About this file

This document contains responses to requests for information (RFIs) related to solicitation number 127EAW21R0040 for the Sourgrass Water System Rehabilitation Project from the Calaveras Ranger District of the Stanislaus National Forest. The RFI responses clarify that galvanized pipe adapters may be used to connect tanks with 1.5-inch inlets and 2-inch outlets to the specified 2.5-inch piping. They also specify that hydrostatic testing will only be required for new piping and that failures in existing piping uncovered during construction will be the responsibility of the Forest Service. Dimensional details are provided for railroad ties called out in the specifications.

REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

127EAW21R0040 - Sourgrass Water System Rehabilitation Project

RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov

Telephone requests for information will not be accepted or returned.

RFI #1 – The specifications for the water tank require a 2.5” inlet and 2.5” outlet. For a 500 to 600 gallon tank, I cannot find a manufacturer with that large of an inlet and outlet. The inlet size is 1.5” and the outlet is 2”. Could you provide the manufacturer you relied on in crafting the specifications?

USFS Response – Galvanized adapters attached to the 2.5” galvanized pipe may be used at the inlet to reduce to 1.5” and at the outlet to expand from 2” to 2.5”. Note that the outlet shall be on the underside of the tank to allow the tank to fully drain.

RFI #2 – Can we limit the hydrostatic testing to just the new pipe installed as opposed to the complete length of the existing pipe? Otherwise, would any failures in the existing piping be considered as an extra and the repair compensated as a change order?

USFS Response – The contractor shall only be responsible for the hydrostatic test of the new pipe. Any failures of existing piping not disturbed by construction activities on the supply side

(tank to PRVs) shall only be the responsibility of the Government. Contractors shall ensure that existing repairs are not disturbed during construction.

RFI #3 – The railroad ties are called out as 7” X 9”. Which dimension is horizontal and which is vertical? That dimension controls the amount of pea gravel.

USFS Response – 7” vertical, 9” horizontal. Depth of pea gravel is 7”.
