About this file
This is Standard Form 30 Amendment A00001 to USDA Forest Service solicitation 127EAW26Q0059 for HVAC system replacement at Angeles National Forest, California. The amendment was issued on August 28, 2026, with an original solicitation date of August 11, 2026. The amendment provides responses to 17 timely submitted Requests for Information and updates the Statement of Work. Contractors must acknowledge receipt of this amendment prior to the offer deadline or risk rejection. All other terms and conditions of the original solicitation remain unchanged.
The RFI responses address technical requirements including: acceptance of AHRI-certified systems meeting SEER2 equivalents to the specified 15 SEER requirement; confirmation that no local permits are required but contractors must hold a valid California C-20 HVAC license; clarification that existing HVAC branch circuits and feeders may be reused if properly sized, with upstream electrical modifications excluded from scope; permission to reuse existing refrigerant piping if properly sized, compatible with R-454B, and accessible for testing; confirmation that no additional field-installed R-454B/A2L mitigation measures are required beyond equipment and codes; elimination of formal Testing, Adjusting, and Balancing (TAB) report requirements in favor of contractor-performed system verification; requirement for only standard manufacturer-compatible programmable thermostats with conventional control wiring; rejection of heat-pump alternates in favor of the specified gas-furnace system; restriction of new refrigerant line-set installations to contract modifications requiring Forest Service approval; confirmation that no duct smoke detection is required; and bonding requirements tiered by proposed bid amount ($35,000-$150,000 threshold, $150,000+ threshold). The SOW was updated to remove language mandating complete line-set replacement and patching requirements, replacing it with requirements for start-up, testing, and verification of existing refrigerant line sets including pressure testing and leak detection.

26 ANF Oak Flats HVAC System Replacement Angeles National Forest
RFI #1 – SEER vs. SEER2 Efficiency Requirement The Statement of Work specifies equipment with a minimum efficiency of 15 SEER. Current HVAC equipment is generally rated under the SEER2 testing standard. Please confirm whether an AHRI-certified system meeting an equivalent or greater SEER2 efficiency will satisfy the specified 15 SEER requirement.
Response:
The Statement of Work specifies a 3.5‑ton, 15 SEER, R‑454B condensing unit. An AHRI‑certified system that meets or exceeds the SEER2 equivalent of 15 SEER will be acceptable. Please provide the AHRI certificate for verification.
RFI #2 – Permits and Permit Fees Please confirm whether building, mechanical, electrical, or other permits from Los Angeles County or another Authority Having Jurisdiction are required for the Oak Flats and Fox Field installations. If permits are required, please confirm that all permit fees are to be included in the contractor's quoted price.
Response:
No local permit is required for this work. However, the contractor performing the HVAC replacement must hold a valid C‑20 license.
RFI #3 – Existing Electrical Circuits Please confirm whether the intent is to reuse the existing HVAC branch circuits/feeders at both locations, provided they are properly sized for the replacement equipment. The Statement of Work references replacement of disconnects and fuses. Please clarify whether modifications or replacement of upstream feeders, circuit breakers, panels, or other electrical infrastructure are expected to be included if the new equipment MCA/MOCP differs from the existing equipment.
Response:
The intent is to reuse the existing HVAC branch circuits and feeders, provided they are properly sized for the replacement equipment. Upstream modifications to feeders, breakers, or panels are not included in the project scope.
RFI #4 – Refrigerant Line-Set Replacement The Statement of Work indicates replacement of the refrigerant line sets. Please confirm that complete replacement of the existing refrigerant piping is mandatory, regardless of the condition, size, or compatibility of the existing piping. If reuse is permitted where the existing piping is appropriately sized, compatible with R-454B equipment, accessible for cleaning/testing, and approved by the equipment manufacturer, please confirm.
Response:
The intent is not to mandate full replacement of the existing refrigerant line sets. Existing piping may be reused if it is properly sized, compatible with R‑454B, and accessible for cleaning, testing, and verification. The scope requires start‑up, testing, and verification of full system operation, including pressure testing and leak detection of the existing refrigerant line sets.
RFI #5– Refrigerant Line-Set Lengths and Routing Please provide, if available, the approximate refrigerant line-set lengths, sizes, and routing for the Oak Flats and Fox Field systems. Please also identify whether any portions of the existing piping are concealed in walls, ceilings, underground, or otherwise inaccessible.
Response:
Please see response to RFI #4
RFI #6 – R-454B / A2L Refrigerant Requirements Please clarify whether the Government requires any R-454B/A2L refrigerant mitigation measures beyond those incorporated into the listed and approved HVAC equipment and required by the equipment manufacturer's installation instructions and applicable codes. Specifically, please confirm whether any additional field-installed refrigerant detection, ventilation, alarm, or mitigation system is required.
Response:
No additional field‑installed R‑454B/A2L mitigation measures are required beyond those already incorporated into the listed equipment, the manufacturer’s installation instructions, and applicable codes. No extra detection, ventilation, alarm, or mitigation systems are required.
RFI #7 – Testing and Air Balancing The Statement of Work references testing and balancing. Please clarify whether the Government requires a formal Testing, Adjusting and Balancing (TAB) report performed by an independent certified TAB contractor, or whether airflow measurements, equipment startup data, temperature measurements, and system operational verification performed by the installing HVAC contractor will satisfy this requirement.
Response:
Although TAB was referenced in the specifications document, a formal certified TAB report is not required for this project. The testing, airflow measurements, equipment startup data, temperature checks, and system operational verification performed by the installing HVAC contractor will satisfy the requirement.
RFI #8 – Thermostat and Building Automation Requirements Please confirm the required thermostat/control scope for both locations. Is the intent to provide standard manufacturer-compatible programmable thermostats with conventional control wiring, or is there any requirement for:
• Building Automation System integration
• LoRaWAN
• LonWorks
• Remote monitoring
• Internet connectivity
• Centralized Forest Service monitoring
• Alarm reporting
• Other communications capability
If BAS or remote monitoring integration is required, please provide the applicable controls specification and communication protocol.
Response:
Only a standard manufacturer‑compatible programmable thermostat with conventional control wiring is required.
RFI #9 – Oak Flats Heat-Pump Alternate The Oak Flats Statement of Work specifies an in-kind replacement consisting of a 3.5-ton R-454B condensing unit, matching evaporator coil, and an 80,000 BTUH, 95% AFUE gas furnace. Would the Government consider a 3.5-ton R-454B heat-pump system with a matching indoor air handler providing equivalent or greater cooling capacity, heating capacity, efficiency, and overall system performance as an acceptable alternate/equivalent system?
If a heat-pump alternate is acceptable, please clarify:
I. Whether supplemental electric heat is required.
II. Required supplemental heating capacity, if applicable.
III. Whether the existing electrical service has sufficient capacity or whether electrical-service modifications would be the contractor's responsibility.
IV. Whether elimination/capping of the existing natural-gas connection would be required.
V. Whether the alternate may be submitted as a voluntary alternate price in addition to the specified base bid.
Unless otherwise directed, our base quotation will be based on the gas-fired furnace system specified in the solicitation.
Response:
The intent is to stay with the in‑kind replacement as specified in the Statement of Work. Please provide the equipment listed in the SOW.
RFI #10 - Line-Set Regarding the new line sets: If testing determines that the existing line set fails, are we permitted to install new line sets through the attic and create a new exterior penetration through the plaster wall, properly sealed and covered with an aluminum cover, to connect to the condenser?
Response:
If testing determines the existing line set fails, any installation of new line sets through the attic with new exterior penetrations would need to be properly sealed and weather proofed. This work is not currently addressed in the Statement of Work and would require contract modification and forest service approval before proceeding.
RFI # 11 – Permits I see that both sites are located on privately owned land held by the U.S. Government. Are any permits required from the county or state where the sites are located before work can begin?
Response:
Please see response to RFI # 2
RFI # 12 – Smoke detection Smoke detection for units exceeding five (5) tons. At least one unit in the replacement scope exceeds five (5) tons, which typically requires duct smoke detection. It has not been confirmed whether a smoke detector is presently installed at this unit. Please confirm whether furnishing and installing a new duct smoke detector is included in this contract if none is present. If included, please identify the device type and the point of connection to the existing fire alarm system.
Response:
The Statement of Work does not require furnishing or installing a new duct smoke detector. Any addition of smoke detection or fire‑alarm integration would require contract modification.
RFI #13 – Control system Control system for the replacement units. The contract documents do not identify the control system to be furnished with the new units. Please confirm whether standard manufacturer-provided unit controls and thermostats are acceptable. If a specific control system, manufacturer, or thermostat model is required, please identify it so that it may be incorporated into procurement.
Response:
Please see response to RFI # 8
RFI #14 – Building automation (DDC) integration Please confirm whether the existing units are connected to any building automation system or DDC control network. If so, please confirm whether the replacement units are required to be integrated into that system. If integration is required, please provide the system manufacturer, communication protocol, and point of connection for coordination with the controls contractor.
Response:
The existing units are not connected to any building automation or DDC system. They appear to operate with standard standalone thermostats only.
RFI #15 – Bid Guarantee and Post-Award Bonding Requirements Why do you list the project magnitude and state that a bid bond is required. Please confirm (1) whether a bid guarantee is required with the quote and, if so, the required percentage and acceptable form; and
(2) the post-award payment and performance security requirements applicable to this project.
Response:
The “magnitude of construction” statement in the solicitation is not tied to bonding requirements. The magnitude of construction simply describes the project’s overall scale using physical characteristics and a generalized estimated price range. It does not disclose the Government’s independent cost estimate, nor does it determine whether bonds are required.
Bonding requirements are determined solely by the contractor’s proposed quote/price. The applicable thresholds and required instruments are detailed in the table on page 24 of 27 of the solicitation.
Additional details regarding acceptable forms of bid guarantee can be found on page 23 of 27 of the solicitation.
Summary of Bonding Requirements Based on the Contractor’s Proposed Project Amount:
1. Individual Project Amounts Less Than $35,000.00
• No bid guarantee required
• No bonding required
2. Individual Project Amounts Between $35,000.00 and $150,000.00
• No bid guarantee required
• Alternate Payment Protection is required within 10 days of award:
• 100% Payment Bond on SF-25A OR 100% Deposit (authorized check or money order)
3. Individual Project Amounts Greater Than $150,000.00
• A 20% bid guarantee is required on SF-24 (The bidder must furnish a bid guarantee in the form of a firm commitment (e.g., bid bond).
• 100% Payment Bond is required on SF-25A within 10 days of award
• 100% Performance Bond is required on SF-25 within 10 days of award
Bonding requirements are triggered only by your proposed bid/quote amount.
RFI # 16 – Licensing We hold an active California Class A (General Engineering) and Class B (General Building) contractor licenses. We intend to perform this project as prime contractor with the mechanical work performed by a licensed C-20 (HVAC) subcontractor. Please confirm this licensing arrangement satisfies the requirements of the solicitation.
Response:
Yes, as long as the C-20-licensed subcontractor performs all HVAC work, the licensing requirements are satisfied.
RFI # 17 – Insurance Minimums The solicitation incorporates FAR 52.228-5, Insurance-Work on a Government Installation, by reference, but does not state specific dollar minimums for General Liability or Workers Compensation coverage.
Could you confirm the specific insurance minimums required for this contract?
Response:
Please review the attachment “C04 - 8 - Contract Administration Data.” The insurance coverage requirements are described on page 6 of 7
SOW Update The following statement is hereby removed from the Statement of Work: “Replace existing line sets with in-kind equivalent. Any openings created in walls, ceilings, floors, or other building materials during the installation shall be fully patched, sealed, and restored so no holes, gaps, or exposed areas remain.”
It is replaced with the following: “Start-up, testing, and verification of full system operation, including pressure testing and leak detection of existing refrigerant line sets.”
