About this file
This document is a Request for Information (RFI) for the Sierra Vista Scenic Byway Rehabilitation project (Solicitation 127EAW25R0020) issued by the U.S. Forest Service. The RFI contains official responses to two specific contractor inquiries regarding the project, which covers over 200,000 acres. The first RFI asked about detailed project mapping, to which the Forest Service responded that only general map information was provided and contractors should refer to the scope of work for details. Specifically, culvert replacements will be limited to Beasore Loop road, which has an aggregate base with sporadic oil sections.
The second RFI concerned roadside vegetation removal via mastication, which the Forest Service confirmed is acceptable with additional safety requirements, including having a water truck or trailer on-site during operations. The solicitation is a total small business set-aside with a project magnitude between $5 million and $10 million. All RFI submissions were required to be submitted to the Contracting Officer by 1:00 PM PST on May 29th, 2025. No pre-proposal site visit will be held, and prospective offerors are advised that the project locations are publicly accessible for independent review.

127EAW25R0020 - GAOA, Sierra Vista Scenic Byway Rehab
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Is there detailed map to the project that shows beginning and ends of the proposed work to be done. Such things as the location of the culverts to be replaced and if they are the dirt portion of the scenic byway or on the paved portion of the road because that affects the cost of replacement.
USFS Response – The project covers over 200,000 acres and the file size will be too large.
Therefore, only a map with general information was provided with the solicitation. Contractors are encouraged to read the scope of work and schedule of items, which describes the work in detail for each road.
Per the scope of work 3rd paragraph, contractor shall replace culverts only on Beasore Loop road, which has an aggregate base sporadic sections with oil. No need to consider asphalt for this item.
RFI #2 – Is mastication acceptable for the roadside vegetation removal?
USFS Response – Mastication can be used with and extra safety measurements. Contractor shall have on site a water truck or trailer during operations, see fire plan section 4.E Tank truck or trailer.
