About this file
This document appears to be a set of technical drawings and specifications for concrete picnic tables, benches, and a fire pit from Outdoor Creations, Inc. It provides detailed product information including dimensions, weights, materials, finishes, assembly requirements, and installation guidelines.

This is a total small business set-aside solicitation with an estimated value between $250,000 and $500,000. Key details include a mandatory site visit on May 20, 2024 and a deadline for submitting requests for information by May 21, 2024. What You Will Need to KNOW... These Instructions Apply to Model(s):
Be sure you have reviewed these related sections:
• Kiosk Parts, Tools & Supplies List , PG 2
• Front View Drawing , PG 3
• Hole Digging Guide, PG 4
• This Installation Guide
• Sign Panel Installation Guide (if your kiosk was purchased with sign panels)
#03-465
PLEASE READ FIRST
ROCKART STRONGLY RECOMMENDS the following for the best results:
• For this size Kiosk, we recommend a 2 to 3 person crew.
• Assembly time takes 1 to 2 hours.
• Check to make sure all tools mentioned at the bottom of page 1 are supplied
• Hardware and small tools will ship to you separately via UPS at the same time your Kiosk(s) ships.
• With regards to left/right designations, instructions are written with the assumption that the reader is facing the front of the Kiosk.
• You will need TWO (2) Aluminum Assembly Fixtures (#03-524) to install this kiosk. NOTE: DO NOT
ATTEMPT TO Use Sign Panels in place of the Assembly Fixture! The fixture maintains correct spac-ing between posts while they are being installed. By using them, you need not worry about damaging your actual sign panels, should something go wrong.
• IMPORTANT: Keep the original Aluminum Assembly Fixture shipping boxes. They are necessary to re-turn the fixture(s) for your deposit refund.
Stage I - Assemble & Install the Kiosk Preparation
1 REVIEW Pages 2 & 3. Get familiarized with the kiosk part names & numbers.
2 DIG HOLES – Using the guide on Page 3.
3 ENSURE all holes are only 30” deep for proper viewing height of kiosk sign panels!
4 ASSEMBLE each of the required Aluminum Assembly Fixture(s) using hardware kit #03-918, containing
3/8-16 hex head bolts, nuts and washers.
Installation
1 POSITION a saw horse approx. 7 feet behind each hole. Lay the top capped end of the center Post #1 (#03-486) across a sawhorse positioned so that the slotted sign panel mounting tabs are pointing left and right (parallel to the ground). The bottom end of the post should be suspended over the center hole in the ground. Likewise, PLACE each end Post #2 and #3 (#03-481) in their respective places, with their slotted tabs pointing towards the center of the installation. (See Fig 1)
2 STAND a 2x6, 36” long plank (on end) into each hole, perpendicular to each of the posts. This acts as a guide and allows the posts to slide into the hole with less resistance and with less dirt falling into the hole. (See Fig 2)

3 USE remaining 3/8-16 bolts, nuts and washers from hardware kit #03-918 and follow Important Notes on page 3 to INSTALL each of the Aluminum Assembly Fixtures to the BACKSIDE of the four slotted sign mounting tabs (similar to Fig 3) The 1” bent flange of the assembly fixture should be pointing toward the front side of the kiosk.
ENSURE the vertical edges of the Aluminum Assembly Fixture are flush against the vertical edge of the posts before tightening the bolts. Note: Always place a flat washer next to the sign tab slot before applying a nut (see Fig 4)
4 ASSISTED by 2-3 more able persons, gently RAISE the top ends of the assembled kiosk into place, carefully guiding the posts down into the pre-dug holes (similar to Fig 5)
5 STABILIZE the structure using the user-supplied 12ft long 2x4 wood planks & concrete spikes as need-
ed. Tip: placing several large rocks into the open space around the post will help further stabilize it (similar to Fig 6A & 6B).
6 ENSURE all Assembly Fixtures are flush with the vertical posts and all bolts are tight.
7 USING a framer’s level, VERIFY that each Assembly Fixture is level and that each vertical post is plumb
(similar to Fig 7).
Tip: To help level the structure, vertically stack several pieces of 2x4 or 2x6 wooden planks di-rectly under the assembly fixture (on the side that needs to be elevated). Then place a bottle jack atop the stack of wood planks and extend the jack until it pushes against the 1” angled flange at the bottom of the assembly fixture ... continue extending the jack until the structure is level (similar to Fig 8).
8 FOLLOW the manufacturers instructions to MIX concrete and then POUR into each hole (similar to Fig 9) .
Sit back, relax and ALLOW concrete to set properly.
9 After the concrete has properly set, REMOVE the Aluminum Assembly Fixtures.
The Kiosk structure is complete!
You are now ready for STAGE II - Sign Panel Installation.

Message Center Kiosk STAGE II - Sign Panel Install Guide
Installation Note for Fully-Enclosed* Sign Panels:
Before mounting a Fully-Enclosed* Sign Panel to the Kiosk, check the orientation of the removable side rail. Fully-Enclosed sign panel displays will have 3 to 5 bolts embedded within this rail (circled on left) that secure the entire display and when installed, and should be along the right side.
For sign panels that include Routed Text across the header and/or footer, verify that the text is displayed as desired.
How to properly install a VandlGard® tamper-resistant nut:
If your kiosk sign panel included tamper-resistant mounting hardware, the odd-looking nuts are tamper resistant and should be installed as follows:
Start by threading the wide, tapered end of the cone-shaped nut onto the end of the bolt as shown by the green arrow (see top image, left). Twist clock-wise with fingers & thumb, until snug.
Using a hex wrench or pair of pliers, continue to tighten the Hex part of the nut until the hex part breaks off... leaving the conical part behind (see bottom image, left). Discard the hex nut. ... all done!
* A Fully-Enclosed Sign Panel protects the displayed content completely (on every side). These models feature a removable side rail (on either the left or right side), and a protective clear polycarbonate cover that is also removable.
Opening a “fully-enclosed” Sign Panel:
To open a Fully-Enclosed* Sign Panel (to change out the signage) you will need the special YELLOW colored Hex tool (included with fully-enclosed displays) to remove the 3 to 5 bolts along the right side (don’t lose them!). Remove the side rail. Grab the tail-end of the flexible security rod sitting on top of the clear polycarbonate cover, and pull it completely out of the channel through the opening (see image, left).
Slide the clear polycarbonate cover over enough to allow you to grasp it firmly on both left & right sides. Lift it straight up, pushing the top edge deeper into the top channel. Now, pivot the bottom edge of the cover out from the display (i.e., towards yourself). Take note which side was facing out (and when done, return it accordingly).
Place the clear cover in an area that is clean as possible while swapping out content.
When finished, simply follow these steps in reverse order. Don’t forget to RE-INSERT the flexible security rod ! Finally, use the YELLOW hex tool as before to secure the side access rail using the same bolts removed earlier.

Message Center Kiosk Removing Polycarbonate Cover
Removing the Cover
Important! DO NOT REMOVE the 4 Corner Bolts that secure the Sign Panel to the Kiosk!
1 USE the special YELLOW hex wrench (included with your sign panel) to REMOVE the tamper-resistant bolts usually located on the right side of a sign panel (from the Front side of kiosk). Don’t lose these bolts! The nuts are embedded in either the tack-board (for single-sided panels) or in a matching removable side rail on the opposing side (double-sided panels) and should stay in place while the bolts are removed.
Remove bolts marked as “1” (see figure, right).
2 REMOVE the side rail (or rails) of the Sign Panel and set aside.
3 PULL OUT the Flexible PLASTIC ROD inserted into the space above the polycarbonate cover. Don’t lose it! (This important security feature prevents vandals from removing the cover themselves)
4 SLIDE the cover over about an inch, so you can FIRMLY GRASP both sides.
5 LIFT the cover straight up into the top grooved channel then PIVOT the bottom edge towards your body, until it is completely free. Set the cover aside (somewhere clean) so it can be replaced with the same side facing outward. (Remember which side faces out... since UV or Anti-Graffiti films are usually applied to one side only.)
6 SWAP OUT SIGN CONTENT
Replacing the Cover
NOTE: Replace the cover with same side facing out (UV or Anti-Graffiti films are usually applied to one side only).
1 GRASP the left & right sides of the cover, INSERT the top edge fully into the top grooved channel.
2 PIVOT the bottom edge of cover to line up with the bottom grooved channel. Carefully RELEASE it, allowing it to sit in the bottom grooved channel.
3 GENTLY SLIDE the cover left/right (toward the non-removable side rail) until it cannot go any further.
4 RE-INSERT the Flexible PLASTIC ROD into the gap just above the cover itself.
5 Finally, REPLACE the vertical rail(s) and secure with the tamper-resistant bolts using the special YELLOW hex wrench.
Stuff You Need to Know These Instructions Apply to:
• You’ll need the specially-keyed, L-shaped YELLOW hex wrench #08-619 (included with fully-enclosed ROCKART® Sign Panels).
• The tackboard is VERY dense; thumbtacks and push-pins cannot penetrate it. Consider using an industrial staple gun with heavy duty staples.
• Keep the inside of the sign panel as clean as possible: While performing the steps below, avoid placing removed components directly on the ground. Using a tarp or other ground cover is recommended!

Standard Sign Panels
(Full-sized & Fully-Enclosed Single-or Double-sided Sign Panels)
IF YOU ARE REPLACING A DAMAGED COVER: If there are any protective (opaque) liners applied to either side of a polycarbonate cover REMOVE the protective liner from the cover as soon as possible. If the liner is exposed to sunlight for extended periods, it may be very difficult to remove.
