About this file

This document is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract issued by the USDA Forest Service Procurement Operations, Construction and A-E Division West for Project 127EAW26Q0033 – Placerville Nursery Roof Replacement. The amendment is numbered A00002, effective June 17, 2026, and incorporates 35 Official RFI (Request for Information) responses into the solicitation. All interested vendors must acknowledge receipt of this amendment prior to the specified deadline; failure to do so may result in rejection of offers. The amendment clarifies that contractors must use the revised documents and requirements contained within, as failure to comply will render proposals non-responsive.

The RFI responses address critical scope clarifications for the roof replacement project at Placerville Nursery facilities, including the Extraction Building and Cone and Shed buildings. Key determinations include: contractor is not responsible for landscaping, ceiling lights, gutter and downspout replacement (except in-kind sizing), soffit and ridge vents, or adjacent shed roof structures; work hours are Monday–Friday, 0730–1730, excluding federal holidays with completion by 1200 the day before holidays; snow guard quantity is 224 linear feet installed over doors; Davis-Bacon wage determination CA20260007 (January 23, 2026) applies; water is available but contractors must provide portable toilets; existing skylights remain in place and should be flashed into the new roof; and for the Cone Building, existing fiberglass panels must be removed and replaced with structural span metal roof panels adequate to span 48-inch purlins with no substitutes permitted. The amendment consolidates conflicting language in the original contract documents regarding work hours, quantities, payment bases, and material specifications to ensure responsive bidding.

No, unless it is needed due to construction activites

3 Are skylight glass getting changed out? Are the saddles getting replaced? No, Skylight glass is not being changed out

What is the specification to the new sheathing needed for the Cone Shed?

Looks like the rafters / perlins are spaced at 48" oc. No sheathing. See item 28 below.

What is the gutter size and profile? 5" is stated but the current profile is much bigger. Replace with in kind size and profile

What size downspout are required? 2x3 is shown on the plans but the existing size is much bigger. Replace with in kind size and profile

No, they are not a part of the contract

Are the shed roofs on the back side of the extractor building getting replaced? These structures are attached to the extractor building siding.

No, they are not a part of the contract

Can we confirm which panel and profile is selected? I see 1-3/4in snap lock. Is this 16in oc or 18in oc or other span?

We are not changing joist spans. We assume they are 16" and contractor needs to field verify.

Please clarify whether the following structures are included within the roofing replacement scope for this contract:

(a) Three (3) rear shed roof structures attached to the Extraction Building;

(b) Lean-to roof structures along the Extraction Building perimeter;

(c) Equipment shelter roofs observed around the building perimeter.

No, they are not a part of the contract

This condition presents a special flashing condition requiring custom sheet metal fabrication and work. Clarification is needed to accurately scope and price this work. (a) No (b) No (c) As needed

There is a discrepancy in snow guard quantities between two contract documents:

• Schedule of Items (Attachment F / Attachment 2): Item 7725 Snow Guard Assembly Installation — Quantity: 224 LF

• Plan Sheet G-03 (Schedule of Items drawing): Item 07725 Snow Guard Assembly Replacement — Quantity: 345 LF

Please confirm the correct quantity of snow guard assembly (LF) to be bid and installed under this contract. The 121 LF discrepancy between documents represents a material difference in scope and bid pricing. Per FAR, offerors require a definitive quantity from a single authoritative source to submit a responsive bid.

Use 224 LF for unit and quantity of the snow guards. Snow guards are to be installed over doors

There is a conflict in the contract documents regarding allowable daily work hours. Three separate provisions state different hours:

1. Statement of Work, Section 6.0 (Restrictions on Work): 'Work hours are limited to non-holiday weekdays, Monday – Friday, 0700 – 1900.'

2. Statement of Work, Section 8.1 (Special Conditions): 'Perform construction only during working hours of 6:30 AM to 4:30 PM, Monday thru Friday.'

3. Specification Section 010100, Section 1.4 (Use of Premises): 'Perform construction only during working hours of 7 AM to 6 PM, Monday thru Friday.'

Please confirm the applicable daily work hours for this contract. This affects crew scheduling, daily production planning, and coordination with nursery operations.

Hours are M-F 0730-1730, Federal Holidays excluded. Work to complete NLT 1200 the day before a federal holiday. If the holiday falls on a Monday, work is to be complete by 1200 the Friday prior

Please confirm the governing Schedule of Items quantity for snow guards.

Hours are M-F 0730-1730, Federal Holidays excluded. Work to complete NLT 1200 the day before a federal holiday. If the holiday falls on a Monday, work is to be complete by 1200 the Friday prior

Please confirm utility availability. The Statement of Work states the contractor may use water onsite, while the contract administration attachment states the contractor is responsible for water, electricity, and restrooms. Please confirm what utilities, if any, will be Government-furnished.

Water is available but contractor must provide portable toilets

Please confirm whether ridge vent and soffit vent installation is required in the base bid. Section 076000 references ridge and soffit vents in products, but the scope narrative and schedule of items do not clearly identify vent replacement quantities. Yes contractor to replace soffit and ridge vents.

Please confirm whether fascia repainting is required in the base bid. Drawing G-03 remarks for roof replacement include fascia repainting, but the written base scope references new metal fascia trim and separate optional wood fascia replacement. Please confirm the intended base bid scope.

For the Placerville Cone Building, please confirm whether the intended base scope is to remove the existing fiberglass roof panels, install 3/4-inch plywood sheathing over the purlins, install an approved self-adhered underlayment, and then install the new metal roof panel system. Intention is to remove fiberglass panels and replace with a structural span metal roof panel of adequate gauge to span 48" purlins.

If 3/4-inch plywood sheathing and new metal roof panels are required at the Placerville Cone Building, please confirm whether the existing structure has been evaluated and is adequate to support the additional dead load.

Intention is to remove fiberglass panels and replace with a structural span metal roof panel of adequate gauge to span 48" purlins.

For the Placerville Cone Building, will the Government consider an approved structural metal roof panel system installed directly over open purlins, without plywood sheathing or self-adhered underlayment, as an acceptable alternate?

No substitutes will be entertained, install per drawing and specifications

For the Placerville Shed Building, please confirm whether the existing insulated metal panel roof system may remain in place and serve as the substrate for a styrofoam flute filler, 1/2-inch cover board, and 60-mil PVC ribbed roof system as an approved alternate to full demolition.

No substitutes will be entertained, install per drawing and specifications

For the Placerville Shed Building, please confirm whether the existing skylights are to be replaced or reused.

Skylights are not being removed or replaced and should be flashed into the new roof

Please confirm whether new gutter screens are required as part of the project scope. No gutter guards required
