1. This is due on July 15, which is a Monday. Since a hard copy must be mailed, that means we will have to mail it Friday, July 12. Can this be pushed back one day to give us more time to finalize numbers with our subs? Or can the proposal be emailed with a hard copy sent and postmarked by COB of July 15?

• Changed date to the 17th, Wednesday. Email or mail (on thumb drive) a complete copy to Matt Morris due by closing date listed in Block 13 on SF1442.

• Mail (postmarked by the 17th) or hand deliver Technical proposal to Steven ONeil

2. Page 1 of the RFP says we must include at a minimum Standard Form 1413. Typically we submit these once the subcontractors are in contract with the general. Can these be submitted if awarded?

• Either provide a 1413 with contractor’s information or provide a list of all contractors you have/working with on a proposal. Provide

3. Factor 1 states, “If subcontractors are to be used, each subcontractor’s information used for this contract must be included.” Does this mean that if we use subcontractors to demonstrate that we meet qualifications OR does that mean if we use subcontractors on the project?

• We want to see any subcontractors you are going to use to complete you team. If you are talking to three subs for one specialty, provide a list of the three and give information on you preferred selection (based on best value) Provide Information on preferred selection.

4. Factor 2 also asks for subcontractors’ recent experience. Since we are limited to 60 pages and since Factor 1 and 2 both ask for subcontractors’ experience, please advise.

• Subcontractor’s will be included in the 60,

5. Factor 3 asks for a project-specific quality control plan. A project-specific quality control plan will easily take up half of the page count. Can this please be excluded from the page count?

• Add as appendix to Tech proposal

6. Factor 5 asks for our safety plan. Does this need to be project-specific? If yes, can this be excluded from the page count because it will take over half of the page count?

• Add as appendix to Tech proposal

7. There is no spec provided for the type X emergency light fixtures on the plans. Will a generic spec be acceptable?

• There are no unidentified fixtures of type “X.” There are types “X1,” “X2,” “3,” and other Exit and Emergency lights that are defined in the Luminaire schedule.

8. Under Factor 4 – Past Performance on page 38, it says to include “projects completed within the last five (5) years.” However, in the paragraph under the list of features of work on the same page, it says, “experience within the last three (3) years.” Can we include projects within the last 5 years? For key personnel, we are asked about the past 5 years, so it would be helpful to be able to link our past performance projects to our key personnel.

• Changed the 3 to a five

9. Some contracting officers won’t complete past performance questionnaires if a CPAR exists. Can we submit a CPAR in lieu of a questionnaire?

• Yes CPARS can be submitted in lieu of questionnaires in the Technical proposal

10. Can we submit questionnaires that contracting officers completed for other previously submitted proposals?

1284N819R0002 0001 Page 12 of 18

• Yes, as long as POCs contact information is included

11. The solicitation gives Offerors the option to either email electronic copies of their proposals or provide the same on USB drives.

• Correct, Email me the complete proposal by the due date and time, matthew.morris@usda.gov , or mail USB drive due by closing.

12. Question: If Offerors elect to email the electronic copies, to whom should this transmission be addressed? matthew.morris@usda.gov

13. Question: Please provide any attachment file size limitations that are applied to USDA email communications.

• At least 25MB

14. Question: In order to provide the government with the lowest competitive pricing, would it be acceptable for Offerors to leave the bid schedule and WBS section blank in the hardcopies and include this information in the electronic copies that will be emailed or placed on USB drives?

• Yes, they should only be submitted electronically. No paper copy

15. Question: Since Sections of the solicitation package are included elsewhere in the proposal (Section A, Section B, Section K), and other Sections are informative only, what exactly are Offerors to provide to satisfy “(i) 1 copy of the completed, signed offer (Sections A through K of the solicitation package)?”

• See attached changed page. All information to me, paper copy of Technical proposal to Steve O’Neil

16. 452.215-71 Instructions for the Preparation of Technical and Business Proposals, Key Personnel directs Offerors to include to include resumes for site superintendent and the QC Officer to be assigned to the job, along with an alternate for each.

• See changed page attached.

17. However, Section H-3 Site Superintendent states that the site superintendent shall be responsible for onsite quality control.

• Superintendent and QC can be the same person

18. Question: Please confirm that the superintendent and QC officer resumes can be combined in our proposal submission, i.e. one resume for “Site Superintendent/QC Officer” + one resume for an alternate.

• If same person, only one resume required

19. Concerning the request for product substitution for the lockers and toilet partitions for the

Dixie Supervisor’s Office project. Could you provide a response as follows:

• The Forest Service does not provide preapproved substitutions for construction contracts. Any product meeting the technical requirements of 101550, Toilet Partitions and Section 105113, Metal Lockers will be considered as submitted by the successful bidder.

20. Can current projects that are at least 75% complete be provided to document recent, relevant experience under Factor 4?

• Yes, nearly complete projects can be included

21. Government clients are often reluctant to complete new Past Performance Questionnaires

(PPQ) for projects that either have a final government-provided CPARS or CCASS evaluations, or for projects that already had PPQs completed that were returned to the Offeror. Is it acceptable for Offerors to include previously completed PPQs in their

1284N819R0002 0001 Page 13 of 18 proposals in lieu of obtaining new PPQs? Is it acceptable to include final CPARS or CCASS evaluations in the proposal in lieu of obtaining new PPQs?

• If a project is in CPARS, provide a list or actual reports of relevant projects with technical proposal. Not included in 60 page account, include at appendix

22. Federal solicitations typically request Offerors to provide Past Experience documentation as evidence they have completed recent and relevant work, and Past Performance documentation (PPQs, CPARS, CCASS) as evidence of how well they performed on the projects. The solicitation is somewhat unclear as to how Offerors are to present their five projects in the proposal under Factor 4.

1. Please confirm that Offerors are to provide five past experience projects in Attachment 12 format in the proposal, and that a copy of Attachment 12 will be sent to their references, who will evaluate the Offeror’s performance and return the evaluation directly to USDA.

• If you have 5 projects in CPARS, provide a list or include the 5 reports as an appendix. If you do not have at least 5 relevant projects in CPARS, previously completed questionnaires, or have a project you want included, then send attachment 12 to your customer to complete and send back to me.

23. If…
