About this file
This is a solicitation amendment for construction services related to improving access and sites on the Coconino National Forest in Arizona. The amendment extends the response deadline to August 31, 2021, provides additional responses to questions from interested offerors, and clarifies specifications. The work includes preparing sites and constructing walkways, viewing platforms, and sidewalks at V Bar V Ranch and Elden Pueblo locations following all applicable accessibility codes. Optional items include site preparation, paving, and striping of the Elden Pueblo parking lot. The solicitation is set aside for small businesses with average annual receipts less than $39.5 million. Offerors must be registered in SAM and submit responses to the contracting officer by the amended deadline. The Department of Agriculture Forest Service R3-Southwestern Region will award a firm fixed-price contract to the best value offer using a lowest-price technically acceptable process.

Amendment III
1. Sheet 2 of the plans indicates that an archeological monitor shall be onsite during excavation activities. Who pays for and schedules the monitor?
No response has been given for this question. A subsequent addendum will be posted prior to closing with the answer.
2. Section 105.02 material sources provides a pit location for borrow materials. Please provide location (site map or GPS coordinates) for the Red Tank Draw and Girdner Pits.
No material is available from Red Tank Draw or Girder Pit, all materials shall be from a commercial source.
Section 105.02, page 119, Revised as follows:
3. No asphalt specifications were found on the asphaltic concrete for Elden Pueblo. Please provide the required asphalt mix to be used on the project (ie ADOT 409, MAG, etc.) including nominal mix size.
All FP-14 are included by reference per the specifications for the project. If a specific section is not in the supplemental specification then the bidders should refer to the main specifications.
The actual mix is called out in the Schedule of Items.
4. The special provisions indicate utilizing the gradations in table 703-2 for the 9” of aggregate base under the paving at Elden Pueblo. There are 5 gradations classifications in this table. Please provide the required gradation designation. Due to the small quantity of aggregate base it is unlikely that any commercial source will setup to produce any of the FP-14 gradations. Will USFS accept a locally available alternative such as MAG ABC or ADOT Class 2 base?
The Schedule of Items for this line items should be updated to include “Grading D” and “compaction D”. There are local sources that do meet this specification which is similar to a MAG ABC. Supplemental specification 301 is included for clarity as well. See page 6
5. The special provisions indicate utilizing the gradations in table 703-3 for the surface course aggregate for the path at V Bar V. There are 6 gradations classifications in this table. Please provide the required gradation designation. Due to the small quantity of surface course aggregate it is unlikely that any commercial source will setup to produce any of the FP-14 gradations. Will USFS accept a locally available alternative? Does USFS have a surface course aggregate supplier that they have used on past projects that could be suggested? Can contact information be provided?
The Schedule of Items for this line item is per the CSI specifications and not FP-14 for surface course.
6. Note 1 on sheet 2 of the plans indicates that USFS has had issues with local material sources in the past and gives the Government the ability to reject materials based upon a visual inspection. Please provide suppliers and contact information for materials that USFS has approved previously.
The contractor shall provide samples of local materials for approval before ordering and delivering to the site.
7. The project plans indicate to “place boulders to carry grade” in the fill areas. The project special provisions has specific sizing requirements for boulders in the fills areas. Will the contractor be required to size boulders/rock excavation to meet all the sizing requirements specified in the special provisions?
Rock boulders used to carry the grade are not subject to FP-14 Rip Rap specifications. It is found under the Schedule of Items for the following line item. The rocks shall be of adequate size and weight to carry any fill required behind them similar to the retaining walls.
301 - Untreated Aggregate Courses 301.03_National_7_17_2017
Add the following to Subsection 301.03:
301.03 General.
Written approval of the roadbed is required before placing aggregate.
For pit run or grid-rolled material, furnish material smaller than the maximum size, no gradation will be required otherwise. After processing on the road, remove all oversize material from the road and dispose as directed by the CO.
Provide additives or binder, if required, at the proportions specified.
Develop and use Government furnished sources according to Section 105.
If the aggregate is produced and stockpiled before placement, handle and stockpile according to Section 314.
301.05_National_7_17_2017
Delete Subsection 301.05 and replace with the following:
301.05 Compacting.
Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road.
Along curbs, headers, walls, and all places not accessible to the roller, compact the material with approved tampers or compactors.
Compact the aggregate using one of the following methods as specified:
(a) Compaction A. Operating spreading and hauling equipment over the full width of the travelway.
(b) Compaction B. Operate rollers and compact as specified in Subsection 204.11(a)(1).
(c) Compaction C. Moisten or dry the aggregate to a uniform moisture content between 5 and 7 percent based on total dry weight of the mixture. Operate rollers and compact as specified in Subsection 204.11(a)(1).
(d) Compaction D. Compact to a density of at least 95 percent of the maximum density, as determined by AASHTO T 99, method C or D.
(e) Compaction E. Compact to a density of at least 95 per-cent of the maximum density, as determined by AASHTO T 180, method C or D.
For all compaction methods, blade the surface of each layer during the compaction operations to remove irregularities and produce a smooth, even surface. When a density requirement is specified, determine the in place density and moisture content according to AASHTO T 310 or other approved test procedures.
