About this file
This document includes an amendment to a solicitation for construction services and pre-bid questions and answers. The amendment provides additional details for a project to improve access and construct walkways and viewing platforms at two Coconino National Forest heritage sites. The project includes work at V Bar V Ranch to construct a walkway and platform, and improvements at Elden Pueblo such as a concrete sidewalk and optional parking area upgrades. The solicitation is a 100% small business set-aside with a size standard of $39.5 million for heavy and civil engineering construction. Davis-Bacon wage rates apply to the estimated $100,000 to $250,000 contract value. Offerors must register in SAM and submit a response packet by July 20th, 2021. The document answers pre-bid questions on technical specifications, permit requirements, limits of construction, and contractor responsibilities.

Question and Answers
It was discussed on site that the sidewalk is intended to be ADA compliant. Please provide the required specification that is to be adhered to for this design.
Slope shall be 5% or less. Sidewalk should be built to conform to Forest Service Outdoor Recreation Accessibility Guidelines (FSORAG).
I the slope is kept below 5% no guardrails are required.
Please provide a designation of the limits of construction for the sidewalk as it is understood there are areas that cannot be disturbed.
10-12 feet will be acceptable from the small pueblo to the parking area. The archeologist will flag the limits of construction once the project begins.
Per the solicitation. CONTRACTOR'S EQUIPMENT PROVIDED FOR THE PERFORMANCE OF THE WORK SHALL BE OF THE APPROPRIATE SIZE, TYPE, AND NUMBER, AND IN GOOD WORKING CONDITION, SUITABLE FOR THE WORK REQUIRED.
Smaller wheeled equipment may need to be used.
Sidewalk is called out as an Exposed Aggregate finish. With the limitations of areas that can be disturbed, please confirm that this finish will be able to be accomplished.
Exposed Aggregate finish would not require any additional working area than would any other finish. It consists of adding pea gravel near the top surface right before the concrete becomes unworkable but still able to be finished and then the excess cement is washed with water to expose the aggregate.
What will the lift requirements be for the asphalt?
This information is in the construction drawings and specifications. See page 15 on the construction drawings.
Will there be a right of way permit needed and who will be responsible for the cost?
Work within the right of way would require an ADOT permit. The contractor is required to get and pay for all required permits.
Should the option to upgrade the existing parking lot be chosen, are there any design or engineering plans available for the portion of the parking lot that encompasses the parking bumpers removal? Currently, these are at an angle that has voids that fall into the native area adjacent to it. The new design depicts a straight line that would most likely require some build up and fill.
We do not have any engineered drawing or surveys for the Elden Pueblo Site. Any grading would be part of the construction cost.
Are there any as-builts as to how the building that is to be temporarily moved was constructed?
There are no clear indications as to footings, etc.
We do not have any engineered drawing for the building.
Although this sheet shows removal of existing trees and fencing, it does not clearly delineate limits of construction. Please provide
The limits of construction are approximately 5 feet from the proposed fence and 10 feet behind the existing building.
The following are a few more questions that I received last Wednesday.
Could we provide an area for a potential equipment turn around? (Elden Pueblo) I have an e-mail out to the Archeologist to see if he can give me more information.
Would they be required to temporarily remove any interpretive signs?
If the signs must be moved to complete project the contractor would be required to remove and then replace signs.
Would they be allowed to camp on site at V Bar V?
The contractor would need to apply for a camping permit to camp in the parking lot. Since the site will be closed during construction this will not be an issue. Any waste would need to be disposed of offsite.
If an RV or 5th wheel does not have adequate
Would they responsible for any damage to the trail that occurred during construction?
Yes, they would need to repair any damage.
Would they be allowed to chip, lop, and scatter any trees that are removed for the project?
I am checking with district.
