1. DESCRIPTION OF WORK
The purpose of this contract is to secure services for manual fuels treatment operations of:
Thinning, Pruning, Hand Piling, and Covering of 238 acres on the Little Jones Creek Project- Little Jones Creek Road. The Contractor shall furnish all labor, equipment, supervision, transportation and supplies (including black 6ml plastic to cover piles) to perform all work specified therein.
2. PROJECT LOCATIONS
The project area is located on the Smith River National Recreation Area of the Six Rivers National Forest. A vicinity map and treatment unit maps are included as attachments, showing the location of units to be treated. The Little Jones Creeek Project-Little Jones Creek Road is accessed by Forest Service Road 17N08-(Little Jones Creek Road), 17N05 (Jaw Bone Road), and 17N04 Roads.
The units have been determined by Geographic Information Systems (GIS) and are located within 150 feet in width on each side of the main road.
3. PERIOD OF PERFORMANCE
Period of performance Task order award through January 31, 2021.
4. LIMITED OPERATING PERIODS
There are Limited Operating Periods on some of the units due to the protection of the Northern Spotted Owl (NSO), January 31 through August 1 and Marten, January 31 through June 1.
LOP’s are subject to change through consultation with Fish and Wildlife Service (FWS).
The Maximum LOP for NSO could be Feb 1- Sept 15 for certain units. Based on this the Contracting Officer’s Representative may specify a priority of work by unit, without additional costs. In nearly all cases, work will move to adjacent units. Unit maps will be given with detailed information on LOP’s and restrictions.
5. SPECIFIC WORK REQUIREMENT
Objective: The work to be accomplished includes cutting ladder fuels such as dead woody material, brush, and small diameter seedling and sampling trees <8 inch DBH, pruning lower limbs of overstory trees, and hand piling the cut material. Trees less than 8 inch DBH that are desirable “leave” trees (conifers or hardwoods) shall be selected by the Contractor as “leave” trees using the following priorities: The leave trees shall generally be those of tallest height, largest crown, and straightest boles, and that are free from damage due to insects, disease, physical and mechanical causes to achieve average spacing of 16' X 16". When conifers and hardwoods are not present shrubs shall be selected. Unit boundaries are NOT flagged. It shall be Contractor responsibility to locate the unit boundaries, in accordance with guidelines provided by the USFS.
Fuelbreak Construction: The Project includes the construction of fuelbreaks along primary access roads and on ridgetops to approximately 150 feet in width on each side of the road or other various combinations resulting in approximately 300 feet in width, or to the nearest ridgetop.
• Cutting live or dead trees <8 inch DBH unless needed to meet canopy closure requirements and all brush species. All stumps of trees or brush are to be flush cut and not exceed 3 inches above ground or natural obstacles on the uphill side (no branches should be left on stumps).
• Pruning all live and dead branches on leave trees 8 feet above ground as measured from the uphill side without reducing the live crown to less than 50% of the overall tree height.
Therefore, on small trees, pruning height may be less than 6 feet. Limbs are to be cut in such a manner so as not to cause damage to the bole of the tree, generally leaving about a 1 inch stub.
• Hand piling all cut material and dead and down woody debris such as small limbs and logs of 1/4 to 6 inches diameter on the big end and greater than 2 feet long. Piles are to be manageable, compact, and free of soil for burning and generally not greater than 4 ft high x 4 ft wide x 6 ft long. Piles are not to be placed next to or on top of residual green trees, standing dead tree, near down logs greater than 10 inch diameter, or in creeks, roadways or ditches. All piles are to be placed perpendicular to the slope to prevent rollout and have a good base to prevent the pile from toppling.
• Covering hand piles with black 6ml plastic, which will be provided by the Contractor.
Plastic needs to be placed over the crown of the pile and cover a minimum of 75 percent of the pile. Limbs or other woody debris should be placed over the pile to secure the paper against reasonable wind events.
Public Fire Wood Gathering: All logs 4-8 inch DBH within 50 feet of a road way will be left outside of piles for fire wood gatherers.
Water is abundant on our district. In the event that a wet area was not located in the detailed mapping from the forest service the contractor shall stop cutting/buffer and notify the forest service of this area.
Thinning in Riparian Reserves (RRs) would be allowed to within 50 feet on each side of all stream channels, or the break in slope at the edge of the inner gorge, whichever is greater.
All RR areas shall be excluded (buffered) from the project. No treatment buffers of a minimum of 50 ft. for all stream channels and within 25 ft. of a spring. Exceptions cutting vegetation encroaching on the roadway where riparian reserves intersect the road.
Fueling of chainsaws or refilling fuel containers must be done with use of a spill kit to prevent fuel from being dumped all over roadways.
Garbage and human waste shall be disposed of properly. No trash will be placed in piles or left at the job site (this includes old chainsaw parts). Human waste will be buried with a shovel away from the job site.
A portion of F-7 coincides with known locations of the Survey and Manage (SM) lichen species, Lobaria oregana. Pile construction restrictions to the sub-canopy of each “parent tree” would be applied to the point on the map with a 30’ radius. Due to this lichen species’ sensitivity to air quality changes, avoid establishing burn piles beneath the inner canopy of late-mature trees. Overstocked trees <8” DBH will still be reduced and pruning of residual trees will still be allowed in the unit, but cut materials will be pulled away 30’ radius from the inner canopy of parent-late mature trees. (See unit maps).
An Invasive Plant buffer occurs in unit F-6- road edge occurrence, 15’ radius from the point.
Invasive plant demarcation= orange flagging with “Noxious Weed” on flagging (See unit maps).
In units F-5, F-7, F-12, and F-14 these mid-and late-mature stands contain potential Sensitive fungi habitat or contain moderate quality NSO foraging habitat, treat the first 50 feet (roadside) and, if it occurs, the 50 feet nearest the ridge top following the standard fuelbreak prescription described above. In the remaining 50 to 100 feet (depending if the area is adjacent to a ridge top), 40-50% of existing brush will be maintained in a mosaic pattern to provide habitat components for wildlife and fungi (i.e. continuity of underground fungal “stems” called mycelia). Overstocked trees <8” DBH will still be reduced and pruning of residual trees will still be allowed in these areas (See unit maps).
EQUIPMENT CLEANING FOR POC AND NOXIOUS WEED AVOIDANCE
MEASURES
To prevent the spread of noxious weeds and to protect Port-Orford Cedar (POC) from the fatal root fungus Phytophthora lateralis, all equipment will be washed to remove soil and organic debris prior to entry into the project area and upon final exit on site. Use chlorinated water to wash all vehicles and equipment.
• Clean all equipment used in the area prior to entry on site.
• Inspect all equipment prior to leaving the site to ensure weed material and organic debris is not exported from the area.
• All equipment shall be washed to remove soil and organic debris upon exit of the project.
6. FAR 52.237-1 Site Visit (Apr 1984)
Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

8. CAMPING: There shall be no camping on Six Rivers National Forest lands in execution of this contract.

Riparian Reserves: Thinning in Riparian Reserves (RRs) would be allowed to within 50 feet on each side of all stream channels, or the break in slope at the edge of the inner gorge, whichever is greater.
All RR areas shall be excluded (buffered) from the project. No treatment buffers of a minimum of 50 ft.

No fire line (scraped to mineral soil) will be constructed within riparian reserves, with the exception of hand-cut brush-only control lines for holding purposes on prescribed fires.

FIRE PLAN FOR CONSTRUCTION AND SERVICE CONTRACTS

1. SCOPE:
The provisions set forth below outline the responsibility for fire prevention and suppression activities and establish a suppression plan for fires within the contract area. The contract area is delineated by map in the contract. The provisions set forth below also specify conditions under which contract activities will be curtailed or shut down.
