About this file
This is a Request for Information (RFI) Responses document for the M6 Road Slide Repair contract (127EAW26Q0006), issued via Amendment A00003. The document addresses 24 questions and corresponding answers clarifying technical and administrative requirements for a road repair project involving slope stabilization and excavation work.
Key technical requirements include: excavation extending beyond slope movement limits with no specified tie-in method except at finish grade; GeoGrid coverage over the entire horizontal surface of constructed backfill tiers; perforated HDPE drain pipe running parallel to the road centerline along the full backwall length, with non-perforated double-walled drain pipe positioned at drain wall ends perpendicular to the centerline; maximum 2,000 square feet of Type 2 filter fabric; zinc-coated (Commercial Galvanized) welded wire mesh (WWM) with reinforcement and cap placement only at station G2, tier 1 level only; and compaction method B for aggregate surfacing. The project has a 180-calendar-day period of performance with progress payments authorized at intervals limited to one per month or a single final invoice upon completion. No government-furnished aggregate sources are available; contractors must source materials from approved suppliers. Contractors must obtain required permits per applicable State and County regulations and follow Best Management Practices for construction water drafting. Insurance requirements align with California minimum standards for licensed construction contractors, including workers' compensation, commercial general liability, and automobile liability coverage. The government has staked control points at stations 0+00, G2, G3, and G1. Road access from Upper Lake to Lake Pillsbury is county-maintained; a separate contract addresses necessary road repairs, with potential government force-account crew support if needed.

M6 ROAD SLIDE REPAIR - 127EAW26Q0006
NEW VIA AMENDMENT A00003
REQUEST FOR INFORMATION RESPONSES
Question 1A. What is the tie in method to native soil on each side of excavation base limits?
Response: The excavations extend beyond the apparent limits of slope movement. There is no “tie-in” method specified other than at the finish grade.
Question 1B. Will the slope be 2H-1V with geofab extending the length of the excavated area?
Response: If this refers to the GeoGrid, it covers the entire horizontal surface of each constructed back fill tier. If it refers to the constructed 2:1 slopes, other than erosion control materials, no design feature intends to place geotex (geofab) on any 2:1 slope
Question 2A. Will perf pipe be required the length of the excavated width?
Response: The perforated HDPE drain pipe extends the full length of the backwall (parallel to the road center line). Non-perforated double-walled drain pipe runs under the road approximately perpendicular the road centerline.
Question 2B. Drawings show perf pipe exiting at the midpoints of excavation base at S1, G2, and S2; will a T fitting be used in place of an elbow to provide full width drainage, i.e. what is the expected perf pipe drainage length per site?
Response: The drawings on sheets D4, D5, & D6 are apparently not rendering correctly. The lines showing the 6” double-wall drain pipe should be dashes indicating relative vertical alignment but not at the indicated location. Corrected drawings have been included. The double-walled HDPE drain pipes are located at the end(s) of the drain walls.
Question 3. What is the material type and expected quantity surrounding the perf pipe? What is the required coverage in vertical and horizontal directions?
Response: The amount of filter fabric required will depend on various factors as the structures are constructed.
The estimated maximum quantity is 2,000 SF of Type 2 fabric. See revised drawings
Question 4. What is the coating type required on WWM?
Response: At a minimum, mats must be fabricated from zinc coated (Commercial Galvanized) wire. See revised drawings.
Question 5. In the special project specifications section 157.04 it states, “thirty (30) days prior to the start of construction, submit a written plan according to subsection 104.03 with all necessary permits that provides permanent and temporary erosion control measures to minimize erosion and sedimentation during and after construction. What permits will be required?
Response: Required permits shall be obtained in accordance with all applicable State and County regulations in effect at the time of construction.
Question 6. Special project specifications section 301.05 ‘Compacting.” ( See PDF page 31-32 ), as well as, the schedule of items on drawings sheet G-2. Item 30102 is Aggregate Surfacing Grade : T. In section 301.05 the list of compaction methods A through E are given. What compaction method will be required?
Response: Compaction method B, will be added to the Schedule of Items. In section 30102.
Question 7. Special project specifications section 109 ( See PDF page 10 ). Subsection 109.08 is deleted. In standard specification ( FS-14) section 109.08 are progress payments. If progress payments are deleted, how is the contractor paid? Note, the solicitation has a period of performance of 180 calendar days.
Response: Progress payments are authorized. The contractor may submit partial invoices—limited to one per month—or a single final invoice upon project completion and successful final inspection.
Question 8. Special project specifications section 152-05 (d)(2) ( see PDF page 12 ). Slope staking is required.
Both method I and II state, “Use the template information shown in the plans or other Government-provided data to calculate the actual location of the catchpoint.” There is no template information shown on the plans.
Will there be Government-provided data to calculate the actual location of the catchpoint? Please confirm there will be control points for the project.
Response: The government staked station 0+00, G2,G3 and G1.
Question 9. Special project specifications section 240-11( see PDF page 22-23 ). There are 6 methods of compaction for earthwork. Placement method 1 through 6. Please confirm the required compaction method.
Response: It’s in the schedule of items 204 and its method 1 compaction.
Question 10. Revised drawing sheet D-5 per amendment 001. The note states, “The depth (perpendicular) to road cl of the base WWM reinforcement must be a minimum of 10’ and laid under the geogrid. The WWM cap (shown at tier 1 level) must also be a minimum of 10’ deep. The face of the WWM is designed for a 2’ height and must be buried no less than 18” into the slope/backfill.” Please confirm the WWM and cap will be placed at tier 1 level only? Also, the WWM and cap will be placed at station G2 only. Not S1 and S2.
Response: Correct only at station G2. Yes ,cap will be placed at tier 1 level only.
Question 11. Section 301 of the special project specifications. Subsection 301.03 states, “Develop and use Government furnished sources according to Section 105.” Please confirm the location of government furnished sources? Next, it states, “If the aggregate is produced and stockpiled before placement, handle and stockpile according to Section 314. “ Are we to assume we will have to produce, and stockpile the aggregate before placing it onsite?
