About this file
This document contains official responses to requests for information (RFIs) regarding solicitation number 127EAW21R0040 for the Sourgrass Water System Rehabilitation Project. The project involves rehabilitating approximately 3,900 linear feet of water distribution pipeline and includes replacing a pressure regulating valve, installing a new float and connection rod in an existing concrete water storage tank, and sealing the tank's interior surface. The responses provide details such as the location of an approved helicopter landing site 13 miles from the work site, the type of drain valve and pressure regulating valve specified, and the process for bypassing un-trenchable areas during pipeline replacement. Bidders must submit any additional questions by July 1, 2021 and the Forest Service will hold an organized pre-proposal site visit. The solicitation is a total small business set aside between $250,000 and $500,000 being conducted by the Department of Agriculture Forest Service Pacific Southwest Region.

127EAW21R0040 - Sourgrass Water System Rehabilitation Project
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – If we hire a helicopter, it will need a landing pad near the work area to pickup loads to be dropped along the slope. Where will the Forest Service allow the helicopter to stage from (please provide coordinates)?
USFS Response – The closest approved site for helicopter landing is the Crescent Cove Helipad, located in Hathaway Pines, approximately 13 miles from the work site. 38.1836666°, -
120.378233°
RFI #2 – Also, Amendment 1, A10 indicates the Forest Service will obtain permits for helicopter use. What, if any, permits will the contractor need to obtain? The helicopter service will need coordinates to plan the route in order to determine what permits they need.
USFS Response – The helicopter contractor will need to file flight plans per FAA requirements and furnish a copy in advance to the Forest Service so our air operations are aware of the activity.
RFI #3 – Can we get specifications for:
a) drain valve at tee b) PRV’s c) tank float d) new valve if needed with PRV
USFS Response –
a) Drain Valve: Prier Products 1/2in MIP Brass Frost Proof Wall Faucet or equal.
b) PRV: Contractor to utilize one of the existing PRVs. This contradicts note #1 on the site visit write up. A new PRV will NOT be required.
c) Tank Float: BOB R400-1-LF or equal, WATTS P6FLT 6” diameter round float ball or equal, connection rod L=3/4 of tank diameter custom fabricated stainless steel to work with valve and float.
d) Use existing valves.
RFI #4 – Page 07160-56 of the Project Specifications states spray application will be required for sealing concrete tank, but alternate application methods were stated as allowed during the site visit and manufacturer includes alternate application methods. Please clarify.
USFS Response – Any method of application approved by the manufacturer of the product is acceptable.
FOR OFFICIAL USE ONLY
RFI #5 – How much sediment is in the existing concrete tank? Will it need to be pressure washed?
Can you provide a photo of the inside? What are the dimensions of the existing tank (square feet inside surface)?
USFS Response –
a) Sediment unknown, the tank drains from bottom so it’s anticipated to be less than 1”.
b) Tank surface is to be prepared per sealant manufactures approved procedures.
c) A photo of the interior is not available.
d) H=10’, Diameter=16’. Applied surface area (floor and wall)=700 sf. The underside of the top does not need to be sealed.
RFI #6 – What is the anticipated method to bypass un-trenchable areas? How will this be paid versus the line item price per foot of pipe under task 1?
USFS Response – In un-trenchable areas, if encountered, contractor shall be allowed to place pipe at a depth of no less than 12” as approved by the Contracting Officer’s Representative until full design depth can be achieved. If this is not feasible, contractor shall route under the pavement or in the opposite of the ditch. For any trenching over the 3900’ listed in the schedule of items, the contractor shall submit a change order request at the contract price for the laying the pipe. In addition the change order shall include additional costs such as sawcutting, pavement removal, and cold patch ac to repair pavement if needed. Any work in the pavement or otherwise that incur additional costs shall not commence until approved by the Contracting
