About this file
This document is Attachment V containing Contractor Requests for Information (RFI) Responses for a water infrastructure project in Dubois involving well drilling, abandonment, pipeline installation, and associated facilities construction.
Key project details include: well drilling to approximately 765 feet with flow testing requirements of 60 gpm, with optional depth extensions up to 100 feet available; well abandonment of an existing well (well log and pump information unavailable); pipeline installation with 4-foot burial specification subject to change order if rock is encountered; and construction of a Type 3 Gravel Access Road per Idaho Standards for Public Works Construction standards (3 inches of ¾-inch minus gravel over 8 inches of 6-inch minus pit run gravel, compacted to 95% minimum). The contractor must install both mega-lugs and concrete thrust blocks at all exterior water pipe fittings; perform pressure testing on new piping; construct a chlorination system enclosure with a heated hot box and wall-mounted eyewash station; and provide a concrete floor finish in the pump building. Best Management Practices addressing erosion control and spill prevention are required, including a concrete washout area. Drilling fluids and cuttings may be spread on-site, and a disposal site within one mile is available for non-hazardous materials. The project does not include a filter pack in the well design; instead, natural materials will be developed around the casing. Casing perforations shall be ¼ inch wide and 1 inch long. The water tank height is approximately 20 feet. Proposals require a generalized non-certified cost breakout, and a wage determination is available on SAM.gov under reference 12905B25R0002. Spec. Section 01 57 50 (Temporary Environmental Controls) will be issued as an addendum.

Attachment V – Contractor Requests for Information Responses
Q. Well log if available for the old well with the potential of needing abandonment pump information of the pump in the old well needing abandonment for the purpose of “alternate” bidding of well abandonment.
A. Cushing Terrell was unable to locate the well log for the well to be abandoned. Pump information is also unavailable.
Q. Will there be a retainage % associated with progress payments? If so, what %?
A. No, there will not be a retainage % associated with progress payments. However, based on the submitted work schedule, if the contractor is not making progress, invoice payments may be reduced with a percentage withheld until progress has been sufficiently improved.
Q. Is there another water source on-site where we can fill our water trucks for backfill and grading work?
A. When the current main well is operational, there is a water fill station on site that can be available. During times that the current well is down, there is not an alternate source for water on site. It may be possible to make arrangements in the town of Dubois to fill water truck.
Q. Is there an on-site waste area for unsuitable material to be disposed or is it all to be hauled off (if encountered)?
A. A site within 1 mile of the work site can be identified for disposal of non-hazardous waste (overburden, gravel, rock). Trash will need to be hauled off site.
Q. If rock is encountered during pipeline installation and we are unable to meet the 4’ bury specification will the removal of said rock be a change in conditions and addressed accordingly?
A. Yes.
Q. Sheet C302 – the first 4” butterfly valve coming into the building from well #2 is quite a ways from the wall. Should it be installed where the pipe enters in order to pressure test all new piping or will we need to pressure test beyond the valve into the existing line to the next available valve? If it is to be the latter, where is the next available valve located?
A. Yes, the butterfly valve may be moved to the edge of the stairs for accessibility of the valve, approximately 4 ft from the wall.
Q. Is there a cross section for the roadwork to be performed to the new well? (Depth and layers of aggregate types?)
A. No. A cross section is not available. The new well road shall be constructed as a Type 3 Gravel Access Road per the Idaho Standards for Public Works. Construction (ISPWC) Std Dwg
SD-304. The section consists of 3” of ¾” minus gravel (ISPWC 802) over 8” of 6” minus pit run gravel per ISPWC 801. All gravels, uncrushed or crushed, shall be angular. Rounded rock will not be allowed. All layers shall be compacted to minimum 95% per ASTM D698 or ASTM D 1557.
Q. Are mega-lugs AN D concrete required for the exterior water pipe fittings shown on C301, note 9, or is it one or the other. Please specify.
A. Yes, the project requires both mega-lugs AND concrete thrust blocks (TB) at ALL exterior fittings, regardless if the TB is shown on drawings or not.
Q. Will a fully executed SWPPP be required for this project or are we to implement Best Management Practices?
A. No. Due to the amount of land disturbance of the project, a fully executed SWPPP is not required. Best Management Practices addressing erosion control and spill prevention issues shall be implemented at the site. BMPs required include a concrete washout area at an approved location.
Q. It calls out to “Install heated hot box”. I cannot locate any additional specifications or model number for this item. Please specify what is needed and what the heat source required.
A. The hot box information is located in Spec. Section 22 11 19, 2.6. Chlorination System Enclosure. This section includes the make and model of the hot box with information of the heater plate. The heater plate may be obtained from Hubbell.
Q. It states “contractor shall finish concrete floor providing a level surface”. Can you please provide acceptable methods and products to accomplish this.
A. The design assumption is that the well head would be removed below finish grade and thus a small amount of concrete would be required to provide a continuous concrete floor. The concrete would comply with standard sidewalk concrete, or concrete used for the thrust blocks. The finish should be existing floor surface.
Q. “Build shelf and install eye wash”. Can you please provide specs required for both the shelf and the eye wash needed.
A. The eye wash shall be a wall-mounted eyewash station with double bottles. The eye station may be PhysiciansCare, Uline or equal. Due to the potential for dust in the area, the bottles must be capped until used. While the bottles typically contain a saline solution, the station must be installed inside the hot box to prevent freezing. The eyewash station should be installed within easy reach of the doorway.
The shelf shall be a 2X6, 2 ft long, secured to the wall and located on the wall by the chlorination pump. The eyewash station should probably be on the opposite wall.
Q. Temporary Environmental Controls is listed as 01 57 50 in the project table of contents, but is referenced as 01 57 19 within section 01 50 00. However, the section appears to be missing from the project specifications. Please confirm whether this section will be issued in a future addendum.
A. Correct. Spec. Section 01 57 50 is not included in the Project and will be issued as an addendum.
Q. The RFP form includes line items for 25 – 100 feet of additional well depth. Can you please clarify what criteria will determine if additional depth is required and confirm who will make that decision? Will the well driller be required to stop work and wait for that decision to be made?
A. Decision is based on GPM – Once drilling has reached the 765 ft level, flow test will be performed to make sure there is 60 gpm.
Q. We are seeking clarification on whether a Wage Determination is available for this project? If so, please advise on whether it will be made available in time for bid submission.
A. The wage determination is uploaded on the SAM.gov website. Search for 12905B25R0002 in the contracting opportunities. It is attachment II and part of the actual RFP.
Q. Hard materials and rock is anticipated to be encountered at 1 foot below existing surface elevations. Do they have any geotechnical data for surrounding wells for reference?
A. Design Team does not have a Geotech report.
Q. Is there an actual well diagram for the well? The only diagram that looks anything like a diagram for the well is sheet C304 pg. 10 of 19. Will an accurate well diagram be released?]
A. The construction log for the existing well is attached.
Q. Overall well design – We would propose to drill a 20” conductor and set 14” conductor casing to 100’. Drill out with a 12 ¼” bit and set 8” casing to TD around 765’. This will offer more room for filter pack and won’t be so tight downhole.
A. Overall well design – Bidder’s proposed well construction design, using 14” conductor casing instead of the specified 10” surface casing, needs to accommodate connection to the specified pitless unit. Bidder references use of filter pack, however, no filter pack is in the well design.
Q. Filter Pack is called out in the documents but there is no reference to filter pack on the well design, nor is there a filter pack size called out in the documents.
A. Filter – The well design does not include a filter pack. The well is designed to intercept water-bearing broken lava rock with some sand and gravel. Well development will remove fines and will develop natural materials around outside of casing.
Q. Will an itemized bid tab be issued for more accurate bidding?
A. Proposals shall be submitted with a generalized non-certified cost breakout for determination of price fair and reasonable. The schedule will be included in the RFP documents.
Q. Casing perforations are called out on the diagram but the actual perforation size is not called out in the documents.
A. Casing perforations shall be ¼ inch wide and 1 inch long unless an alternative size is proposed by the bidder. Perforations shall be constructed for the length of casing specified on the Sheet C304. The number of perforations needed shall allow the inflow of water required for the design but shall not exceed the maximum number of perforations recommended by the steel casing and/or perforator manufacturer.
Q. Are drilling fluid and cuttings able to be spread on-site, or will they need to be hauled off?
A. Drilling fluids and cuttings can be spread on-site.
Q. Drilling methods – Can the well be drilled conventional mud rotary. Are you requiring this well be drilled utilizing Reverse circulation?
A. No, it is not permitted per IDAPA 37.03.09. Offeror to select method of drilling, if it is in accordance with the requirements of IDAPA 37.03.09.
Q. Are there any anticipation of losses? If loss circulation becomes an issue, how will the time spent regaining circulation be handled, at an hourly rate?
A. The well designer does not know whether circulation losses will occur during the well drilling. Information for the existing well (see attached log) does not indicate open-hole conditions that would contribute to fluid losses. Bidder should submit an additive bid item to address circulation losses.
Q. What is the height of the tank?
A. Bases upon calculations, the water tank is approx.. 20 feet tall. Contactor shall verify prior to submittals and ordering tank components.
