About this file

This is Amendment A00001 to Solicitation 127EAW26Q0048 issued by the USDA Forest Service Procurement Operations Construction and A-E Division, West. The amendment is effective July 31, 2026, and pertains to an Electrical System Repair and Switchgear Replacement 2.0 project at San Bernardino National Forest, California (Requisition No. 1167243, Project No. 7EAW). The amendment incorporates Request for Information (RFI) responses that are now binding requirements for any subsequent award, with failure to comply resulting in a non-responsive quote. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation by completing items 8 and 15, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The RFI responses address contractor capabilities and technical requirements. The Forest Service declined to release the site visit sign-in sheet due to participant privacy concerns. Regarding switchgear compatibility, the Forest Service clarified that contractors must perform fault current calculations and verify compliance with the National Electrical Code (NEC) and IEEE Standards per Specification 261326 for Medium-Voltage Metal-Clad Switchgear. Existing medium-voltage feeder cables will be reused where feasible, requiring contractors to confirm that existing power cables will properly connect to new switchgear terminals. The project carries elevated risks including cable insulation degradation, arc flash hazards, phasing and alignment issues, and footprint discrepancies, necessitating an industrial electrical contractor specializing in high-voltage testing, power engineering, and compliance rather than standard residential or light commercial electricians.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (CONTINUED)

I. Below are the Request For Information (RFI) responses which are hereby incorporated into any subsequent purchase order/award.

Failure to use the revised documents/requirements revised within will result in your quote being non-responsive.

II. Question 1: We are interested in identifying potential teaming partners and subcontractors. Please provide the sign‑in sheet from the site visit hosted by the Forest Service.

Response: The Forest Service thanks you for your interest in this project and for seeking potential partners to support its completion.

At this time, the Forest Service will not be posting the sign‑in sheet from the site visit, as it contains participant private information that wil not be publicly released.

Question 2: For the San Bernardino site, one concrete handoff risk is keeping the replacement switchgear's breaker ratings, bus/ enclosure fit, feeder terminations and outage/commissioning records aligned with the existing distribution drawings. Would a focused breaker-rating and feeder-interface check help keep one replacement switchgear section compatible before the August 7 quote ?

Response:

1. A contractor ensures breaker capacity and ratings match safety standards by performing fault current calculations, verifying compliance with National Electrical Code (NEC) and IEEE Standards, and utilizing certified equipment matching exact ampacity, voltage, and interrupting ratings. Refer to Specifications 261326 – Medium-Voltage Metal-Clad Switchgear for complete requirements.

2. Section 3.1.4 of the SOW states that “The Government intends to reuse the existing medium-voltage feeder cables where feasible. Replace if existing MV feeders could no longer terminate in the new switchgear”. Feeder terminations will need to be accounted for during the manufacturer of the new switchgear. They need to confirm that the existing power cables will reach and properly connect to the new switchgear terminals.

3. There are no outage/commissioning records of the old switchgear.

We are aware of the higher risks of replacing an old medium voltage (MV) switchgear due to various elements including but not limited to:

1. Cable Insulation degradation

2. Arc Flash Hazards

3. Phasing and alignment

4. Footprint and clearance discrepancies

5. Interfacing

Mitigating these risks will require ideally an electrical company that is an industrial electrical contractor specializing in high-voltage testing, power engineering, and compliance. We must strictly avoid standard residential or light commercial electricians, as Medium Voltage systems require specialized testing gear, heavy rigging equipment, and advanced safety certification with a proven track record of handling substation installations, transformer terminations and heavy-gauge infrastructure rigging.
