The Contract Opportunity posted on SAM.gov for this solicitation shows it is classified as a Total Small Business Set‐ Aside, but there is no indication in the official Request for Qualifications that the prime contract holder(s) are required to be a small business. Can you please clarify the contract type for this pursuit?
As indicated on SAM.gov, this is a total small business set‐aside. You must be a small business to participate.

Example ‐ Please clarify how the Government will assess firms with no previous past performance.
If no past performance was submitted, past performance would be unknown and receive zero points as stated.
RFQ Sec C, Item C.2.1 Can we provide resumes for staff outside of the "Key Personnel"; including roles listed on the "Labor Disciplines" rate sheet which is a part of the Terms & Conditions?
We are not evaluating personnel outside of the key personnel, so please do not submit resumes of other labor disciplines as there is no provision to factor them into the evaluation.
RFQ Sec C, Item 2(a)(ii) If a project includes multiple required disciplines, are we to list each of the discipline abbreviations (PRM, GAS, etc) after the project title in Sec F Block 21?
Yes
RFQ Sec C, Item 2 and Item 2(a)(iii)
10 sample projects are requested per Item 2 however, 3 projects are requested per discipline (3 x 5 disciplines) which would be 15 projects. Please confirm that a total of only 10 projects are required.
Each project can include more than one discipline, so using projects with multiple disciplines would be advantageous.
RFQ Sec C, Item 3.1 Please confirm that projects do not have to be completed (design and/or construction) but are only required to have begun since 28 Sept 2022 (1 year prior to solictation).
That is correct.
RFQ Sec D, Item D.1 Can Sec E resumes exceed 1 page per person?
No. They must conform to the SF330 one page format.
RFQ Sec D, Item D.2 Are we required to use the prefillable SF‐330 form provided or may we use our own SF‐330 template as long as all page sizing, margins, and font sizes are adhered to?
As long as the formatting matches the SF330 attachment, that is acceptable.
RFQ Sec B, Item B.2
A/E shall be capable of performing ….. "post‐design services and surveying."
Please define "post‐design services" and "surveying"? Is surveying topographical? HazMat?
Post‐design services and surveying are described in the Statement of Work, Architectural‐Engineering Services dated 19 November 2019. Typical post‐design services are outlined in paragraph 8, but can also be bid/proposal phase services as outlined in paragraph 7. Surveying is typically topographic surveys as outlined in paragraph 5.5, but can also be boundary surveys as outlined in 5.4.
Hazardous material services are outlined in paragraph 10.
RFC Sec C, Item 1 Resumes are requested for 8 Key Personnel; may we submit more than 1 resume per Key Personnel?
More than one resume can be included for each key personnel category.

May we resubmit PPQs prevously submitted with other proposals as part of our Technical Proposal in lieu having our clients complete the new PPQ form provided as part of this solicitation package as Attachment 2?
NO, the PPQ must come to us directly from the client/customer.
D.1. The following page limitations are established for each portion of the package submitted in response to this Request for Qualifications. SF330, Part I, Section F – Limit 30 pages SF 330, Part I, Section H – Limit 30 pages Is there a page limitation for sections A ‐ E?
RFQ – Section D, Subsection D.1
Section A and B are used as is in the SF330 (no additions); section C is limited to subline a‐f, if you need more you can attach them with an organizatinal chart and mark line D. Section E states one page per key person, so one of those pages can be completed for however many key personnel you are submitting.
The RFQ Section B.1
The RFQ Section B.1 identifies the professional services required per discipline. Attachment 1 of the Statement of Work Section 6.1 identifies “Special Consultants.” Should the special consultants identified in the SOW Section 6.1 be identified as key personnel within our organization structure for our submission or should we only identify the key professional disciplines described in the RFQ Section B.1?
Key personnel are those indicated in the Request for Qualifications C.2.1. Section B.1 has been corrected.
RQQ section C.1.3 May CPARS be provided in lieu of PPQs CPARS may be used in lieu of the PPQ. A copy of the CPARS must be included with your submission.
PPQ and RQQ PPQ has a due date of July 30th. Can the submission date be moved back to November 10th.
The Request for Qualificaitons has been extended to November 2, 2023 and the PPQ corrected to match.
