Additionally, a labeling correction to site design plans sheet C-01 will be incorporated into the final contract package, and Section B of the price proposal should include all pricing information along with company name, point of contact, email, UEI number, and tax identification number.
The original solicitation requires submission of offers by the deadline specified in Block 13, with all questions due to Contracting Officer Blaine Greenwalt (blaine.greenwalt@usda.gov) no later than March 30, 2026, at 3:00 PM Pacific Time. 127EAX26Q0016 Nogales Waterline Connection–Coronado NF Q&A #3
1. Can you provide the contact to Valle Verde Water system?
A: Southwestern Utilities, 520-623-5172
2. Question about Fire Flow requirements met?
A: It is not the responsibility of the contractor to ensure fire flow can be met in fulfilling requirements as written in the Statement of Work. Note: Southwestern Utilities who oversees Valle Verde Water System has ensured 1500gpm @ 20 psi fire flow can be fulfilled without the requirement of a storage tank to supplement.
3. Are as-builts required to be prepared by the contractor if required by the permitting process?
A: Yes, the contractor is responsible for obtaining all required permits and responsible for all requirements and submittals to obtain the permits.
4. Is concrete removal necessary to install the double check backflow preventer at the warehouse?
A: No, the double check can be installed on the exposed above ground water line.
5. Can equipment be staged at the yard onsite?
A: Yes
6. Are there requirements for a PFAS flush before connecting the system to city water?
A: Yes, the contractor is responsible for determining what the ADEQ requirements are and performing the required protocol prior to connecting the system to water. At a bare minimum, this will involve rigorous flushing and sampling at the entry point of the currently contaminated system.
7. On the site design plans sheet C-01 the blue box shown on the service line connection should be labeled as “Install Reduced Pressure Principle Assembly see sheet C-02” consistent with the legend.
A: Currently this is incorrectly labeled as an existing manhole. This will be corrected in the plans attached to the contract package.
8. The solicitation requires the completion of Price Proposal Section B, Schedule of Items, including the company name, POC, email, UEI #, TAX ID #, POC name, and POC email. However, I am unable to locate Section B within the solicitation or the associated documents posted on sam.gov. Could you please clarify where this section can be found?
A: Please ignore the piece about “Section B” This statement is referring to the schedule. Make sure all items have pricing information included, and ensure your proposal includes the requested information including: the company name, POC, email, UEI #, and TAX ID #.
