Section IV
1. DESCRIPTION OF WORK:
This project is a portion of a larger scale Cooperative Fuel Break effort between multiple land owners and Federal Agencies. The purpose is to protect infrastructure and values while providing opportunities to safely engage in fire suppression activities.
Manual fuels treatment will take place on up to 123 acres of National Forest System Lands. The project will create shaded fuel breaks and mitigate hazard trees along Trinity County System roads and National Forest System roads. This work will lead to safer routes of travel and assist in egress in the event of wildfire. Both activity and natural fuels will be treated within the project area.
The project will also include placing coverings on machine piles from the 2018 Carr and Delta Fires on National Forest System Lands. This work will cover 115 acres along dozer lines that were used as suppression or contingency lines.
2. PROJECT LOCATIONS:
All work on this project occurs on Shasta-Trinity National Forest System Lands on the Trinity River Management Unit within Trinity and Shasta Counties. The nearest community is Coffee Creek, CA.
A. Maps: The attached maps are intended to show the general and approximate vicinity, size, shape, topography, notable features, and location of the units. If the maps conflict with the field marking, the field markings shall be the authoritative indicator of unit boundaries.
B. Access: The majority of the work units will be accessible by at least one USFS or county road.
3. SPECIFIC WORK REQUIREMENT:
A. Fuels Treatment
The outer boundary of activities will be 50-feet, measured on the horizontal plane, from the edge of County Road 106 (East Side Road), County Road 118 (Slate Mountain Road), and Forest Road 37N22 (Cedar Creek) unless otherwise marked adjacent to private properties. No thinning or piling will occur within 50 feet of the area of annual scour of a stream course. Unit boundaries will be marked with strips of Pink and Yellow flagging.
1. Thin/Cut/Prune
• Thin live conifers up to 10 inches DBH on 20-foot spacing measured from bole to bole.
• No dominant or co-dominant trees will be cut so that canopy cover will not be reduced from existing conditions.
• Cut all dead brush.
• Cut live brush that is greater than 1-inch diameter (measured at six inches above the ground) and/or 18-inches tall.
• Cut live brush growing under the drip line of conifers and hardwoods.
• Thin hard wood clusters back to 2-3 dominant stems up to 3-inches DBH on a 15-20-foot spacing.
• Thin single hardwood trees up to 3-inches DBH on a 15-20-foot spacing.
CarrDelta 106 Thin TO Page | 3 Shasta-Trinity NF
• Hardwoods, such as dogwoods, alder, and maple should be retained unless cutting is needed to create a piling area, they interfere with chipping, or hang within the road.
• Prune all trees up to 7-feet or up to 50% of the total live tree crown.
• Limbs pruned from live trees will be cut flush with the bole of the tree without damage to the bark.
• Stumps of cut material will be flush and no greater than 4 inches high.
2. Hazard Tree Requirements:
• All dead trees with the potential to threaten public or worker safety or impact the designated roads for which the buffer is being created shall be felled, regardless of species or diameter at breast height (dbh).
• Any hazard tree that is felled across a road will be immediately bucked off the road to a minimum distance of 5 feet from the roads edge. Bucked rounds may be left in a wide spot along the road in a manner that does not impact or create obstacles to vehicle traffic.
• Hazard trees may be directionally felled out of the project area. Boles will be left on the ground whole.
All material 8” diameter and below will be limbed and bucked from felled trees.
• The Slate Option was impacted by the 2018 Delta Fire and has a high loading of hazard trees within the project area at the northern end.
3. Road Control Requirements:
• Temporary road control must be utilized when tree falling operations have the potential of impacting the road.
• Coordination of road control operations along USFS and county roads will be the responsibility of the contractor.
B. Activity Slash and Natural Fuels Treatment Slash generated in the performance of this contract and natural fuels within the project boundaries may be treated by either option of hand piling or chipping, but not both.
Hand piles: Option 1
• Pile all activity slash, which includes limbs, tops, and boles up to 8” diameter except as follows:
-Oak, Doug fir, White fir, and Incense Cedar boles larger than 5” diameter will be bucked into 4 foot lengths and placed on the roadside for fuel wood collection.
-Ponderosa pine and Sugar pine larger than 8” diameter will be left on the ground in log form.
• Pile natural surface fuels between 1 to 8-inch diameters.
• Minimum pile size shall be 4-feet in height and 4-feet in diameter.
• Maximum pile size shall be 5-feet in height and 6-feet in diameter.
• Piles should contain an area of small slash (such as the end of branches with leaves or needles attached) in the center or bottom of the pile to aid in combustion of larger fuels.
• Piles shall be constructed by laying limbs, stems, cut boles, and other slash in the pile so as to be parallel with each other. Slash that creates large air spaces in the piles shall be cut to eliminate air spaces.
• Piles should not be placed under the drip line of leave trees, where possible.
• Piles shall not be placed on or directly adjacent to logs, stumps, snags, in roadways, trails, culvert pipes, drainage ditches, or within channel bottoms of streams.
• All piles shall be covered with a piece of pile covering of sufficient size to keep the interior of the pile dry during wet weather. The covering shall be placed so that 2/3rd of the pile’s material is covered. The
CarrDelta 106 Thin TO Page | 4 Shasta-Trinity NF covering shall be anchored with slash to mitigate the possibility of covering blowing off the pile.
Covering may consist of either waxed paper or 4 mil plastic sheeting.
Chipping: Option 2
• Activity slash up to 8” diameter including all tops and limbs will be chipped except as follows:
-Oak, Doug fir, White fir, and Incense Cedar boles larger than 5” diameter will be bucked into 4 foot lengths and placed on the roadside for fuel wood collection.
-Ponderosa pine and Sugar pile larger than 8” diameter will be left on the ground in log form.
• Natural fuels from 1” up to 8” diameter and longer than 24 inches will be chipped.
• Chips will be broadcast throughout the unit to a depth no greater than 4 inches.
• Preference is to broadcast the chips evenly on both sides of the road. Where the cut bank along the road makes this not possible, all chips can be broadcast to the downhill side.
• Chips will not be broadcast into any stream course exclusion areas.
• Chips will not be broadcast into roadside drainage ditches that could plug downstream culverts.
C. Machine Pile Covering Suppression repair activities following the Carr and Delta fires in 2018 consisted of machine piling slash along dozerlines created during the suppression efforts for the fires. Some of these lines follow the fires edge, while others were contingency lines.
• Pile covering will be completed prior to October 15th, 2020.
• All piles shall be covered with a piece of pile covering of sufficient size to keep the interior of the pile dry during wet weather. Pile covering may either be 4 mil plastic sheeting or waxed paper.
• Covering will be anchored to the pile with existing slash to prevent wind from blowing the covering off the pile.
• Some of these piles have existing paper covering that is beginning to break down. Additional new covering will be placed on these piles.
4. PERIOD OF PERFORMANCE
The period of performance of this project is from Task Order Award through June 30, 2021. Covering of Machine Piles with pile covering shall be completed by October 15th, 2020.
The Contracting Officer’s Representative may specify a priority of work by unit, without additional costs. In nearly all cases, work will move to adjacent units.

** UNIFORM ALLOWANCE **
If employees are required to wear uniforms in the performance of this contract (either by the terms of the Government contract by the employer by the state or local law etc.) the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination. The Department of Labor will accept payment in accordance with the following standards as compliance:
https://beta.sam.gov/wage-determination/1977-0727/60?index=wd&is_active=true&date_filter_index=0&date_rad_selection=date&wdType=sca&state… 3/4
The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. In addition where uniform cleaning and maintenance is made the responsibility of the employee all contractors and subcontractors subject to this wage determination shall (in the absence of a bona fide collective bargaining agreement providing for a different amount or the furnishing of contrary affirmative proof as to the actual cost) reimburse all employees for such cleaning and maintenance at a rate of $3.35 per week (or $.67 cents per day). However in those instances where the uniforms furnished are made of ""wash and wear"" materials may be routinely washed and dried with other personal garments and do not require any special treatment such as dry cleaning daily washing or commercial laundering in order to meet the cleanliness or appearance standards set by the terms of the Government contract by the contractor by law or by the nature of the work there is no requirement that employees be reimbursed for uniform maintenance costs.
** NOTES APPLYING TO THIS WAGE DETERMINATION **
Under the policy and guidance contained in All Agency Memorandum No. 159 the Wage and Hour Division does not recognize for section 4(c) purposes prospective wage rates and fringe benefit provisions that are effective only upon such contingencies as ""approval of Wage and Hour issuance of a wage determination incorporation of the wage determination in the contract adjusting the contract price etc."" (The relevant CBA section) in the collective bargaining agreement between (the parties) contains contingency language that Wage and Hour does not recognize as reflecting ""arm's length negotiation"" under section 4(c) of the Act and 29 C.F.R. 5.11(a) of the regulations. This wage determination therefore reflects the actual CBA wage rates and fringe benefits paid under the predecessor contract.
** SERVICE CONTRACT ACT DIRECTORY OF OCCUPATIONS **
The duties of employees under job titles listed are those described in the ""Service Contract Act Directory of Occupations"" Fifth Edition (Revision 1) dated September 2015 unless otherwise indicated.
REQUEST FOR AUTHORIZATION OF ADDITIONAL CLASSIFICATION AND WAGE RATE
Standard Form 1444 (SF-1444)
Conformance Process:
The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e. the work to be performed is not performed by any classification listed in the wage determination) be classified by the contractor so as to provide a reasonable relationship (i.e. appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination. Such conformed classes of employees shall be paid the monetary wages and furnished the fringe benefits as are determined (See 29 CFR 4.6(b)(2)(i)). Such conforming procedures shall be initiated by the contractor prior to the performance of contract https://beta.sam.gov/wage-determination/1977-0727/60?index=wd&is_active=true&date_filter_index=0&date_rad_selection=date&wdType=sca&state… 4/4 work by such unlisted class(es) of employees (See 29 CFR 4.6(b)(2)(ii)). The Wage and Hour Division shall make a final determination of conformed classification wage rate and/or fringe benefits which shall be retroactive to the commencement date of the contract (See 29 CFR 4.6(b)(2)(iv)(C)(vi)). When multiple wage determinations are included in a contract a separate SF-1444 should be prepared for each wage determination to which a class(es) is to be conformed.
The process for preparing a conformance request is as follows:
1) When preparing the bid the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).
2) After contract award the contractor prepares a written report listing in order the proposed classification title(s) a Federal grade equivalency (FGE) for each proposed classification(s) job description(s) and rationale for proposed wage rate(s) including information regarding the agreement or disagreement of the authorized representative of the employees involved or where there is no authorized representative the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.
3) The contracting officer reviews the proposed action and promptly submits a report of the action together with the agency's recommendations and pertinent information including the position of the contractor and the employees to the Wage and Hour Division U.S. Department of Labor for review (See 29 CFR 4.6(b)(2)(ii)).
4) Within 30 days of receipt the Wage and Hour Division approves modifies or disapproves the action via transmittal to the agency contracting officer or notifies the contracting officer that additional time will be required to process the request.
5) The contracting officer transmits the Wage and Hour decision to the contractor.
6) The contractor informs the affected employees.
Information required by the Regulations must be submitted on SF-1444 or bond paper.
When preparing a conformance request the ""Service Contract Act Directory of Occupations"" (the Directory) should be used to compare job definitions to ensure that duties requested are not performed by a classification already listed in the wage determination. Remember it is not the job title but the required tasks that determine whether a class is included in an established wage determination.
Conformances may not be used to artificially split combine or subdivide classifications listed in the wage determination."
