SECTION C- DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
GENERAL DESCRIPTION
The purpose of the BPA is to provide the US Forest Service with restroom facility and wastewater servicing. The BPA consists of a ordering period of five years with the first year being the base year. A description of the two (2) tasks are listed below.
• Task 1: Pumping Services – pumping, removal, and proper disposal of wastewater from a variety of USFS sites including, but not limited to holding tanks, vault restroom toilet facilities, and/or septic system/s. Contractor will perform an inspection and complete the attached inspection report as a part of the pumping services. Inspection forms are included in this contract. Typical vault capacity is 1,000 gallons.
• Task 2: Cleaning - perform routine cleaning for restroom facilities.
Project location is at a variety of recreation or administrative sites located in the Southwestern Region of the United States Forest Service, located within Arizona, New Mexico, and in the Grasslands of Oklahoma and Texas.
For all tasks listed in this contract:
• vendor shall provide equipment, electricity, water, cleaning supplies and materials, transportation, supervision and labor, to complete tasks and services described in this contract.
• All services shall be in accordance with Local, State, and Federal regulations including, but not limited to, hauling, disposal of effluents and trash, and employee safety requirements (OSHA).
The Forest Service is the only agency authorized to place orders against this agreement.
SCOPE
The following tasks describe scope of work of this contract.
TASK 1: PUMPING SERVICES
1. Wastewater systems to be included in the pumping services task order includes the pumping, removal, and disposal of human excrement from restroom facilities utilizing a subsurface vault, septic tank, holding tank, or any vault such that holds wastewater.
2. For purposes of describing the subsurface encapsulating tank, will be referred to as a “vault” in this contract.
3. Recreation restroom facilities, Forest Service offices, or Forest Service houses are the primary facility for pumping services.
4. All content shall be removed from the vault, including all human excrement and trash, so that the vault is completely empty after each pump.
5. All excrement and trash shall be properly disposed of into the appropriate wastewater treatment facility and/or state approved landfill.
6. All wastewater pumping, removal, and disposal shall be conducted in accordance with all Federal, State, and Local laws and ordinances.
7. Disposal receipts shall be provided along with the Pumping Services Form.
8. Pump all restroom facilities with an exterior access port through the exterior access port. A Forest Service Yale key may be needed to unlock the hatch door. If so, transfer of the key will be arranged by the Contracting Officer and/or the Forest unit requesting services. Only in the case where a vault toilet does not have exterior access portal, shall the vault be pumped be allowed to directly pump from the riser.
a. For pumping through the interior riser, take precautions to prevent damage to the riser and to prevent waste spillage onto the interior floor and wall surfaces.
b. Cover toilet paper with waterproof material or remove from bar prior to removal of debris and pumping.
c. Clean-up all incidental spillage and disinfect floors and riser including the riser seat and any surface that was or may have been contaminated and now surrounding area shall be left with free standing water.
d. Using a pressure washer system, all interior walls of the vault shall be washed after removal of contents and before clinging debris has a chance to dry. Use the pressure washer to break up and dilute solids in the bottom and pump all remaining diluted waste and water.
e. Thoroughly clean and disinfect all contaminated areas resulting from the pumping process.
9. Some sites as specifically listed in the Forest Unit Call Order Form, will require 25% of the toilet capacity with clean water to remain in the vault after cleaning.
10. Trucks and/or pumping supplies shall not be rinsed or cleaned on National Forest land.
11. At no time shall wastewater or vault contents be disposed of on National Forest Land.
Should any release of septic material occur on National Forest land, the contractor is responsible for immediately notifying the USFS Contracting Officer.
INSPECTIONS & DOCUMENTATION
12. Upon completion of pumping services, contractor shall also perform an inspection of the site and fill out the Basic inspections form attached to this contract.
a. One basic inspections form is required for each facility pumped.
b. Contractor must submit both the Call Order Form and the Basic Inspections
Form for payment.
i. Electronic submission of the forms is preferred.
13. Inspections shall include note all damage in the vault, around the vault, exterior and interior to the building, leach field, or applicable facility.
14. Exterior/Interior building inspection - visually inspect both the interior and exterior of the restroom facility for any damage that requires repair and maintenance. Examples include but are not limited to cracks in the building, damage, vandalism, missing components such as toilet paper dispenser, toilet riser, toilet lids, graffiti, or gunshot holes to name a few.
15. Exterior vault - visually inspect exterior vault access, manhole covers for damage and missing part(s) including locking mechanism, and/or operability issues. The hatch door must fit with an airtight seal for the toilet venting process. If the hatch door is damaged or cannot be made air-tight, immediately notify the COR.
16. Interior vault - visually inspect the interior of vault toilet building after pumping or as requested via call order, for cracks, missing or damaged components such as vent screen, baffles, inlets/outlets, and any components related to the holding tank component of the wastewater system.
17. Provide written inspection form along with photos to the COR as included in the Call order Form and sign the certification of deliverables within the call order form.
18. The contractor is not responsible for fixing, or replacement of vandalized items, ONLY to identify those items. The Government will be responsible for planning and maintenance of those items.
MEASUREMENT - Task 1 Pumping Services
Basis and Measurement of Payment Quantities: It is the responsibility of the contractor to measure and compute the quantities of work completed, subject to verification via disposal receipts under the terms of this contract.
Mobilization is incidental to the contract costs and will not be included as a separate pay item.
Pay Items are included in the Schedule of Items and is defined as follows:
PAY ITEM A: Cost for EACH facility pump – this pay item is to pay for a single pump, including a single emergency pump service as described within this contract, needed at a specific site, for the vault capacity as listed in the Schedule of Items.
PAY ITEM B: Cost for 3 to 5 toilet facility pumps within a designated recreation site – this pay item is to include the total cost to pump 3 to 5 toilet facilities (minimum of 3, maximum of 5), as defined within this contract, for the vault capacities included in the schedule of items.
PAY ITEM C: Cost for 6 to 10 toilet facility pumps within a 20-mile proximity driving radius. – this pay item is to include the total cost to pump 6 to 10 toilet facilities (minimum of 6, maximum of 10), for restroom facilities located within a 20-mile driving radius within the proximity of each other (20-mile cluster), as defined within this contract, for the vault capacities included in the schedule of items.
PAYMENT – Task 1 Pumping Services Payment for services rendered will be paid after receipt of the Task 1 – Pumping Services Call Order Form (including disposal receipt) and the Task 1 - Basic Inspections Form.
Payment will be for the ACTUAL gallons pumped that fall within the categories of vault capacities as listed in the Schedule of Items, PAY ITEMS 1 through 4.
TASK 2 – CLEANING
1. This task is for the cleaning and disinfection of restroom facilities listed and requested by the USFS requesting unit.
2. Call Order form, shall be signed and certified that work has been completed by the contractor. Submit the form to the Forest unit COR within the designated time of this contract.
3. Contractor is to disinfect, clean, and wipe down all high contact hard surfaces such as door handles, toilet paper dispenser, toilet seat, toilet riser, and safety bars using disinfecting solution approved by the Government.
4. All floors must be mopped and/or power washed. Floors shall not be left wet.
5. The government has the right to reject specific cleaning supplies, brand or manufactures provided by vendor. Upon rejection of cleaning supply, contractor shall submit for FS approval, an alternative cleaning supply brand prior to next commencment of service request.
6. Contractor to install and place government furnished toiletry as requested by unit.
7. Interior of the building will be swept and floor mopped.
8. Contractor to comply with OSHA regulations for safety for all employees.
9. Disease, including but not limited to hantavirus, may be present in some facilities and contractor shall take all safety precautions prior to cleaning.
10. USFS requesting unit shall approve sites where power washing may be acceptable as a method of cleaning. Some toilet facilities are historic in nature and must not be damaged by cleaning.
11. Noticeable dust, dirt, spiderwebs and other debris shall be swept off interior walls and ceilings and exterior walls and top of concrete building slab.
12. Contractor shall review and incorporate procedures contained in USDA “Cleaning Recreation Sites” manual #2300 – Recreation, December 1995, 9523, 1206-SDTDC.

13. Report to COR if vault is found to be approximately ¾ full or more of its total capacity.

PAYMENT – Task 2 Cleaning Services Payment for services rendered will be paid according to bid prices included in the Schedule of Items.
GENERAL REQUIREMENTS
Call Orders Call orders will be issued by the USFS designated Contracting Officer’s Representative (COR). Call order(s) will be issued by the Forest Service via email, fax, or text to the contractor. Within five (5) business days the contractor will confirm receipt and send back to the USFS Contracting Officer. Date and time when work will start will be confirmed on the call order and signed by both the USFS CO and the contractor. Work schedule must be approved by the FS unit (forest) COR prior to commencement.
Each call order issued will include detailed information for each site such as, the location of work site/s, specific services required. At times a call order may include service at multiple sites within proximity of one another.
To the maximum extent feasible, the Government will group the ordering of services for efficiency. Call orders for services located in a different zone will be permitted and may be issued. For those contractors interested in seeking work outside their designated zone shall submit a bid for other zones included in the Schedule of Items.
The number of locations, number of days, and exact dates, on which services shall be performed, will be issued via Call Order Form and issued as needed. A summary of the number of toilets in our region per Ranger District and referenced zone maps are provided in the attachments and referenced in Section J of the contract. This list is for general refence only and to help contractors bid on sites within each locality.
All call orders will be paid for either by 1.) credit card, or 2.) through via IAS and paid through
IPP.
Contractor must provide services listed in each call order, within 10 days from the date of the issued allotted date for services to be rendered, the Period of Performance.
For Emergency or single services, contractor must provide services within 48 hours of the date listed on each call order issued.
Government Furnished Items Task 1 Pumping Service: There are no Government Furnished Items.
Task 2 Cleaning: There are no Government Furnished Items
Schedule The call orders will include a schedule for anticipated services per task order of this contract as well as a USFS requesting unit contact information for coordination of work including scheduling, vault access, and other necessary and required services per this contract including payment.
Services will be scheduled in the fall, spring, or summer months, services may be needed on a regular routine basis, on a single service need, or on an emergency basis. Some sites are only open seasonally, typically from April through November. A significant number of sites are open year-round and may require frequent routine service due to temperate weather and usage in certain geographic locations. The USFS will work to group as many services as possible in a single call order within a 20-mile radius for each group.
All services issued from each task order in a call order must be completed within 10 days call from the date of the issued call order. For Emergency or single services, contractor must provide services within 48 hours of the date listed on each call order issued.
Submittals/Deliverables Timely submission of deliverables is essential to successful completion of this requirement. Documentation shall be completed and submitted to Forest Unit COR requesting the services within five (5) business days of the completed on-site service. All deliverables shall be prepared and submitted according to the appropriate task description. Electronic submission of documentation is sufficient and preferred.
Payment will not be made until appropriate documentation has been submitted.
Attachments and Forms are included in Section J of the solicitation.
Below are the forms/attachments associated with each task. The contractor shall complete in entirety and submit to the Forest Unit COR within the timeframe established in this contract.
Task 1: Pumping Services - Call Order form signed and Basic Inspections Form Task 2: Cleaning Services - Call Order form signed
Travel The Contractor shall furnish the mobilization of all equipment, cleaning products, fleet, and labor, to and from the national forest sites, and to the appropriate end facility and to complete associated tasks within this contract. Travel costs will not be reimbursed by the Government and are considered incidental to this contract. Bids on this contract opportunity shall include all such costs.
Contractor’s personnel and equipment are not permitted to remain on-site overnight unless specifically requested in writing and approved by the COR.
Sites requiring service are primarily rural and remotely located within the National Forest boundaries. Roadway travel access to the sites is mostly dirt and gravel roads, along a paved road, highway, or freeway. Travel to the sites may require several hours in one direction and in mountainous, city, rural towns and/or desert setting.
Sites are accessible by a variety of road types including paved, chip-sealed, gravel and dirt and may include one lane mountanous roads.
Weather Weather may be variable throughout the year. Summer temperatures may reach over 120 degrees Fahrenheit. Winter conditions may include sub-zero temperatures, freezing, and snowy conditions. The contractor is required to have service vehicles that can travel on mountainous terrain and with extreme weather conditions such as extreme heat, snow, ice, or rain.
Fire Plan Fire severity may vary from forest to forest at different times of the year. At times, forests may be closed, and/or restricted access during extreme fire danger. During these times, contractor will need to obtain permission in writing from the Forest Unit requesting services. In addition, contractor will be required to adhere to each serving Forest Unit Fire Plan. A typical fire plan may include fire suppression tools such as a shovel or Pulaski, extra water, hours of operations and services may be limited to certain times during the day or night. Fire plans will be provided for each forest and/or district after award for each call order is issued.
CONTRACT REQUIREMENTS
The Contractor shall provide personnel who are qualified to use the Contractor’s equipment and whose appearance is clean and orderly. The Contractor shall provide personnel key to the successful performance of the contract, specifically these include:
1. Operation of toilet pumping equipment shall be in a safe and sanitary manner to ensure the safety of the public in campgrounds, staging areas, rental sites or while traveling from site to site. Work shall be completed in a manner that does not damage the site including but not limited to roads, campgrounds, buildings, trees or vegetation, near or adjacent to the facility being serviced.
2. licensed drivers for the class(es) of vehicle(s) each operates within the State of operation.
3. qualified and experienced technicians to operate equipment and incidentals required to pump vault toilets and septic tanks,
4. knowledgeable employees able to visually inspect and document maintenance and repair needs for basic vault toilet buildings, and
5. employees who can safely clean and disinfect restroom facilities within recreation areas following guidelines issued by the Centers for Disease Control and utilizing principles and methods contained in USDA “Cleaning Recreation Sites” manual #2300 – Recreation, December 1995, 9523, 1206-SDTDC.
6. Contractor must meet State certification for safe handling and disposal of wastewater and septage pumping. Below is a list of pre-certified septage pumpers listed online:
