About this file
This document includes a solicitation for the Sourgrass Water System Rehabilitation Project on the Calaveras Ranger District of the Stanislaus National Forest. The project involves replacing water tanks, supply lines, and distribution lines to improve water storage and delivery. The total estimated value is between $250,000 and $500,000. The solicitation is a total small business set aside. The response deadline for requests for information is July 1, 2021, and an organized pre-proposal site visit will be held. The U.S. Department of Agriculture Forest Service Pacific Southwest Region is the contracting agency. Accompanying the solicitation is a site visit notes document that provides answers to contractor questions about project details like drain locations, bypass options, tree removal allowances, and material specifications.

Sourgrass Water System Rehabilitation Project – Pre-Solicitation Site Visit Notes
The following notes are based on comments and questions that arose on a visit to the site on Monday, June 21st, 10:00
Q1: Is the drain on the existing concrete tank on the side or the bottom?
A1: It is on the bottom.
Q2: Can the continuously flowing supply line be set to bypass the existing tank instead of flowing through it?
A2: Yes.
Q3: Can the new tank sites be accessed through adjacent Sierra Pacific Industries(SPI) property?
A3: Contractors will need to request access directly from SPI. Contractors are not allowed to grade roads or trails into the new tank locations on US Forest Service Land
Q4: Will we need to chlorinate the line?
A4: The line will only need to be pressure tested, but the tanks shall be disinfected with NSF-61 compliant chlorine to inhibit bacteria growth during the off season. A minimum of 24 hour contact time is required.
Q5: Will we be able to turn off the flow to the line in order to pressure test?
A5: Valves to the tank and bypass can be closed to pressure test the new supply line, the new distribution line piping shall only be required to work in conjunction with the new tanks.
Q6: What unions will be acceptable for use? Are flexible couplings allowable? Can we weld the poly pipe?
A6: Flexible couplings are not allowed. All unions must meet NSF 61 certifications. Dressler couplings and mechanical restraints similar to what is currently in use are allowable where connecting to the existing distribution lines running from the water tank to the day use area, it isn’t required that the contractor thread the pipe in the field. Welding of the poly pipe shall comply with the 250 psi minimum requirement.
Q7: Can we remove trees and brush in order to bring the tanks to the locations?
A7: Removal of trees and brush up to 6” dbh is allowable. Contractor is to remove all cuttings from the project area and pile adjacent to the Day Use Area in a location and pile size approved by the COR.
Q8: What should we do about the section of exposed rock along the road, as we may not be able to trench there using normal equipment?
A8: Bid for use of standard equipment/trencher with the assumption that there aren’t rock outcroppings that cannot be bypassed. Alternative installations of piping shall be approved by the COR if unable to get a full-depth trench in any section.
Q9: Can we use native material for gravel fill at the tank pads?
A9: Unless other native material is deemed acceptable, pea gravel or like should be used at the pads and will need to be transported to the pad locations as is specified in the plans. At this time, no native materials have been deemed acceptable for use.

SOLICITATION 127EAW21R0040
Q10: Does the Forest Service have a helicopter that can be used to bring in the new water tank?
A10: No, the Forest Service does not have a helicopter to use for this purpose. A helicopter may be used to bring in materials given the challenging site location. If this is the desired delivery method the COR must be informed in order to coordinate any potential special permits required by the Forest Service.
Q11: Where should the drain be on the new tanks?
A11: The drain shall be at the bottom of the tank so they are self-cleaning.
Items discussed that are not in the plans or specifications:
1. For item 2, instead of replumbing one of the existing pressure relief valves and returning the extra valve to the Forest Service, the contractor should install a new pressure relief valve and connect it to the existing lines. The new PRV shall be able to work up to 120 psi and reduce by at least 60 psi. Both existing valves shall be returned to the Forest Service.
2. An 18” plugged culvert was found just downstream of the water system source (Hummingbird Spring) that was not initially noted in the plans. The Forest Service will clean out the culvert inlet before work begins. New pipe shall run above the culvert if there is room to trench the full 18”. If not, pipe shall be run around or under the culvert as is specified for other culverts in the plans.
3. Where removal of existing piping is difficult due to steep terrain, existing pipe may be abandoned in place.
