project.

It will be the responsibility of prospective Bidders to investigate any restrictions on the use of, or limitations in routing, size of equipment, or gross vehicle weights which may be subject to regulation by local governments or restrictions by private owners.

Attention of prospective Bidders is also invited to the provisions of City of Houston Ordinance No. 62-888, dated June 20, 1962, which requires the licensing of vehicles which are used in the transportation of earth, sand, shell, gravel and similar construction or excavated materials.

The Project extends through and is situated within the legal jurisdictions of several municipalities and Harris County. It is the Contractor's responsibility to determine which ordinances, rules, and regulations apply to and/or control the conduct of the Work, and the Contractor shall conduct his operations to conform with same. The Contractor's attention is particularly directed to, and Contractor agrees to comply with, all applicable ordinances, rules, and regulations establishing standards for lane closure restrictions, construction nuisance abatement, and the maintenance and protection of public traffic.

The Contractor shall immediately comply with all directives of the Authority relating to the maintenance and protection of public traffic.

Unless otherwise shown in the plans and prior to beginning the Work, the Contractor shall permanently assign to the Project a self-propelled power broom and a self-propelled water wagon, together with adequate personnel to operate each. Neither of these pieces of equipment shall be removed from the Project without the written consent of the Authority. This equipment shall have priority assignment to dust and mud abatement and control measures within the project's right-of-way and adjacent streets, parking lots, and neighborhoods. The Contractor shall, when ordered by the Authority and/or by an authorized municipal or county official, take immediate action utilizing the herein specified equipment and personnel, together with any additional equipment and personnel which the Authority directs him to employ or which is otherwise necessary to the Contractor's full compliance with the terms hereof, to remove dust, mud, and other debris from the Project right-of-way and adjacent areas and/or to relieve any public nuisance created by the Work. No additional payment will be made for this work or equipment; it will be considered incidental to the various bid items.
