Manual Fuels Reduction IDIQ

Questions and Answers as of 4/24/2020

1. When submitting the proposal, are you required to submit pricing on all the task orders included with this solicitation?

You must submit pricing on at least one task order project in order to be considered for an IDIQ contract award.

2. I was considering submitting a proposal for this solicitation. The solicitation notice said that the purpose of this solicitation was to establish a list of contractors, up to 15 for fuels management projects in Northern California. In order to be considered for award will I need to bid on the initial task orders that were included in the solicitation? Will my inclusion on the list of contractors be evaluated on my proposal for the initial task order. I assume that if not awarded any initial task orders that my firm could still receive an award and be considered for future projects?

This solicitation is being utilized to establish a group of pre-qualified contractors, up to 15 for these initial task orders and for future task order projects. The initial task orders will be awarded and used for evaluation of Factor 3 of the evaluation criteria in the solicitation.

3. Are the project sites accessible?

The project sites on the task orders are accessible at lower elevations, mud and snow may be encountered at higher elevations.

4. Is there a pre-bid meeting?

No, there will not be a pre-quote meeting.

5. The task order includes a wide range of possible activities, including preparation activities including piling, handline construction, thinning, lop and scatter, pullback, brushing, etc. as well as implementation activities such as lighting, holding, containment, and mop-up. The order states, "Site specific directions will be given on a daily basis by the COR or project inspector" (page 3, #4). Given the wide range of possible activities that may be prescribed for any given day, is it expected that a management plan/safety plan/quality control plan for each possible activity be included in our response?

Please provide a high level plan that touches on these areas. Generally, these task orders will primarily be used for burning activities.

An example of a given day would look like this:

-The request will come from the COR in advance to the awarded company for planned burning.

-The contractor will then provide the modules to go out with a forest service burn boss to a given unit and burn for the day.

-In instances where burning may dictate the need for handline, the burn boss could ask contractor modules to stop lighting and direct them to build handline.

6. The solicitation specifies two levels of difficulty for lop and scatter and states, "The level of difficulty for lop and scatter is determined by the task order" (page 39). The Salmon River Pile Burning task order does not specify a level of difficulty for lop and scatter activities. Can you please clarify?

The Salmon River Pile Burning task order does not plan to use Lop and Scatter.
