About this file

This Request for Information (RFI) concerns the Upper Golden Trout Bridge Replacement project (Solicitation 127EAW25R0052) issued by the United States Forest Service (USFS). The RFI addresses multiple contractor questions regarding project specifications, including bid date extension, biological monitoring requirements, and site-specific logistics. Key details include: the proposal due date is extended to September 3rd, 2025 at 1:00 PM PST, a biological monitor with Foothill Yellow Legged Frog (FYLF) permit is required, preconstruction surveys must be completed, and WEAP training will be mandatory. Additional site-specific requirements include on-site camping with a permit, no temporary river crossing allowed, no on-site concrete batching, and seeding/mulching limited to disturbed areas and sloped faces. The project involves specific environmental protection measures, such as daily equipment inspections, potential frog relocation, and coordination with the District Wildlife Biologist and U.S. Fish and Wildlife Service.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW25R0052 - Upper Golden Trout Bridge Replacement

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – Due to the bid date (9-1-2025) being a federal holiday, we would like to request a bid date extension to 9-4-2025.

USFS Response – Proposal due date will be extended to September 3rd, 2025 at 1:00 PM PST

RFI #2 – Please provide as-builts for the existing bridge.

USFS Response – As-builts are not available.

RFI #3 – The provided Biological Monitor Specifications only detail qualification requirements for the monitor. The Contract documents due not provide enough information to bid this item of work. Please provide additional details for the Biological Monitoring (i.e.

require surveys, monitoring frequency, etc.).

USFS Response – If work activities occur between April 1 and August 31, a bio monitor will conduct surveys within the work area and within 250 feet. If frogs or egg masses are found within the work area, they will need to be relocated downstream to a suitable habitat. Before relocation of egg masses, District Wildlife Biologist needs to be contacted. Equipment within the work area will need to be inspected daily to make sure FYLF are not caught in any equipment. A

BA will need to be written and after consultation with USFWS is complete, the project may proceed. In the possibility of relocating egg masses, USFWS will also need to be notified.

RFI #4 – The bid date for this project is listed a 9/1/2025 , which is Labor Day. Will you be extending the bid date ?

USFS Response – Proposal due date will be extended to September 3rd, 2025 at 1:00 PM PST

RFI #5 – Is there a specific PPQ form and instructions that need to be used?

USFS Response – No. Utilize existing CPARS ratings.

RFI #6 – The biological Monitor Specifications make clear that the contractor will need to provide a biologist who is permitted for the Foothill Yellow Legged Frog, and it does mention that there will need to be a daily biological monitor on site during ground and stream activity;

however, I have two questions pertaining to these requirements.

FOR OFFICIAL USE ONLY

• Does the daily biological monitor also have to have a FYLF permit? Or is that only for any relocation that may be required?

USFS Response – In order to relocate a FLYF individuals and egg masses, you must be listed under a permit. Biological monitor will also need to have FYLF survey experience.

• Will you also require preconstruction protocol surveys for FYLF?

USFS Response – Yes, preconstruction surveys need to be completed before any in stream work or disturbance to water/stream habitat occurs. The stream is already known to have FYLF present so the surveys will need to be focused on the work area and 250 feet from work area.

• Are there any other preconstruction special status species surveys that may be needed that are not included in the specs?

USFS Response –No

• Would you also be requiring the biologist to present a WEAP training?

USFS Response – Yes

RFI #7 – Where is the closest location we are allowed to camp?

USFS Response – On site with a camping permit from the District Office.

RFI #8 – Will this campground be shut down for the entirety of the project?

USFS Response – Yes, the campground will be closed during the project period.

RFI #9 – Will concrete be expected to be batched onsite?

USFS Response – There are no requirements for concrete to be batched on site.

RFI #10 – Can a temporary crossing be installed?

USFS Response – No

RFI #11 – Can an Off-Highway Truck drive the road to the jobsite and spoils site?

USFS Response – Yes, the road has accommodated full log loads in the past.

RFI #12 – Is a clear water diversion to be expected? Are there any calculated water flows?

USFS Response – Refer to DWG Sheet NO. 10 – Dewatering and Soil Erosion Control.

RFI #13 – Is seeding/mulching only for areas we disturb and sloped faced?

USFS Response – Correct, only the disturbed areas and the sloped face.
