QUESTIONS & ANSWERS REGARDING:
SOLICITATION/REQUEST FOR PROPOSALS NO. 1282A718R0006
Amendment 0003
Montana and Idaho – Construction and Facility Maintenance and Repair Services ID/IQ
(AMENDMENT 0001) – Addressed with Amendment 0001
QUESTIONS RECEIVED AS OF 6/19/2018:
1. We have several questions regarding your Section B Price Schedule. We are calculating different quantities and Units of Measure than as presented on the form. For Example:
• CLIN 002 shows 317 SF and we find 217 SF.
• CLIN 003 shows 38 LF and we calculate 46 LF.
• CLINs 004 and 011 are stated as 104 LF and 100 LF and we find 176 SF and 217 SF respectively.
• This one is important as 175’ x 8’ tall walls equals 1400 SF of drywall and we find only 176
SF (22’ x 8’).
• CLIN 007 shows a quantity of 200 and we find 205.
• CLIN 008 shows a quantity of 100 and we find 97.
• CLIN 009 shows a quantity of 100 and we find 108.
ANSWER: The attached Schedule – Seed Project 1 – Corrected, corrects CLIN 002, 004 and 005 (not 011 as stated above) to the correct quantities and/or units. Please use this schedule, instead of the one attached with Attachment 1. Additionally Page 5 of Section 010150 – General Requirements has been corrected, and is attached below. In regards to the additional items shown above with errors, there is not enough of a difference, and the Government requires contractors to price as stated in the quantities included in schedule.
(AMENDMENT 0002) – Addressed with Amendment 0002
QUESTIONS RECEIVED AS OF 6/25/2018:
2. In the Statement of Work/ 1.1, A2; it states that the sludge in the lagoon measured at 18.6 inches.
Can we receive the date that measurement was taken?
ANSWER: The date the lagoon was measured at 18.6 inches was 5/10/2016.
3. In the Statement of Work/ 1.1, A2; it states that the lagoon is 7.6 feet deep. How full will the pond be at the time that work will be completed?
ANSWER: The pond will be approximately the same depth of 7.6 feet deep.
Montana and Idaho – Construction and Facility Maintenance and Repair Services ID/IQ
4. Normal sludge remove projects that we have done in the past allowed for the transfer of overburden water to other lagoons to minimize the sludge/water separation. Does this facility have any adjacent lagoons with capacity to receive overburden water?
ANSWER: The facility does not have any adjacent lagoons.
5. I understand a bid guarantee is required but there is no amount or rate/percentage that is specified. Could you tell me what the amount and/or rate should be so I can obtain a bid bond?
ANSWER: This was an oversite in FAR 52.228-1 – Bid Guarantee – It should read “The amount of the bid guarantee shall be 100% of the bid price or 20%, whichever is less.” The Bid Guarantee is 20% of the total amount of the proposal.
(AMENDMENT 0003)
QUESTIONS RECEIVED AS OF 6/28/2018:
6. We have a significant issue regarding Seed Project 2 – Sewer Biosolids Removal of 90,500 gallons of sludge. Section 010150 at para. 1.1.A.3 provided several potential sites for disposal of the sludge as Anaconda Public Sewer Lagoon and Butte City Sewer. We have contacted both entities and they have declined to accept the sludge. Their reasoning is several fold: 1. The volume of sludge is too great. 2. Butte-Silver Bow is limited to 3,000 GL per day and is not permitted to exceed that amount. 3. The DEQ has put tighter limits on the metals in effluent on their discharge permits so they cannot take any more coming in to their plants or it could put them out of compliance. 4.
Lastly, their experience with large amounts resulted in clogging of their systems which cost them a considerable amount.
ANSWER: The Government was made aware of this issue on Wednesday, June 27, 2018, and contractors must propose the best they can taking into account of proper disposal of sludge, including transportation costs, etc. if not available locally.
7. We have only been able to find one (1) plant that would take 90,500 GL of sludge but it is located in Grandview, Idaho which is 430 miles away from the site. There would be considerable expense to dispose of the sludge that far away.
ANSWER: Contractors must provide whatever pricing they can find. In the technical aspect of this particular seed project, they must identify and explain method and dumping locations as part of their technical approach.
8. On site inspection and GoogleMap view of the area appears to indicate that the sludge lagoon is located at 46 deg 10’ 56.20” N by 113 deg 08’ 06.55” W. There appears to be several locations about ½ mile from the sludge lagoon on FS land that the sludge could be disposed of: (1) 46 deg 10’ 50.75” N by 113 deg 07’ 37.40” W and (2) 46 deg 10’ 44.64” N by 113 deg 07’ 25.25” W.
ANSWER: No – Federal lands may be used for disposal.
Clarification not related to questions above. There are only Three (3) Official Amendments on Sf- 30 (including this one), even though FBO may show Four (4) Amendments. There was an error in reporting the Award of 1282A718D0007 under this solicitation, and FBO shows an award
Montana and Idaho – Construction and Facility Maintenance and Repair Services ID/IQ announcement. Immediately after the award announcement is another Amendment indicating the error and states that the solicitation is still open. This FBO Amendment does not contain an SF-30, so the contractors do not need to acknowledge this amendment in their response to this solicitation.
Due to system limitations in FBO, the Award Announcement could not be canceled in FBO, nor could the award be placed with the proper solicitation number which is 1282A718R0005, because FBO does not allow for duplicate award numbers. This solicitation is still open, and not closes on July 16, 2018 as of this Amendment 0003. Additionally, NO FURTHER QUESTIONS SHALL BE
CONSIDERED, AND NO FURTHER EXTENSION REQUESTS WILL BE GRANTED.
