1. Order history and delivery pattern
To support delivered unit pricing with no minimum order quantity, please provide the most recent 12 months of order history, if available, showing quantities by sign design, number of orders, ship-to locations, and typical and smallest shipment quantities. Are purchase orders generally consolidated for one delivery location, or may a single purchase order require shipments to multiple facilities?
Sign orders can vary from 10 to up to 600 at time. But on average an order will probably contain around 50 to 100. Most orders will be per location rather than per sign to multiple locations-statewide.
10 signs each 24x24 80 signs each 6x6 10 x 8 signs each 12x18 10 signs each 18x24
Each year varies of averaging about 10-15 orders per year for Wildlife

2. Core sign configurations
Please identify the intended corner radius and hole configuration for each core line, particularly the 6 x 6-inch signs and the orange 12 x
18-inch signs. Please confirm that Cost Sheet line 6 requires
0.023-inch material and identify the ink colors to include in the base unit prices for lines 8 and 9. Where configurations vary by order, should one unit price cover every permitted configuration?
Standard hole for 6x6 and 12x18 would be:
Contour cut: No Mounting holes: 2, top/bottom, 5/16" diam, 1" in Round corner: ½"
Price per size is most common but holes are universal and very rarely differ from above.

3. Compliance evidence
What documentation is required, and at what stage, to demonstrate
USA origin and Build America Buy America compliance, and compliance with the specified material, temperature range, shatter point, cleaning-fluid resistance, catalyzed ink bond, and UV-inhibited urethane clear coat? Will manufacturer certifications and technical data sheets suffice, or are particular test methods, independent test reports, or other evidence required? Please identify any required standards.
Needs to be USA material BABA compliance

4. Four-color and non-core pricing
Is line 10 a per-physical-sign surcharge added to the applicable base sign price, regardless of graphic size or coverage? For line 11, may a bidder supply its own dated, auditable price list and quote a fixed percentage discount, or must the list be a manufacturer-issued catalog? Within the required pricing structure, must all setup, typesetting, artwork changes, and proofs be included in sign unit prices, or may any be separately identified and charged?
Four-color printing could be added to one of the catalog signs. The bidder can provide the surcharge at their convenience.
The bidder may provide a price list and quote with a fixed percentage discount. All setup, typesetting, artwork changes, and proofs must be included in sign unit prices.

5. Production timing and partial deliveries
If agency-provided artwork or written proof approval is delayed beyond the stated schedule, will the 30-calendar-day ARO delivery deadline be adjusted by the corresponding delay? Are partial shipments permitted when approved by the ordering agency, and may a delivered and separately accepted portion be invoiced before the balance is delivered, or must the entire purchase order be delivered and accepted before any invoice is payable?
Yes, if there is any delay falling under the responsibility of NGPC, the ARO delivery day will be adjusted.
It depends on the order, the type of signs, and the expected delivery date. If partial shipments are accepted, that portion of the order may be invoiced and subject to payment.
In any case, the NGPC personnel must receive and approve the commodities before payment is made.

6. Price-adjustment timing
The initial contract term is four years, while prices are firm for the first 12 months. What is the earliest effective date for an approved price increase, and how frequently may increases be requested during the initial term? Does the requirement to submit at least 30 days before the end of the current contract period mean before an annual anniversary or only before the four-year term or subsequent renewal ends?
Thirty days before the end of the first 12 months of the contract, the bidder may request a price increase. If approved, the price increase would take effect on the first day of the second year of the contract.
The bidder can request these price increases annually, 30 days before the anniversary of the contract.

7. Out-of-state bidder registration
For an out-of-state prime bidder proposing a disclosed U.S.
manufacturer and shipment of goods into Nebraska without on-site services, what Nebraska Secretary of State authority or registration must already be in place when the bid is submitted? Which authorization, good-standing, or other supporting documents must accompany the bid, and which may be furnished after intent to award but before contract execution?
The Nebraska Secretary of State does not require any registration for an out-of-state prime bidder when the bid is submitted.
However, after the intent to award is posted, the bidder must follow the steps and provide the documentation outlined in this link: DAS Website: Forms and Documents before Contract Execution.
