The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor by September 15, 2020. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

1. DESCRIPTION OF WORK:
The two objectives of this contract are to 1) reduce standing live, conifer trees that are outcompeting aspen, oaks, hardwoods, and contributing understory densities 2) and removing hazard-fuel shrubs in select units. Hand thinning and hand piling of standing, live conifer trees and hand piling of pre-existing down woody material will enhance ongoing aspen and meadow enhancement projects and reduce hazardous fuels. The project is comprised of 25 units within 5 project areas. The work in all units is to:
• Cut and pile conifer trees that are less than 10-inches diameter at breast height (dbh) and at least three feet tall.
• Cut and pile shrubs in item 2, Dry Hills, that are 1.5 feet tall and taller and are under or within 10 feet of the drip line of conifer trees 10-inches dbh and larger.
• Pile pre-existing surface fuels 2 – 10 inches in diameter and at least two feet long.
• Build piles to specifications and cover with visqueen.
The Contractor shall develop a plan of operations to accomplish the work and organize and direct all the operations and personnel needed to fully accomplish work. The Contractor shall furnish all labor, equipment, supervision, transportation, and supplies to perform all work specified therein.
2. LOCATION AND DESCRIPTION
The project is located on the Almanor Ranger District of the Lassen National Forest within Plumas and Tehama counties, California.

There are 5 project areas encompassing a total of 25 units. The chart below will provide directs to the from the Almanor Ranger District office in Chester, CA to each project area.
Each project area is named and will be labeled accordingly on project activity maps.

Boundaries: Unit boundaries are delineated with both yellow/white striped flagging and bright pink flagging. The meadow in Elk Aspen unit 2 and Yellow unit 965 will be delineated with blue/white striped flagging. Aspen stands will be delineated with red/black striped flagging.
Maps and Measurements: Maps of the project area are provided as Attachment A. These maps are only intended to depict the general size, shape, and location of the project area and other relevant locations and features. If the provided maps conflict with field markings, the field markings shall take precedence. Positions of map features are approximate.
Acreage of project units was determined using Global Positioning System (GPS) data collected with a mapping grade Trimble® GeoExplorer® 6000 Series GeoXT™ handheld GPS unit. The GPS data was differentially corrected in the office using local base stations and Trimble® GPS Pathfinder® Office software.
3. SPECIFIC WORK REQUIREMENTS
A. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. All equipment used within the contract area shall be in such mechanical condition and of an appropriate type to meet the requirements of the work. All equipment shall meet or exceed OSHA specification. Cal-OSHA regulations apply to all contracts involving employees. The government reserves the right the right to reject use of equipment if it does not meet the requirements of the contract.
Reports: The Contractor shall provide the following items as part of this contract:
• Operations Plan and Schedule of Work – Contractor shall submit an Operations Plan and Schedule of Work that clearly demonstrates how the work will be performed and how it will be completed within the timeframe allowed in this contract.
• Quality Control Plan – Contractor shall submit a Quality Control Plan that states how the Contractor will control the work, inspect the daily operations and forms used, and protect from damage all improvements and residual leave trees within and around the work units. Inspection reports shall be submitted to the Contracting Officer’s Representative (COR) when invoicing for completed work.
• Safety Plan – Contractor shall provide a written, job-specific safety plan for the inherently hazardous conditions that exist during operations.
B. Description of Work -Cutting Trees

1. Cut conifer trees less than 10-inches dbh by hand thinning.
i. Cut conifer trees that are within 20 feet of the bole of conifer trees 10-inches dhb and larger or are within 20 feet of the bole of oak or aspen trees 6-inches dbh and larger.
ii. Where there are no larger conifers, oak or aspen trees (as defined above), cut conifer trees to a spacing of 17 by 17 feet. Vary spacing + or
– 4 feet to retain the best available healthy conifer trees.
Healthy conifer trees are trees without basal or trunk scars or dead or broken tops and are free of disease, deformities, or other visible defect.
They should have healthy tree crowns consisting of 30 to 40 percent live crown ratio, free of discoloration (yellowing) or defoliation.
Retain conifer species in order of preference: sugar pine, ponderosa/Jeffrey pine, Douglas-fir, incense-cedar, red fir, lodgepole pine, white fir.
2. Do NOT cut any healthy sugar pine, even within 20 feet of larger trees.
3. Where stream channels exist retain all trees larger than 8-inches dbh within 10 feet of channel edge.
4. Riparian species: alder, willow, aspen, cottonwood shall not be cut; this includes sprouts or saplings at least one foot tall and taller and any snags of these species within the limits of safety and operability.
5. Hardwood species: Hardwood tree species shall not be cut; this includes sprouts or saplings at least one foot tall and taller and any snags of these species within the limits of safety and operability.
6. Conifer trees shall be felled away and removed from any stream channels.
7. Stumps shall be no more than 6 inches above the ground surface or above any obstacle.
8. Item 2 - Dry Hills ONLY: Cut and pile shrubs that are 1.5 feet tall and taller and are under or within 10 feet of the drip line of conifer trees 10-inches dbh and larger.
9. Item 3 - Elk Aspen Unit 4 and the meadow in unit 2 ONLY: Cut all conifer trees less than 10-inches dbh and at least one foot tall. Cut material shall be left in place and not piled (see specification in item 3.C.12).
C. Description of Work -Hand Piling Specifications
1. All material from cut trees shall be piled.
2. Pile pre-existing surface fuels 2 to 10 inches in diameter and at least two feet long.
3. All piled material shall be cut into segments that are no longer than 6 feet in length. No material shall protrude more than 4 feet outside the perimeter of the pile.
4. Piles shall be a minimum of 5 feet tall to a maximum height of 10 feet.
5. Piles shall be a minimum of 5 feet in diameter to a maximum 10 feet.

6. Piles shall be constructed at least 20 feet apart from each other and away from the dripline of any live conifer or hardwood tree.
7. Piles shall not be constructed on stumps or down logs greater than 12 inches (small end diameter).
8. Do NOT pile material from logging skid trails, landings, or material located directly within any stream channels.
9. Piles shall be constructed 25 feet away from any stream channel. No piles shall be constructed within meadows or wetlands/wet areas.
10. All piles shall be covered to create ignition points for burning. Covers shall be made of plastic that is at least 4 mil (4/1000 inch) thick. Covers shall be a minimum size of 4 feet by 4 feet. Each piece of plastic shall be secured by placing limbs or pieces of wood on top of the plastic to sufficiently hold it in place.
11. Item 2 - Dry Hills Unit: Pile all shrub material.
12. Item 3 - Elk Aspen Unit 4 and the meadow in Unit 2 ONLY: Hand-thinned material shall be cut, lopped and scattered to a depth less than 18 inches in height. Do not pile material within the meadows.
13. Item 3 – all Elk Aspen Units: Piles shall be constructed a minimum of 25 feet from the most distal aspen sprout or sapling that is at least one foot tall. Aspen stands are shown on contract maps.
14. Item 3 - Elk Aspen Units 2, 6, 8 ONLY: Piles shall be constructed 25 feet away from aspen fencing, shown on contract maps. Contractor shall coordinate with the COR before beginning work in these units.
15. Item 1 - Yellow Unit 965 ONLY: Pile hand-thinned material at least 50 feet from the meadow edge. Do not pile material in the meadow. The meadow is shown on the contract map.
16. Item 1 - Yellow Units 93, 107, 264 ONLY: cut material may be piled in adjacent timber sale units if needed due to stream hand piling restrictions.

4. RESOURCE AND PROPERTY PROTECTION MEASURES
a. Protection of live and dead residual trees:
• Contractor shall conduct operations so as not to unnecessarily damage leave trees. Trees shall be considered damaged as a result of any operation if any one of the following occurs:
o The inner cambium is exposed or bruised over one tenth of the circumference of the tree.
o The tree is pushed over at an angle of 15 degrees or more.
o The top of the tree or more than 25 percent of the live limbs or branches are broken or removed.
• Contractor’s operations shall not cut nor damage dead standing hardwood and conifer trees within limits of safety and operations.
• Contractor’s operations shall not damage any live hardwood trees at least one foot tall and larger (See section 3.B.4)
• Contractor‘s operations shall not damage any sugar pine identified as rust resistant or as a candidate for rust resistance. These trees are identified on contract maps and are banded in red paint.
b. Water quality protection:
• Contractor shall not cut or damage any riparian tree or shrub species including, but not limited to alder, willow, aspen, and cottonwood.
• Trees 8-inches dbh and larger will not be cut within 10 feet of any stream channel.
• Unknown aquatic features shall be flagged and treated under the contract specifications if and when channels, meadows, and wetlands are discovered on the ground during contractor’s operations.
• Contractor’s operations shall be conducted to prevent debris from entering stream courses. In the event the Contractor causes debris to enter stream courses in amounts that may adversely affect the natural flow of the stream, water quality, or aquatic resource, Contractor shall remove such debris as soon as practicable, but not to exceed 48 hours, in an agreed upon manner that will cause the least disturbance to the stream course.
• The contractor shall comply with the attached wet weather operations attachment (Appendix D).
c. Botany:
• There are no known occurrences of threatened, endangered or sensitive plant species within the treatment units. Any new occurrence of threatened, endangered, or sensitive (TES) plant species discovered before or during ground-disturbing activity will be protected through flag and avoid methods.
TES plant species will be identified with blue/black striped flagging and/or posted with red square tags labelled with “CA” nailed to trees surrounding
Miller Hand Thin Task Order Page 9 of 11 the controlled areas. The red square tags will face outside of the controlled area
• There are no known occurrences of invasive plant species within any of the work sites. If new populations of invasive plant species are found in the treatment units, the contractor shall cease all activity in the affected area and notify the COR or designated inspectors immediately. Work shall not resume until a botanist can assess and address the situation.
• The contractor shall not drive wheeled vehicles off designated roads.
d. Recreation and access routes:
Forest service roads shall be kept open and free of debris.
Wheeled vehicle traffic is restricted on the following roads from December 26 to March 31 annually to provide for safe winter recreation opportunities:
Plumas County roads 307, 308 and 309 and Forest System roads 27N04 and 31N17.
e. Heritage and cultural sites:
There are no known heritage sites within the treatment units. If any additional heritage resources are discovered during operations, the contractor shall cease all activity in the affected area and notify the COR or designated inspectors immediately. Work shall not resume until an archaeologist can assess and address the situation.
f. Protection of improvements and survey monuments:
• In Bid Item 3 – Elk Aspen Project Area, aspen stand fencing or infrastructure shall not be damaged in any way including falling of snags that would impact fence parameter. Piles shall be constructed 25 feet away from fencing. These aspen fence locations are displayed on contract maps.
• The Contractor shall avoid any damage to improvements such as, but not limited to: trails, telephone lines, pipelines, structures, roads, fences, gates, utility poles, power lines, pedestals, survey markers or monuments, and survey witness trees. The Forest Service will attempt to locate and flag survey markers and witness trees prior to treatment. The Contractor shall repair or pay fair market value to replace any damaged improvements. Some Forest Service roads accessing the contract area may be temporarily closed for resource protection purposes by the Forest Service. The Contractor may be allowed to use closed roads upon approval of the contracting officer. A written permit will be issued to the Contractor.
g. Sanitation, servicing, and prevention of oil spills:
Contractor shall take all reasonable precautions to prevent pollution of air, soil, and water by contractor’s operations. Contractor shall remove from National

Forest lands all refuse resulting from use, servicing, repair, or abandonment of equipment. In the event that Contractor’s operations or servicing of equipment result in pollution to soil or water, contractor shall conduct cleanup to restore the polluted site to the satisfaction of Forest Service.
h. Wildlife:
• The is a limited operating period for Pacific fisher habitat from March 1- June 30 for all units in the Ruffa and Yellow project areas. No treatment shall occur during this period.
• There are no known active California spotted owl or Northern goshawk nests within the treatment units. If new nests are found within or adjacent to treatment units, no work shall occur and the wildlife biologist will be consulted prior to continuing work.
• The contractor shall not damage or pile existing logs that are 10 inches in diameter at the small end and larger. Logs are a part of a tree trunk or large branch that has fallen or broke off.
i. Safety:
• Contractors shall have, and maintain, a written Safety Plan for the duration of the contract. The Contractor’s safety plan shall identify and describe any inherently hazardous conditions and specify actions to reduce these hazards.
This plan shall be provided to the Contracting Officer at the post award conference of as required by the Contracting Officer. Work shall not commence on this project if the Contractor fails to provide the CO with a safety plan. The Safety Plan shall be available on-site.
• The Contractor shall provide the crew with proper safety equipment, which includes, but is not limited to: hardhats, hearing protection, eye protection, gloves, chaps, etc. The Contractor and Contractor’s employees shall adhere to all safety regulations and guidelines applicable to this type of work. It is the Contractors responsibility to know what safety regulations and guidelines are applicable.
• When Contractor’s operations are in progress adjacent to or on Forest Service controlled roads and trails open to public travel, Contractor shall furnish, install, and maintain all temporary traffic controls which provide the road user with adequate warning of hazardous or potentially hazardous conditions associated with Contractor’s operations. Warning devices shall be appropriate to current conditions and covered or removed when not needed. Contractor shall be responsible to clear overhanging or fallen trees and conifer across roads accessing the project area and keep roads free of activity debris.
5. CONTRACT TIME
The period of performance of this project is from Task Order Award through 12/1/2020.

6. GOVERNMENT FURNISHED PROPERTY
The Government will provide paper and/or electronic georeferenced PDF copies of unit maps.
7. FAR 52.237-1 SITE VISIT (APR 1984)
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

52.217-5 Evaluation of Options (JULY 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
Evaluation of options will not obligate the Government to exercise the option(s).
