This request for quotation solicits offers for the installation of cool cells into existing greenhouses at the USDA Agricultural Research Service Crops Research Laboratory in Fort Collins, Colorado. The contractor will be responsible for installing cool cells in rooms A-3, C-1, C-2, and D-1, which may require relocating or modifying existing plumbing and electrical lines up to 10 feet. The contractor must also relocate any light switches that interfere with installations. Quotes are due by 2:30pm Central Time on February 8, 2024 and should be emailed to Joseph Covarrubio. Quesons and Answers – Install Cool Cells
1. SOW note 3 states A-1 and A-4 are receiving cool cells. The table in SOW 3.1.9 only lists A-3.
Please confirm exact rooms where cool cells will be installed.
A-3, C-1, C-2, D-1 are specific locaons needing cool cells.
2. These evaps will require a water supply. Please confirm a water supply is available at each locaon or that the government will provide this water supply prior to project mobilizaon.
SOW 3.4 simply states “water supply located near placement of cool cell,” but it does not clarify that each cool cell has plumbing adjacent to it. Can we assume less than 10’ of plumbing from exisng piping to new cool cell locaons?
A-1 has a door that must be bridged to have two cell locaons from single water supply.
C-1 has a door that must be bridged to have two cell locaons from single water supply.
C-2 has a door that must be bridged to have three cell locaons from two water supplies.
D-1 has a door that must be bridged to have two cell locaons from single water supply.
Transioning over door will require more the 10 feet of piping and unable to determine exact pipe length in other locaons because this is a custom installaon.
3. Will plumbing sing in the way of where these new cool cells will sit be relocated by the government prior to mobilizaon?
No, contractor must relocate, modify cell length or flash around locaons.
a. If not, what are the limitaons/specificaons for re-roung and adding addional piping to exisng spaces? Shutdowns may be required.
Contractor can e into exisng plumbing and route as necessary to make proper connecon. If a shutdown is required, it will be localized to the greenhouse specific locaon and will not be detrimental to daily operaons.
4. Can you please clarify that extent of electrical scope required by contractor? SOW states to relocate power and wiring. SOW later states that the government will modify outlets and install new outlets and power requirements. RFI’s confirm some electrical has already been moved and addional electrical work will be done by the USDA. Is the only electrical scope required of the contractor to install a pigtail electrical connecon on each unit?
The government has moved necessary electrical to accommodate a plug-in pigtail.
a. It appears a couple light switches may need relocated as well – please confirm this is the responsibility of the government and will be done prior to contractor mobilizaon.
If the light switch has to be moved that will fall on the contractor to relocate as necessary. It may be possible to flash around the light switches in queson and avoid any electrical modificaon.
