SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 SCOPE OF CONTRACT
The Santa Fe National Forest is pursuing a project for the installation of boundary and recreational fencing for Pecos-Las Vegas Ranger District in Santa Fe NF. Refer to Section J Attachments for a detailed description of the work required. An overview of the contract scope is as follows:
Contractor shall furnish all labor, equipment, and material to accomplish the following work:
1. Rio de la Casa Allotment Exterior Fence:
a. Fence is only accessible by high clearance 4x4 passenger vehicle to Santa Fe National on FSR 113 to FSR 114. Please note that access to Santa Fe/Carson boundary segment may only be accessible on horseback. – some old logging roads exist that may be accessible by ATV/UTV. No new roads will or need to be created for work on this portion. Access by these types of vehicles may be limited by terrain.
b. ATV, UTV and or small tracked vehicles (i.e. Bobcats) may be used to carry in materials, auger holes, string wire and pound in T-Posts where access will not endanger operator(s) on steep slopes.
c. This fence is estimated at 76,560 linear feet (14.5 miles), with slope being factored in.
d. Estimated number of corner braces (requiring 3 steel pipes or angle iron posts) that will need to be constructed is 55-60.
e. Estimated number of in line H-Braces (requiring 2 steel pipes or angle iron posts) that will need to be constructed is 55-60.
f. Estimated number of wire gates that will need to be constructed will be 15. **One gate every 5280 linear feet or where trail crossings are identified.
g. Estimated number of 12-foot gates replaced at Cattleguards 3.
h. Estimated number of In-line wooden Treated posts is 480.
Type 1 barbed wire fence. The minimum requirements for the fence includes:
a. The fence shall be a four-wire fence built to wildlife specifications, consisting of four strands of barbed wire. The top wire shall be no more than 42" from the
Santa Fe NF HPCC Rio de la Casa Fencing Page 6 of 50 ground and shall be spaced 12" above the second wire (from top to bottom). The second wire shall be 6" above the third wire, and the third wire shall be 6" above the bottom wire. spaced 18" above the ground. (See Exhibit 1). Fence Visibility Markers are to be placed on top wire every 40-50 feet.
b. T-posts shall be 6.0 feet in length, and at 1.33 pounds per foot. Spaced no more than 16 feet apart with fence stays placed at approximately 5-foot intervals. The posts shall be set into the ground to a depth so none of the flange on the post is visible. Fence stay material can be either wood 2"x2"x42" or twisted metal fence stays 40-42” in length.
c. The barbed wire will be 12.5 gauge round Class 1, zinc-coated 2-point double strand twisted barbed wire.
d. Care shall be taken in placing fence post clips or fasteners on the wire so that they are not tightened enough to kink the wire.
e. Every 10th line post shall be full-length treated wood, 8' length with a minimum
6" diameter, set 30” into the ground. * Contractor may choose to use steel for every 10th line post. The steel used at the minimum be 2 3/8” outside diameter and pipe capped on top.
f. Gates shall be 4-strand barbed wire "rider" or "Texas" gates, a minimum of 8 ft.
wide unless otherwise specified. A pry bar or "cheat stick" shall be on the gate to assist in opening and closing the gate. Smooth wire shall be used for closure loops. Where required, pedestrian walk-through gates will be constructed as per Specification 15 below or by a method approved by the Project Inspector or Contracting Officer. See exhibit 3 for gate specifications)
g. There shall be one brace for each 1/4 mile of fence, or at each point where the fence changes angle or a significant change in the vertical is encountered. (See exhibits 8 and 9 for details on fence bracing). A horizontal brace shall be constructed on each side of every gate.
h. Water gaps shall be installed in all drainages where water flow could damage the fence. Fence shall be ended at both sides of a stream or deep ephemeral gully, and suitable water gap installed. ** Swing picket fence designed for water gaps in larger streams and those areas will be identified on project map (See exhibit 4, 5, 6, and 7 for construction standards for fences across depressions and ephemeral stream channels).
i. Tie-downs shall be utilized in all dips, so that the wire is always placing downward pressure on the T-posts.
Santa Fe NF HPCC Rio de la Casa Fencing Page 7 of 50
j. Line wires shall be cut and dead-ended on all corners, angle, gate or stretch brace posts, and the wire wrapped back on the stretched wire. The tie shall be made on the centerline of the post to avoid turning and slackening tendency of a face tie.
The top wire shall be stapled down to the dead-end brace bars. Not more than 1/4 mile of wire shall be stretched at one time.
k. H-Braces shall be used to construct pedestrian crossings along the fence line in locations where pedestrian trails obviously bisect the existing fence line. While these trails are not established or maintained by the Forest Service, the intent is to discourage pedestrians from cutting or otherwise damaging the wire fence to pass through the fence. The passageway created must not allow the passage of livestock but should accommodate a pedestrian with a backpack.
l. Horizontal (H-brace) and corner braces will be marked by the contractor prior to laying out the fence so that proper alignment can be obtained. No trees will be used as braces or posts.
m. Horizontal and corner braces shall be constructed as shown in Exhibit 1 A. H-
Brace design.
n. Horizontal and corner brace posts will be of 2 3/8” pipe or angle iron (2.5” x 2.5” x 0.25”), 7' to 8’ in length. Horizontal cross-members will be of 2 3/8” pipe or angle iron (2.5” x 2.5” x 0.25”) and 6’ to 8' in length. If pipe is used top must be capped.
o. Horizontal and corner brace posts will be set 36” into the ground and in concrete as shown in Exhibit 1 A H-Brace design.
p. Care must be taken to prevent the cutting of bearing trees in installation and right of way clearing.
q. The attached exhibits are Forest Service suggested applications and solutions and should be utilized where appropriate. Deviations from these suggested applications are negotiable; however, any deviations not approved by the government prior to beginning work are subject to re-working or correction at no expense to the government should the unapproved deviation prove inadequate or inappropriate.
2. Removal of Existing Fencing
The contractor will be responsible for removing the old fence replaced by this contract.
Any old fence located on the National Forest side of the survey line within 30 feet of the new fence location will be removed from the site and ultimately from the forest prior to completion of this contract. Contractor will be responsible for disposal of old fence materials removed through this contract.
Santa Fe NF HPCC Rio de la Casa Fencing Page 8 of 50
3. Tree Felling Within the Fence Line Corridor
Tree felling shall be completed prior to fence construction. The contractor will be responsible for felling burned trees that are 30” dbh and under within the fence line corridor of 1 Chain or 66 feet that if left standing have the potential to fall and damage the newly constructed fence. *Felling of burned/hazard trees is only to occur on National Forest System lands. Contractor will be responsible for felling burned trees that are 30” dbh and under within the fence line corridor. Burned trees that lean away from and pose no threat to the new fence may be left but may be cut if needed. Burned trees are defined as those trees with no green needles remaining in the crown of the tree. The trees will be felled and left in place, with the exception of trees, or parts of trees that fall across the specific line of fence construction or onto other adjacent lands not under the jurisdiction of the U.S. Forest Service. The trees or parts of trees, that when felled intrude onto the specific line of fence construction or other adjacent lands will be moved onto National Forest System land and out of the specific line of fence construction providing for a 10’ corridor with the fence line being the center. In areas that corridor is visible from a main road after the fence project is completed, contractor will move felled trees over corridor at the entrance to disguise it. No wheeled or tracked mechanical equipment will be used for felling or moving trees as part of this task. No trees that are cut but fail to fall to the ground will be left hung up in other standing trees. The Contractor is required to meet with the COR to conduct an on-site review of the work area prior to initiating tree falling work to ensure no private land/structures or power lines are in the area the work is to be conducted. The majority of trees will be cut leaving a 6-12” maximum stump height.
The exception will be trees that may present hazards if cut lower than 12”. For clearing within sight of roads and trails the trees will be cut so the stump face is angled away from the road or trail.

52.204-21 Basic Safeguarding of Covered Contractor Information Systems (NOV 2021)
(a) Definitions. As used in this clause– “Covered contractor information system” means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
“Federal contract information” means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
“Information” means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
“Information system” means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C. 3502).
“Safeguarding” means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).

(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract
Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access;
and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
52.223-9 Estimate of Percentage of Recovered Material Content for EPA-Designated Items (May 2008)
(a) Definitions. As used in this clause— “Postconsumer material” means a material or finished product that has served its intended use and has been discarded for disposal or recovery, having completed its life as a consumer item.
Postconsumer material is a part of the broader category of “recovered material.”
“Recovered material” means waste materials and by-products recovered or diverted from solid waste, but the term does not include those materials and by-products generated from, and commonly reused within, an original manufacturing process.
(b) The Contractor, on completion of this contract, shall—
Santa Fe NF HPCC Rio de la Casa Fencing Page 23 of 50
(1) Estimate the percentage of the total recovered material content for EPA-designated item(s) delivered and/or used in contract performance, including, if applicable, the percentage of post-consumer material content; and
(2) Submit this estimate to:
Contract Specialist, Matthew (Matt) Killian; matthew.killian@usda.gov Contracting Officer, Klenise Wallace; klenise.wallace@usda.gov
52.225-9 Buy American Act-Construction Materials (OCT 2022)
(a) Definitions. As used in this clause— Commercially available off-the-shelf (COTS) item—
(1) Means any item of supply (including construction material) that is–
(i) A commercial product (as defined in paragraph (1) of the definition of “commercial product” at Federal Acquisition Regulation (FAR) 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in 46 U.S.C. 40102(4), such as agricultural products and petroleum products.
"Construction material" means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
Cost of components means—
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.
Critical component means a component that is mined, produced, or manufactured in the United States and deemed critical to the U.S. supply chain. The list of critical components is at FAR 25.105.
Critical item means a domestic construction material or domestic end product that is deemed critical to U.S. supply chain resiliency. The list of critical items is at FAR 25.105.
