About this file

This is a Questions and Answers document (Q&A #5) for solicitation 127EAX26Q0016 addressing the Nogales Waterline Connection project at Coronado National Forest. The document provides clarifications on technical specifications, project scope, and procedural requirements for contractors bidding on this work.

The project involves extending a new 6-inch potable waterline from the existing Nogales Ranger Station (303 Old Tucson Road, Nogales, Arizona) to connect to Valle Verde Water Company's existing water main. Key technical clarifications include: the existing Forest Service water distribution system piping is PVC; only new sections require pressure testing; the ARV does not require testing unless the waterline is tested; and thrust blocks, valve supports, a meter vault, and a pad around the 6-inch PRV/BFP are the only concrete work required. The contractor must furnish and install a new 6-inch water meter (with confirmation recommended that Valle Verde Water Company supplies this) and connect it to the existing system. The project magnitude falls between $100,000 and $250,000 per FAR 36.204(c). The contractor must notify the Contracting Officer if water shutdowns exceed 4 hours and must perform compaction testing per Section 31 23 16. Valle Verde Water Company performs the tap on their existing line and installs the service connection to their meter. Interested contractors are instructed to confirm key assumptions directly with Valle Verde Water Company and submit questions to the Contracting Officer at blaine.greenwalt@usda.gov; the site visit was scheduled for March 27, 2026 at 10:00 AM Pacific Time, with questions due by March 30, 2026 at 3:00 PM Pacific Time.

127EAX26Q0016 Nogales Waterline Connection–Coronado NF Q&A #5

1. Are Is there an existing 6” tap and valve on Valle Verde’s water main, then reduced down to the 1” existing meter?

A: This is a question for Valle Verde. This is not relevant to the work in this contract. Valle Verde installed a 1” tee for Nogales connection. For the purposes of this contract a 6” meter and line will be installed that the contractor will connect into.

2. What is the existing size of Valle Verde’s water main?

A: It is believed to be 6 inches, but should be confirmed with Valle Verde. COR has inquired with Southwest Utilities but not received a full email response, but was on phone told by Southwestern Utilities they may not tell us because it could be proprietary. So we may or may not get an answer. Work in this contract begins after the service line and meter.

3. Will a pressure test on the ARV’s or any component of the ARV plumbing be required?

A: Does not need to be tested. But if installed, and waterline has not been tested, contractor shall ensure the unit is adjusted to a higher relief pressure for the duration of the test and then reset to the proper operating pressure when done. If the new ARV can’t be adjusted to a higher test pressure, the unit should be removed, and opening to be plugged during the hydrostatic pressure test.

4. We assume the old FS water system or connections will not require psi testing.

A: Correct. Only the new sections will need to be pressure tested.

5. Please identify the existing FS water distribution system pipe material where the new 6” water service line will be tied into.

A: As-Builts indicate PVC

6. Please identify the existing, 8” & 4” pipe material where the caps and air reliefs will be installed. Type of pipe at these two locations.

A: As-builts indicate PVC

7. Are there any specific means & methods the USFS expects for flushing or eliminating PFA’s in the existing system that will be reused?

A: No. Not included in contract.

8. Confirm there isn’t any other concrete or asphalt patchwork involved in the project. The only new concrete will be thrust blocks/valve supports, meter vault and a pad around the 6” PRV/BFP?

A: No other concrete or asphalt work in the project.

9. Can the USFS provide a ROM for the project?

A: the Contracting Officer will provide the expected cost range of the project.

10. Will the new PRV & BFP need to be certified in addition to the testing?

A: See Section 01 33 00 Submittals to see certification requirements. The BFP and PRV shall meet all NSF certifications.

11. Has this project been approved by the Valle Verde for connection?

A: Valle Verde Water Company is aware of the proposed connection. VVWC installed the 1-inch water meter. The upsizing of the 1” meter to a 6” service line and meter has been applied for but there is not a response yet.

12. What is required for fire protection when the water system is down for connection & disinfecting/flushing?

A: Fire Protection will be provided in the solicitation under the Forest Fire Plan. See Fire Plan on requirements.

13. Are the existing hydrants and fire protection systems part of the same water distribution system as the potable water system?

A: Yes

14. We assume access to the adjacent property is granted through an easement.

A: See Section 01 31 00 Project Management and Coordination. Part 1 and Part 3.

15. Is the fenceline on the property line or do we need survey to establish the property line for water meter placement?

A: Fenceline is on the property line according to Santa Cruz County, AZ Assessor’s Office.

16. Will any other survey or as builds be required?

A: See Section 01 77 00 – Closeout Procedures. Part 1 General, 1.2 (A)(B).

See Section 01 77 00 – Closeout Procedures, Part 2 Products, 2.1, 2.2.

No additional survey.

17. Can we use gasketed type restraints for connections or are mechanical type restraints required?

A: See Section 33 11 13 Pipe, Fittings, and Specialties, Part 2 Products, 2.1.(A)(B)(1)(2)(3)(C)

18. Is there a project Magnitude IAW FAR 36.204?

A: Yes FAR 36.204 (c) Between $100,000.00 and $250,000.00

19. Please confirm if the contractor is required to provide portable restrooms for US Forest Service personnel during any water shutdowns.

A: Contractor is not required to provide portable restrooms for USFS personnel during any water shutdowns. But Contractor shall notify the COR if water will be shutdown for more than 4 hours to allow FS to prepare for no water use and to properly shut down sprinkler systems, if necessary.

See Section 01 31 00 – Project Management and Coordination, Part 1, General, 1.1 (A)(B)(C).

20. Please confirm whether compaction testing is required as part of this project.

A: Per Section 31 23 16, Excavation and Backfill for Utilities, Section 4.13 Backfill, (A)(B)(C) lists the compaction testing.

21. Please clarify if Verde Valley will perform the tap on the existing city line.

A: Valle Verde performs the tap on their existing line. And installs the service connect line to their meter.

Please confirm if the water meter will be provided by Verde Valley.

A: Section 01 11 00 Summary of Work, Part 1.1.C.2: Furnish and install a new 6-inch water meter as recommended or purchased from Valle Verde Water Company to replace the existing 1-inch water meter to accommodate the ranger station’s existing 6-inch water main.

See Section 01 31 00 Project Management and Coordination, Part 3 Execution, 3.1, 3.2, 3.3 COR did inquire with Southwest Utilities/Valle Verde and was told the meter would be supplied and installed by the water company. It is recommended that interested contractors confirm this general question. If the meter is not supplied by the water company the above clause applies.
