Site Visit began with a review of the solicitation package, and government contract requirement.

On the site showing we discussed and reviewed the DSR’s, project scope, limits, proposed actions, EWPP requirements and the statement of work (SOW) for the fallowing DSR’s:

DSR’s visited:

• VI-STC-400

• VI-STC-401

Notes and answers to questions:

• All DSR’s physical address was verified a confirmed correct during site showing.

• Site location coordinate for the DSR VI-STC-400 was corrected from (17.725590°, -

64.712602°) to (17.727442°, -64.760833°)

• All the sites still need clearing as mentioned on the DSRs. The drawings, maps and dimensions represent the actual conditions. No modification is required for DRS.

• Work is being contracted by the federal government and is being sponsored by U.S.

Virgin Islands Department of Public Works. Although this work will be done through a federal contract with USDA, the U.S. Virgin Islands Department of Public Works has a cost share arrangement with the government through a project agreement, so this work is being done on their behalf as well.

• The contractor will be responsible to remove and properly dispose of all downed trees, logs, stumps, brush, tops, blockages, rubbish, sediment, and debris (organic and inorganic) deposited in and adjacent to the channel; inside culverts/pipes and under bridges including live trees and roots obstructing water course inside channel bottom and stream banks.

• Is the entire project supposed to be completed within 10 calendar days, or will the contractor have 10 days per site?

o 10 days per site (DSRs).

• The permits will be taken care of by your agency. Is that correct?

o The contractor shall be responsible for any fees or permits associated for placing material/debris in an approved disposal area (land field, recycling facility, etc.)

o The sponsor (DPNR) is responsible for the debris removal and trees removal permit.

• There are any restrictions to visiting the site on our own?

o There are no restrictions to visit the sites.

• For quoting purpose consider the removal and disposal of six (6) live trees with a diameter greater than 6 inches and eight (8) live trees with a diameter less than 6 inches on the site VI-STC-401 downstream of the culverts.

• For site VI-STC-400 consider the removal and disposal of one (1) live tree with a diameter less than 6 inches on site upstream of the culverts.

• The bridge on site VI-STC-400 connect downstream with four 38” steel corrugated pipe culverts under the same road. The bridge and the four-pipe culvert are partially obstructed. No connection details under the road.

• All the debris (sediment and vegetative) must be hauled and disposed to a pre-approved land filed or recycling facility.

• The contractor is requested to submit the copies of load ticks and manifests (by email) as required in the SOW.

• All access points will be coordinated by Sponsor.

• All impacted area needs to be mitigated including banks smoothing, seeding, and mulching according to SOW.

• According to the solicitation and SOW, the contractor must achieve completion of all sites included in the contract within a 10-calendar daytime period. After requested by a contractor and evaluated, NRCS can approve 10 more days to an amendment due to the island limitations. For quoting purpose consider adding 10 more days to the performance time. Total project performance time of 20 days.

• According to the solicitation and SOW, the original submitted DSR for site VI-STC-401 include a 30 ft riprap stream bank protection. After evaluating with the Contracting Officer, the riprap component needs to be removed from the Site Specific information to maintain the services as debris removal (clearing and snagging) only. I am recommending to change the original riprap proposed action as an amendment to stabilize the scoured area with the available soil from the site clearing or hauling suitable material of site for use as earth fill with compaction and protection as specified in the SOW with seeding, fertilizing, and mulching.

o The area shall be cleared, backfill material shall be obtained from existing channel clearing and shaping. Earth-fill is required to be compacted to a density equivalent to that of the surrounding fill. The work also requires providing and installing seeding, fertilizing, and mulching in all excavated, fill, and disturbed areas as specified in the SOW.

• RFQ responses due day will be reschedule to next Wednesday, September 13, 2023.

• Quotes are to be submitted via email to Tasha Kennedy via email to natasha.kennedy@usda.gov.

• Safety is #1 priority. OSHA Regulations and in addition NRCS Supplement to OSHA is attachment 5 to solicitation. Please review and pay careful attention.

• Department of Labor, Service Wage Rates Apply – FAR Clause 52.222-41 and must be paid as a minimum to all employees working under the contract (attachment 4 to solicitation).

• The items discussed at this site visit are intended to highlight certain items. Not all items are covered. Those in the solicitation that are not covered are just as important and binding as those that are. Any discrepancies between information provided during the site showing and the solicitation should be raised by a prospective quoter to the contracting officer immediately for resolution. Only the contents of the solicitation (including amendments thereto) are binding upon submission of a quote and award of a contract.
