About this file
This document is an Application for Public Improvements Permit from the City of Flagstaff Engineering Section for projects involving Water, Sewer, Streets, or Drainage improvements.
Applicants must submit a completed application form via email to engineeringpermits@flagstaffaz.gov along with five required supporting documents: approved construction drawings with signed cover sheet and City approval stamp; an Assurance of Performance for private land development projects (per Zoning Code section 10-20.100); traffic control plans for temporary devices in City rights-of-way or easements; and a Certificate of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence naming the City as an additional insured with all endorsements. The application requires project information including site address, project owner and contractor details with license numbers, and proposed start and completion dates. Both the project owner and contractor must sign and certify the accuracy of all information and agree to comply with applicable City and State codes. The review process follows a two-stage timeline: an administrative completeness review (3 days) followed by a substantive review (20 days), for an overall timeframe of 23 days. The City and applicant may mutually agree in writing to extend the substantive review period by up to 50 percent. Upon approval, applicants must pay the permit fee before issuance and return a signed permit to the City. Applicants are responsible for coordinating inspections prior to work start, during construction, and upon completion; work completed without inspections must be removed and redone at the contractor's expense.
