About this file

This is an RFI Log Continuation document containing clarifications and responses to 15 questions (RFIs 008-022) submitted by potential bidders regarding the Flagstaff Ranger Station Wastewater System Improvements project (Solicitation No. 127EAX26Q0049). The document provides critical technical and administrative guidance on project execution, including clarification that purple boxes along the right of way will connect to the City of Flagstaff's recycled water system, and that the project start date will occur as soon as possible after award pending civil plan review approval by the City of Flagstaff and ADEQ. Key technical determinations include confirmation that ABC (aggregate base course) is required at full depth in street locations per typical section detail 09-01-030, with flowable fill permitted as a substitute; polymer concrete manholes are allowable as an optional bid line item; and specific protocols for sewer and water main crossings with less than 24-inch separation, requiring 6-inch minimum flowable fill encasement for 10 feet on either side of existing water crossings with mechanical joint pipe sealed to 150 psi.

The document establishes clear responsibility assignments: the City of Flagstaff oversees commissioning of the main line while the Forest Service oversees lateral commissioning; the City of Flagstaff serves as engineer of record for the main line and the Forest Service for laterals; and the contractor bears full responsibility for compaction and associated testing. Construction water is available at no charge from metered fire hydrants at the Flagstaff Ranger Station with strict operational procedures and safety requirements mandated. Staging areas are identified with existing RV locations, and any additional areas require COR and archeology clearance. The Forest Service's engineering firm is Great West Engineering (contact: Amy Deitchler, 406-495-6160). Contractor coordination is required with City of Flagstaff representatives David Millis (Development Engineer, 928-213-2681) and Jackson Salazar (Project Manager - Water Services, 928-231-2411) for civil plan review approval, inspection, traffic management, and trail planning involving City of Flagstaff right of way and potentially ADOT.

RFI LOG CONTINUATION

Project Name:Flagstaff Ranger Station Wastewater System Improvements, Coconino NF
Solicitation No.127EAX26Q0049

Site Visit Questions and Answers from 8/13/2026

RFI 008: What are the purple boxes along the Right of Way/sidewalk trail?

Gov’t Response: Those will be tied to the City of Flagstaff recycled water system. Please see the following examples:

RFI 009: What is the expected start date for the project?

Gov’t Response: The agency wants to get it started as soon as possible after award, as the formal process for civil plan review with the City of Flagstaff will need to occur. The contractor will need to work with the design engineer Great West Engineering to ensure plan acceptance by the City of Flagstaff and ADEQ.

RFI 010: Who will oversee commissioning?

Gov’t Response: The City of Flagstaff will oversee commissioning the main line, the laterals will be the forest service.

RFI 011: Will a dry tie-in be allowed with a plug?

Gov’t Response: Connection to the City of Flagstaff manhole will not be allowed until the current upgrade work is complete and accepted by ADEQ.

RFI 012: Will polymer concrete manholes be an allowable substitution?

Gov’t Response: Polymer Concrete manholes are an allowable substitution for the project by the City of Flagstaff but not required. A separate optional bid line item will be added to the schedule items for bidding purposes.

RFI 013: Who will be the engineer of record? Laterals and main line?

Gov’t Response: The engineer of record will be the City of Flagstaff for the main line, and the laterals will be the forest service.

RFI 014: Who is responsible for compaction?

Gov’t Response: The contractor is responsible for compaction and associated testing.

RFI 015: Is ABC required the full depth as shown in the typical section sheet 10?

Gov’t Response: Yes. The City of Flagstaff requires full depth as shown in typical section detail 09-01-030 in street locations. The city does allow flowable fill as a substitute.

RFI 016: Where is the flowable fill to be used?

Gov’t Response: SP-13 SEWER AND WATER MAIN CORSSINGS LESS THAN 24” Where there is not 24” minimum separation between water and sanitary sewer main, the Contractor is to center one standard length of new sanitary sewer main over the water crossing and encase the new sanitary sewer main in a minimum of 6” of flowable fill for a minimum of 10 feet on either side of the existing water crossing. Additionally, the crossing must have a 6” minimum vertical separation between water and sewer mains. Sears at the crossing must be constructed with slip-on or mechanical joint pipe complying with public water supply design standards and be pressure tested to 150 psi to assure watertightness. At crossings, one standard length of new pipe must be centered at approximately a 90-degree angle in respect to the existing pipe.

RFI 017: Will water be available for construction onsite?

Gov’t Response: SP-07 WATER FOR CONSTRUCTION The Contractor may obtain water for construction purposes from the Flagstaff Ranger Station at no charge at discretion of the COR. All water used must be metered, recorded and this information provided to the Government upon project completion. The water will be made available from the metered fire hydrants as directed by the COR. The Contractor may operate the metered fire hydrants, however any damage sustained from the usage will be the responsibility of the Contractor to repair. The Contractor is responsible for providing all required fittings, meters, hoses, backflow assemblies, valves and other appurtenances required for obtaining water for construction from the COR.

Contractors permitted to use a metered fire hydrant need to know and understand proper metered fire hydrant operation procedures as they are the party ultimately responsible for improper hydrant connections or any other improper operation of a metered fire hydrant. The contractor is responsible for teaching proper operation procedures to all employees using metered fire hydrants. This includes water truck drivers or any other employees of the company that operate metered fire hydrants for any reason.

Meter Hydrant Connection Procedures

1. Perform a safety check of the hydrant. Check the hydrant visually and shake the hydrant with your hands to make sure it is rigid (do not use a movable hydrant – they are dangerous and serious injury to the operator may result). Check the hydrant to ensure the caps are tight.

2. Remove hydrant nozzle cap.

3. Attach metering device and hose and install brace support. All hydrant connections must always include an RPZ backflow assembly or device acceptable to the Government.

4. Open hydrant slowly. It should take more than 60 seconds to fully open to prevent surging on the water system. Open completely to shut off drip drain while hydrant is in use. Valves downstream of the hydrant shall not be used to control flow.

5. They discharge end of the hose should not be inserted under any circumstances, into a tank or container underwater or laid on the ground to make and lay in its own pool of water. There must be at all time an air gap between the end of the water hose and the container.

6. Upon filling the tank or upon completion of the permitted use, slowly close hydrant valve.

7. Remove hose

8. Replace nozzle cap and tighten securely.

9. No hydrant shall ever be left without the cap replaced and securely tightened.

The use of fire hydrants for construction water needs is a privilege, and the COR will not tolerate abuse of this privilege. This includes illegal connections, water theft, vandalism, tampering, failing to replace caps, or damage caused by neglect.

RFI 018: Where are the staging areas?

Gov’t Response: Please see the attached locations that can be used as staging areas during the project. Currently the existing RV locations are called out. If additional areas are needed the contractor will need to coordinate with the COR and archeology for clearance.

RFI 019: Will the existing materials stored in the RV/trailer pad sites be removed prior to construction?

Gov’t Response: All existing stored materials interfering with the construction will be moved by the forest service.

RFI 020: Will the schedule of items be changed to include alternative approved manholes?

Gov’t Response: Schedule of items and project will be altered to include an optional item for polymer concrete as an alternative for manholes.

RFI 021: Who will the contractor need to coordinate with?

Gov’t Response: There will need to be coordination between the contractor and City of Flagstaff for both final approval to construct, inspection, traffic, and any potential trail plans. This is all with the City of Flagstaff ROW for the main line but may involve Arizona Department of Transportation as well.

The primary contacts for the City of Flagstaff will be:

David Millis, P.E.

Development Engineer City of Flagstaff 211 W Aspen Ave.

Flagstaff, AZ 86001 928-213-2681 David.Millis@flagstaffaz.gov

Jackson Salazar Project Manager – Water Services City of Flagstaff 928-231-2411 Jackson.salazar@flagstaffaz.gov

Please see the requirements for formal application for civil plan review with the City of Flagstaff. The contractor should work with Great West Engineering to ensure that the formal application and process is completed.

Per the attached formal application for civil plan review and public improvements permit application.

Starting on page 4 of the formal application for civil plan review, the following items would apply to this project:

1. Application form applies

1. Comment response – not applicable to this project

1. Construction plans – cover, general notes, sanitary sewer collection system and details would apply. As I had mentioned previously, the service laterals are private improvements and since you are a higher government agency that would not need a permit from our building permit for those, it would be up to you if you include those private extensions on the plans. It would be fine to include those on the plans so that you can give one complete set to the contractor. We would just ask that you note that the extent of work permitted under the Flagstaff public improvement permit would end at the service lateral 10’ from the main. We still inspect the first 10’ of the lateral and the connection to the main under the Engineering permit.

1. Landscape plans – not applicable to this project

1. Resource protection plans – not applicable to this project

1. Water & Sewer Systems Design Report – The sewer systems design report is applicable. This is also a requirement for the ADEQ permit.

1. Geotechnical soils report – not applicable to this project except that the civil engineer or Geotech should clarify any backfill requirements if necessary for the sewer design.

1. Final Drainage report – not applicable to this project

1. O&M Manual – not applicable to this project

1. Engineer’s Estimate of Cost – This item is applicable and would include only the work associated with the public mains and manholes. The “private” improvement costs do not need to be included

1. Variance Request – I don’t believe any of the work you are proposing requires a variance

1. The application fee deposit should accompany the initial application

Upon approval of the civil plans, the second phase prior to construction is the public improvement permit.

RFI 022: Who will the contractor need to coordinate with?

Gov’t Response: Forest Service Engineering firm to work with will be Great West Engineering.
