Forest Service Carson National Forest Supervisor's Office 208 Cruz Alta Rd Taos NM 87571 575-758-6200

File Code: 7100 Date: February 29, 2024 Route To:

Subject: GAOA-Echo Amphitheater Recreation Site Development Phase II Solicitation No. 127EAX24R0005 Request for Information (RFI) Responses: Attachment 1, Amendment 0002

This document shall serve as the official response to questions provided by potential bidders for the subject project.

Questions:

1. In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

RESPONSE: The Carson National Forest is not providing guidance to how contractors manage the project. Contractors shall acknowledge that the forest will have staff on site that will be overseeing work and coordinating with the contractor representative throughout the project. If a contractor decides to provide multiple superintendents, that is purely up to them.

2. Are contractors required to issue a contract specific QA/QC Plan?

RESPONSE: No. Carson National Forest staff will be on site daily to ensure the project is on track and work is being done according to contract drawings & specifications.

3. Are contractors required to issue a contract specific Safety Plan?

RESPONSE: No, however the contractor shall be responsible for following any/all applicable OSHA guidelines. Also, it shall be noted that overall safety, health and well-being of the contractor and their employees is not the responsibility of the forest. The USFS will not assume liability for any accidents. Contractor shall exercise extreme caution when trenching and excavating as utilities depicted in the drawings are for visual purpose only.

4. Is this project tax exempt?

RESPONSE: The project is tax exempt except for any applicable state or local taxes.

5. Copper Nathenate treated timbers are not "commercially available". Will the USFS allow the use of another treatment or allow for the Copper Nathenate to be field applied on site after cutting?

RESPONSE: Copper Nathenate may be applied on site per manufacturer recommendations. Contractors shall submit Material Data Sheet and application instructions for the Copper Nathenate for forest service staff to ensure the treatment is applied appropriately.

6. Sheet X-15 details 1 and 3 show a 3" layer of compacted ABC over the utility trenches. This is not discussed in the specifications. Is it the intent/desire of the USFS to cap ALL utility trenched with compacted base course?

RESPONSE: Yes, all utility trenches to be capped with a 3” layer of compacted base course per the details. See specifications for compaction standards.

7. Can you provide the detail for FSORAG 4.7 for hydrant installation?

RESPONSE: See detail below. The hydrant details in the drawings were put together in accordance with FSORAG 4.7.
