About this file
The Statement of Work details the Upper Golden Trout Bridge Replacement project for the US Department of Agriculture Forest Service, located on Forest Route 22N24 in Plumas National Forest. The project involves removing the existing damaged bridge crossing the South Fork Feather River and constructing a new permanent bridge, including approaches and campground entrance reconstruction. The project has a defined performance period from October 1, 2025 to November 30, 2026, with an estimated value between $1,000,000 and $5,000,000 and is set aside for small businesses.
Key technical requirements include removing and disposing of the existing bridge structures, constructing a new bridge according to provided plans, reconstructing bridge approaches, and providing a biological monitor to oversee Threatened and Endangered Species protection. Environmental considerations are critical, with specific requirements for monitoring the foothill yellow-legged frog habitat and implementing Best Management Practice mitigations. The project requires consultation with the U.S. Fish and Wildlife Service prior to construction, and contractors must submit detailed documentation including a construction schedule, waste material disposal plans, and a biological monitoring plan.

Project Upper Golden Trout Bridge Replacement
General Information
1.0 Scope of Work
The contractor shall furnish all materials, equipment, supplies and personnel necessary to remove and dispose of the existing Upper Golden Trout Bridge including the bridge span and structures, bridge abutments and approaches and replace with a new structure as specified in the project plans and specifications.
2.0 Background
In 2017, the existing bridge crossing the South Fork Feather River at Golden Trout was damaged when large tree traveling down river hit the metal I-Beam support on upstream side of bridge, causing the metal beam to spread apart 2” and causing a 10” crack to develop on the I-Beam support. A temporary repair was implemented until the bridge replacement design and funding could be completed and secured.
There is a Threatened & Endangered (T&E) species present within the stream, foothill yellow-legged frog (Rana boylii).
Also, pending the listing of the California spotted owl (Stix occidentalis occidentalis) noise restriction may occur but are not likely to be given since the owl PACs are farther than 0.25 miles from the bridge replacement project area. Best
Management Practice (BMP) mitigations will need to be in place to prevent habitat disturbance including possible silt fences, biological monitors, and/or other conservation measures needed to prevent species and habitat disturbance.
Further review of the technical project plans will need to be reviewed by the District Wildlife Biologist to ensure what conservation measures will need to be implemented. A Biological Assessment will need to be submitted to USFWS prior to implementation and conservation measures will be determined after consultation with USFWS. Construction will not be able to start until the consultation with USFWS is completed.
3.0 Location
