To: USFS Tusayan Ranger Station: Pump House Improvements
Clarifying Questions Tusayan RS Pump House-response
Subject: Client Questions – FS answered questions on 04/14/2020.
1. From an engineering stand point what is USFS’ ultimate objective of the pump house improvements? For example we would like to increase rate of water moving capability, would like to keep same supply time but with single pump, we would like to update the electrical controls such as VFD, increase equipment reliability or life-span of equipment or reduce long-term maintenance requirements, etc? Answered.
2. Are there any current issues or shortfalls in the pump house or water distribution system that the USFS would like to have repaired or improved? Answered. What does the USFS dislike about the current pump house operations or configurations? The building is small and the controls should be placed such that the operator/water deliverer can easily reach with clear approach the pump start controls. The shut off valves and priming valves to the pumps should also be easily accessed with clear approach.
3. If the sky is the limit, what improvements would the USFS for its pump house? This is not in the contract, but a larger building slightly farther from the existing roadway would be desired.
4. At a minimum, what pump house improvements the USFS would like accomplished? This is included in the specifications.
5. Is there an established budget for the project? The solicitation provides this information.
6. Can we get better photos of the valve boxes? Such as downward looking of the valves and boxes? A photo was submitted and will be provided, but the valve is too deep and can’t be seen.
The valve is approximately four (4) feet below grade.
7. We know it can get cold on the South Rim, Is there risk of freezing for the pump house and water distribution system? In the recent past have you suffered freeze damage? Answered.
8. What was the cause of the last disruption to the water distribution system or the pump house equipment? Answered.
9. When is the last time the water distribution has been check for leakage or water loss?
Answered.
10. What is the O.D. and I.D. of the distribution lines that run to 4’ Valves? Answered.
11. Are there any issues with the 4’ values and value boxes (OB1 & OB2)? Are the values currently operational? What is the mechanical condition of the values? What is the last time they have been exercised? All parts answered.
12. Are the values (OB1 & OB2) flange connections? Are current boxes steel or concrete?
Answered.
13. Would the USFS be interested in value installation that would minimize water disruption to less than four hours? A New Gate Valve is installed inline in 2-4 hours, LIVE, "without interruption" of the Service main. Shut the valve when you are ready, it operates just like a Regular Valve with a
Standard Valve Key. Available for: ACP, C-900 PVC, DUCTILE IRON, CAST IRON, PVC and STEEL.
Answered.
14. Do you have a valve type preference? Answered.
15. What is the life span the USFS would like out of the new pump house equipment? Answered.
16. What is the annual run time for the pump house? Answered.
17. What is the material of the water distribution lines: ACP, C-900 PVC, DUCTILE IRON, CAST IRON, PVC and STEEL? (This is an important question.) Answered.
18. Can the install of values if optioned be performed independent of the pump house upgrade? For example, using new procedures we could install valves without disrupting service within a two-day period and not tied to pump station work. The pump station upgrade work would maintain the seven-day time schedule. Yes.
19. When is it estimated the job will be awarded? When does the USFS want to commence work?
The FS would like to schedule the work to start in October.
20. Or: What is the timeframe the USFS would like the pump house upgrade accomplished? The pump house upgrade is the critical part and shall be completed as described in the specifications.
21. What specific improvements are requested with access? Control panel to be next to hose connection, cabinets relocated for better access inside, etc.? Clear approach to shut off valves to pumps and priming valves. Clear approach to start/stop button for pump controls.
22. From the photos it looks like it is a single unload line. Does the USFS desire ability to unload two trucks at one time? No. Or the ability to hook up two trucks at once, unload first truck than be able to immediately move to unload the second truck? No.
23. Does the USFS desire automatic or programmed unmanned unloading? No. How about secure controls outside of pump house or remote controls? If there is a benefit – this may be considered, but uncertain of your question – secure controls to building or equipment?
24. If that some of the equipment will have to be manufactured can the USFS extend the period after the notice to proceed to accommodate this constraint? This can be considered if majority of proposals are identifying the same issue.
25. Is the site visit still going to happen on the 17th despite isolation orders across the country? The site visit is as scheduled. Your representative is expected to keep the physical separation and encouraged to bring face mask, sanitizer, or disinfection wipes.
26. If we can increase the HP on pump to keep the same or increase GPM output would operating in a single pump be acceptable? The second pump, which would a twin, would serve as back up or alternative or could be used to unload two trucks? The FS would rather operate two pumps to even the wear on each pump. They can operate alternately if one pump is capable to unload the water in a shorter delivery time.
27. Is FS hard fast on operating two pumps during unloading? Is FS ok with using one pump with better out put? Yes, it is acceptable for one pump to complete a delivery. Two pumps shall be provided and installed and designed to operate alternately if the design is for one pump operation.
28. From your previous answers I take away that speed of unload or improvement in unload capacity is the critical engineering factor. Is this correct? Yes.
29. What is you second desired improvement requirement? Replacing the pump controls to provide a safe manual operation for the water provider with easy to read information. (ie. water level in tank (ft) and water meter to measure water delivered).
Thank you for your complete answers. This we help us understand your needs and requirements.
Also, there responses we help us with technical issues.
