IMPROVEMENTS - The intent of the project will be to replace the existing pumping system including all the plumping, pumps, controls, and the rotary phase converter with a more efficient system.

The current system shall be evaluated with a minimum recommendation of two options including costs. The government will review and approve the selected option for installation to replace the existing system.

Clarifying questions 1 01 April 2020

To: USFS Tusayan Ranger Station Pump House Improvements

1. From an engineering stand point what is USFS’ ultimate objective of the pump house improvements? For example we would like to increase rate of water moving capability, we would like to update the electrical controls such as VFD, increase equipment reliability or life-span of equipment or reduce long-term maintenance requirements, etc?

For the Base Bid - The FS desires to replace the entire plumbing system and its controls. An analysis should be completed to provide a new design of updated pump controls which will operate pumps that shorten the delivery times. The contract will include the installation of the proposed design.

Optional Items - There are optional items included in this solicitation as well which includes replacing one (1) 4” valve and valve box and installing two (2) new 4” valves and valve boxes.

2. Are there any current issues or shortfalls in the pump house or water distribution system that the USFS would like to have repaired or improved?

The solicitation covers the current issues and are mentioned in the contract:

Base Bid – Pumphouse – Analyze the existing system, make recommendation, and install new design. The entire components in the pumphouse are aged and need to be replaced.

Optional Bid – Distribution system – Replace a 4” broken valve and provide and install two

(2) 4” valves with valve boxes.

3. We understand forecasted budget is from $25,000 - $75,000. Is a hard top end amount? Must the propels stay under $75,000?

The proposal can go above the $75,000, BUT each of the bid proposals are evaluated. The evaluation factors are defined in the solicitation package under Section M – Evaluation Factors for Contract Award. Please see this section.

4. Can we get better photos of the valve boxes? Such as downward looking of the valves and boxes? FS will provide a photo. They may not show too much detail, but will provide photos.

5. We know it can get cold on the South Rim, Is there risk of freezing for the pump house and water distribution system? In the recent past have you suffered freeze damage?

The specification included a note about heat panels in the building which keep the pumphouse warm. The panels are controlled by thermostat. We have not experienced any freeze damage in our water distribution system. The water lines and valves are deep and at minimum are 36” below grade.

6. What was the cause of the last disruption to the water distribution system or the pump house equipment?

Water leak from the 2-inch gate valves in the pumphouse. The repair caused some disruption to the waterline because there is no isolation valve strictly for the pumphouse. Had to shut off valve which also shut water off to the waterline to other houses and a shop building.

7. What is the life span the USFS would like out of the new pump house equipment? At least another 15 – 20+ years.

8. When is the last time the water distribution has been check for leakage or water loss? We recently installed water meters on most of the residences to try to measure water loss.

9. What is the annual run time for the pump house? This is an estimate. Roughly 4.5 hrs/week. So for the year = 234 hours or at least 250 hours for each pump.

10. Do you run one pump at a time or both? Solicitation mentions both pumps.

11. What is the material of the water distribution lines: ACP, C-900 PVC, DUCTILE IRON, CAST IRON, PVC and STEEL? (This is an important question.) PVC

12. What is the O.D. of the distribution lines that run to 4’ Valves? Not certain. The plans show flanged gate valves. The distribution system notes 4” PVC pipe. Contractor will need to verify.

13. Are there any issues with the 4’ values and value boxes (OB1 & OB2)? Are the values currently operational? What is the mechanical condition of the values? What is the last time they have been exercised? Solicitation describes the issue for each bid item - OB1 and OB2. OB1 is replacement of valve that swings freely. OB2 are two new valve and valve box installations.

14. Are the values (OB1 & OB2) flange connections? The system is dated and the as-builts are not accurate. Contractor will need to verify. Are current boxes steel or concrete? Current boxes are shown in plans to be metal.

15. Would the USFS be interested in value installation that would minimize water disruption to less than eight hours? A New Gate Valve is installed inline in 2-4 hours, LIVE, "without interruption" of the Service main. Shut the valve when you are ready, it operates just like a Regular Valve with a Standard Valve Key. Available for: ACP, C-900 PVC, DUCTILE IRON, CAST IRON, PVC and STEEL.

Yes, would be interested. Submit in proposal with information.

16. Do you have a valve type preference? No, but most of our maintenance personnel are familiar with ball or gate. Will need to be sized in a box to provide future maintenance.
