SUMMARY

PART 1 GENERAL

1.1 SECTION INCLUDES

A. Contract description.

B. Contractor’s use of site and premises.

C. Owner occupancy.

1.2 CONTRACT DESCRIPTION

A. Work of the Project includes:

1. Removal and disposal: selected roof membranes, insulation, flashings, copings and roof accessories.

2. Removal and disposal of wood and metal siding.

3. Removal and reinstallation (or replacement as directed) of selected exterior appurtenances.

4. Removal and replacement of selected doors and windows.

5. Installation of new above roof insulation and roof membranes as directed.

6. Installation of exterior wall insulation and siding.

7. Installation of dense pack perimeter insulation as directed.

1.3 ALTERNATE BID

A. Identified Roof Systems for replacement:

1. Base Bid: Remove and dispose of EPDM membrane (and ballast), existing insulation to remain. Add additional insulation to bring minimal thickness to 4” and install new, fully-adhered, EPDM membrane.

2. Add-Alt: Remove and dispose of EPDM roof membrane (and ballast), and remove existing insulation to roof sheathing. Install new insulation to a minimal thickness of 4” and install new, fully-adhered, EPDM roof membrane.

1.3 CONTRACTOR’S USE OF SITE AND PREMISES

A. Limit use of site and premises to allow:

1. Owner utilization of the building.

2. Driveway and parking access.

B. There are suitable locations on Government controlled property for parking and storage of Contractor vehicles and equipment. Coordinate with Government.

C. Contractor shall protect, to the extent possible, surrounding site features including but not limited to: pavement and landscaping.

D. Time Restrictions for Performing Work: 07:00 am – 4:30 pm. Coordinate working hours outside these core hours with the Government.

E. Safety, Health & Security Plan: Prior to commencement of work, Contactor shall submit for

Government approval, a plan to facilitate the work in a safe and secure manner, protecting Government and Contractor employees from construction.

1.4 OWNER OCCUPANCY

A. The Government will occupy the facility during construction.

SECTION 01300

ADMINISTRATIVE REQUIREMENTS

A. Coordination and project conditions.

1.2 COORDINATION AND PROJECT CONDITIONS

A. Coordinate scheduling, submittals, and Work of various sections of Project Manual to ensure efficient and orderly sequence of installation of interdependent construction elements.

B. Verify utility requirements and characteristics of operating equipment are compatible with available utilities. Coordinate work of various sections having interdependent responsibilities for installing, connecting to, and placing in service, operating equipment.

C. Coordinate space requirements, supports, and installation of mechanical and electrical work indicated diagrammatically on drawings. Follow routing shown for pipes, ducts, and conduit, as closely as practicable; place runs parallel with lines of building. Utilize spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.

D. In finished areas except as otherwise indicated, conceal pipes, ducts, and wiring within construction. Coordinate locations of fixtures and outlets with finish elements.

E. Government’s activities will occur in areas surrounding the project locations. Coordinate all work with Government to ensure minimum interference with Government activities.

1.3 PRECONSTRUCTION MEETING

A. Government will schedule meeting after Notice of Award.

B. Attendance Required: Government, Contractor and Subcontractors as appropriate.

C. Agenda:

1. Execution of Owner-Contractor Agreement.

2. Submission of executed bonds and insurance certificates.

3. Distribution of Contract Documents.

4. Submission of list of Subcontractors, list of product s, schedule values, and progress schedule.

5. Designation of personnel representing parties in Contract.

6. Procedures and processing of field decisions, submittals, substitutions, applications for payments, proposal request, change orders, and contract closeout procedures.

7. Scheduling.

8. Use premises by Government and Contractor.

9. Construction facilities and controls.

10. Temporary utilities provided by Government.

11. Security and housekeeping procedures.

12. Procedures for maintaining record documents.

1.4 PROGRESS MEETINGS

A. Schedule and administer meetings throughout progress of the Work at maximum bi-monthly intervals.

B. Attendance Required: Job superintendent, major subcontractors and suppliers, Government, as appropriate to agenda topics for each meeting.

C. Agenda:

1. Review minutes of previous meetings.

2. Review of Work progress.

3. Field observations, problems, and decisions.

4. Identification of problems impeding planned progress.

5. Review of submittals schedule and status of submittals.

6. Review of off-site fabrication and delivery schedules.

7. Maintenance of progress schedule.

8. Corrective measures to regain projected schedules.

9. Planned progress during succeeding work period.

10. Coordination of projected progress.

11. Maintenance of quality and work standards.

12. Effect of proposed changes on progress schedule and coordination.

13. Other business relating to Work.

D. Record minutes and distribute copies within two days after meeting to participants.

1.5 PREINSTALLATION MEETING

A. When required in individual specification sections, convene pre-installation meeting at project site prior to commencing work of specific section.

B. Require attendance of parties directly affecting, or affected by, work of specific section.

C. Notify Government four day in advance of meeting date.

D. Prepare agenda and preside at meeting:

1. Review conditions of installation, preparation and installation procedures.

2. Review coordination with related work.

E. Record minutes and distribute copies within two days after meeting to participants.

3.1 CUTTING AND PATCHING

A. Employ skilled and experienced installer to perform cutting and patching.

B. Submit written request in advance of cutting or altering elements affecting:

1. Structural integrity of element.

2. Integrity of weather-exposed or moisture-resistant elements.

3. Efficiency, maintenance, or safety of element.

4. Visual qualities of sight exposed elements.

C. Execute cutting, fitting, and patching including excavation and fill, to complete Work, and to:

1. Fit the several parts together, to integrate with other work.

2. Uncover work to install or correct ill-timed work.

3. Remove and replace defective and non-conforming work.

4. Remove samples of installed work for testing.

5. Provide openings in elements of work for penetrations of mechanical and electrical work.

D. Execute work by methods to avoid damage to other Work and to provide proper surfaces to receive patching and finishing.

E. Cut masonry and concrete materials using masonry saw or core drill.

F. Restore Work with new products in accordance with requirements of Contract Documents.

G. Fit Work tight to pipes, sleeves, ducts, conduit, and other penetrations through surfaces.

H. Maintain integrity of wall, ceiling, or floor construction; completely seal voids.

I. At penetrations of fire rated walls, partitions, ceiling, or floor construction, completely seal voids with fire rated material of penetrated element.

J. Refinish surfaces to match adjacent finishes. For continuous surfaces, refinish to nearest intersection; for assembly, refinish entire unit.

K. Identify hazardous substances or conditions exposed during the Work to Government for decision or remedy.

3.2 SPECIAL PROCEDURES

A. Materials: As specified in product sections: match existing with new products and salvaged products for patching and extending work.

B. Employ skilled and experienced installer to perform alteration work.

C. Cut, move, or remove items as necessary for access to alterations and renovation work.

Replace and restore at completion.

D. Remove unsuitable material not marked for salvage, including rotted wood, corroded metals, and deteriorated masonry and concrete. Replace materials as specified for finished work.

E. Remove debris and abandoned items from area and from concealed spaces.

F. Prepare surface and remove surface finishes to permit installation of new work and finishes.

G. Close openings in exterior surfaces to protect existing work from weather and extremes of temperature and humidity.

H. Remove, cut, and patch Work in manner to minimize damage and to permit restoring products and finishes to original condition.

I. Where new Work abuts or aligns with existing, provide smooth and even transition. Patch

Work to match existing adjacent Work in texture and appearance.

J. When finished surfaces are cut so that smooth transition with new Work is not possible, terminate existing surface along straight line at natural line of division and submit recommendation to Government for review.

K. Where change of plane of ¼ or more occurs, submit recommendation for providing smooth transition; to Government for review.

L. Trim existing doors to clear new floor finish.

M. Refinish trim to original condition.

N. Patch or replace portions of existing surfaces which are damaged, lifted, discolored, or showing other imperfections.

O. Finish surfaces as specified in individual product sections.

SECTION 01330

SUBMITTAL PROCEDURES

1.2 SUBMITTAL PROCEDURES

A. Transmit each submittal with Government accepted form.

B. Sequentially number transmittal forms. Mark revised submittals with original number and sequential alphabetic suffix.

C. Identify Project, Contractor, subcontractor, and supplier; pertinent drawing and detail number, and specification section number, appropriate to submittal.

D. Apply Contractor’s stamp, signed or initialed, certifying that review, approval, verification of products required, field dimensions, adjacent construction work, and coordination of information is in accordance with requirements of the Work and Contract Documents.

E. Schedule submittals to expedite Project, and deliver to Government electronically.

F. For each submittal for review, allow 15 days excluding delivery time to and from Contractor.

G. Identify variations from Contract Documents and product or system limitations which may be detrimental to successful performance of completed work.

H. Allow space on submittals for Contractor and Government review stamps.

I. When revised for resubmission, identify changes made since previous submission.

J. Distribute copies of reviewed submittals as appropriate. Instruct parties to promptly report inability to comply with requirements.

K. Submittals not requested will not be recognized or processed.

1.3 CONSTRUCTION PROGRESS SCHEDULES

A. Submit initial schedules within 20 days after date established in Notice to Proceed.

B. Submit revised Progress Schedules with each Application for Payment.

C. Indicate estimated percentage of completion for each item of Work at each submission.

D. Revisions to Schedules:

1. Indicate progress of each activity to date of submittal, and projected completion date of each activity.

2. Identify activities modified since previous submittal, major changes in scope, and other identifiable changes.

3. Prepare narrative report to define problems areas, anticipated delays, and impact on Schedule. Report corrective action taken, or proposed.

1.4 PROPOSED PRODUCTS LIST

A. Within 20 days after date of Notice to Proceed, submit list of major products proposed for use, with name of manufacturer, trade name, and model number of each product.

B. For products specified only be reference standards, give manufacturer, trade name, model or catalog designation, and reference standards.

1.5 PRODUCT DATA

A. Product Data: Submit to government for review for limited purpose of checking for conformance with information given and design concept expressed in Contract Documents.

Provide copies and distribute in accordance with SUBMITTAL PROCEDURES article and for record documents purposes described in Section 01700.

B. Mark each copy to identify applicable products, models, options, and other data. Supplement manufacturer’s standard data to provide information specific to this Project.

C. Indicate product utility and electrical characteristics, utility connection requirements, and location of utility outlets for service for functional equipment and appliances.

D. After review, distribute in accordance with Submittal Procedures article above and provide copies for record documents described in Section 01700.

1.6 SHOP DRAWINGS

A. Shop Drawings: Submit to Government for review for limited purpose of checking for

1.7 SAMPLES

A. Samples: Submit to Government for review for limited purpose of checking for conformance with information given and design concept expressed in /Contract documents. Product duplicates and distribute in accordance with SUBMITTAL PROCEDURES article and for record documents purposes described in Section 01700. Submit one copy to Government’s Contracting Officer’s Representative (COR) and one copy to designated Inspector.

B. Samples for Selection as Specified in Product Sections:

1. Submit to Government for aesthetic, color, or finish selection.

2. Submit samples of finishes from full range of manufacturer’s standard colors, textures, and patterns for Government selection.

3. After review, produce duplicates and distribute in accordance with SUBMITTAL

PROCEDURES article and for record documents purposes described in Section 01700.

C. Submit samples to illustrate functional and aesthetic characteristics of Products, with integral parts and attachment devices. Coordinate sample submittals for interfacing work.

D. Include identification on each sample, with full Project information.

E. Submit number of samples specified in individual spe3cification sections; Government will retain two samples.

F. Reviewed samples w2hich may be used in the Work are indicated in individual specification sections.

G. Samples will not be used for testing purposes unless specifically stated in specification section.

1.8 DESIGN DATA

A. Submit to Government for information for limited purpose of assessing conformance with information given and design concept expressed in Contract Documents.

1.9 TEST REPORTS

A. Submit test reports to Government for information for limited purpose of assessing

1.10 CERTIFICATES

A. When specified in individual specification sections, submit certification by manufacturer, installation/application subcontractor, or Contractor to Government, in quantities specified for Product Data.

B. Indicate material or product conforms to or exceeds specified requirements. Submit supporting reference data, affidavits, and certifications as appropriate.

C. Certificates may be recent or previous test results on material or Product, but must be acceptable to Government.

1.11 MANUFACTURER’S INSTRUCTIONS

A. When specified in individual specification sections, submit printed instructions for delivery, storage, assembly, installation, start-up, adjusting, and finishing, to Government in quantities specified for Product Data.

B. Indicate special procedures, perimeter conditions requiring special attention, and special environmental criteria required for application or installation.

1.12 MANUFACTURER’S FIELD REPORTS

A. Submit for information for limited purpose of assessing conformance with information given and design concept expressed in Contract Documents.

SECTION 01400

QUALITY REQUIREMENTS

A. Quality control and control of installation.

1.2 QUALITY CONTROL AND CONTROL OF INSTALLATION

A. Monitor quality control over suppliers, manufacturers, products, services, site conditions, and workmanship, to produce Work of specified quality.

B. Comply with manufacturer’s instructions, including each step in sequence.

C. When manufacturer’s instruction conflict with Contract Documents, request clarification from

Government before proceeding.

D. Comply with specified standards as minimum quality for the Work except where more stringent tolerances, codes, or specified requirements indicate higher standards or more precise workmanship.

E. Perform Work by persons qualified to produce required and specified quality.

F. Verify field measurements are as indicated on Shop Drawings or as instructed by manufacturer.

G. Secure products in place with positive anchorage devices designed and sized to withstand stresses, vibration, physical distortion, or disfigurement.

1.3 REFERENCES

A. For products or workmanship specified by association, trade, or other consensus standards, comply with requirements of standard, except when more rigid requirements are specified or are required by applicable codes.

B. Conform to reference standard by date of issue current on date of Contract Documents except where specific date is established by code.

C. Obtain copies of standards where required by product specification sections.

D. When specified reference standards conflict with Contract Documents, request clarification from Government before proceeding.

E. Neither contractual relationships, duties, nor responsibilities of parties in Contract nor those of

Government shall be altered from Contract Documents by mention or interference otherwise in reference documents.

1.4 MANUFACTURER’S FIELD SERVICES

A. When specified in individual specification sections, require material or product suppliers or manufacturers to provide qualified staff personnel to observe site conditions, conditions of surfaces and installation, quality or workmanship, start-up of equipment, test, adjust and balance of equipment, and to initiate instructions when necessary.

B. Report observations and site decisions or instructions given to applicators or installers that are supplemental or contrary to manufacturer’s written instructions.

C. Refer to Section 01330 – SUBMITTAL PROCEDURES, MANUFACTURER’S FIELD

REPORTS article.

3.1 EXAMINATION

A. Verify existing site conditions and substrate surfaces are acceptable for subsequent work.

Beginning new work means acceptance of existing conditions.

B. Verify existing substrate is capable of structural support or attachment of new Work being applied or attached.

C. Examine and verify specific conditions described in individual specification sections.

D. Verify utility services are available, of correct characteristics, and in correct locations.

3.2 PREPARATION

A. Clean substrate surfaces prior to applying next material or substance.

B. Seal cracks or openings of substrate prior to applying next material or substance.

C. Apply manufacturer required or recommended substrate primer, sealer, or conditioner prior to applying new material or substance in contact or bond.

SECTION 01500

TEMPORARY FACILITIES AND CONTROLS

A. Temporary Utilities:

1. Electricity.

2. Tele/Fax/Copy/Computer network service.

3. Water service.

4. Temporary sanitary facilities.

B. Construction Facilities:

1. Field offices and sheds.

2. Vehicular access.

3. Parking.

4. Progress cleaning and waste removal.

C. Temporary Controls:

1. Security

D. Removal of utilities, facilities, and controls.

1.2 ELECTRICITY

A. Contractor may use existing electrical power at the site to conduct the Work inside the building and for portable hand tools.

B. Should Contractor need to power larger pieces of electrical equipment, i.e., field offices and sheds, Contractor may utilize Governments existing power service. Provide separate metering and pay utility company directly for cost of energy used. Coordinate with Government for existing power source. Do no disrupt Governments use of service.

1.3 TELEPHONE/FACSIMILE/COPY MACHINE/COMPUTER NETWORK SERVICE

A. Contractor shall not use Government services.

1.4 WATER SERVICE

A. Contractor may use existing water facilities at the site. Exercise measures to conserve water.

Extend and supplement with temporary devices as needed to main specified conditions for construction operations.

1.5 TEMPORARY SANITARY FACILITIES

A. Provide and maintain required facilities and enclosures. Existing facility use is not permitted.

Provide facilities at time of project mobilization.

1.6 FIELD OFFICES AND SHEDS

A. Exterior storage areas, both secure and non-secure, will be identified. Some interior space to be used for storage or office will be made available. Parking for Contractor vehicles will be designated.

1.7 VEHICULAR ACCESS

A. Location approved by Government.

B. Provide unimpeded access for emergency vehicles.

1.8 PARKING

A. Use of designated areas of existing parking facilities by construction personnel is permitted.

Coordinate with Government.

1.9 PROGRESS CLEANING AND WASTE REMOVAL

A. Maintain areas free of waste materials, debris, and rubbish. Maintain site in clean and orderly condition.

B. Remove debris and rubbish from pipe chases, plenums, attics, crawl spaces, and other closed or remote spaces, prior to enclosing spaces.

C. Broom and vacuum clean interior areas prior to start of surface finishing, and continue cleaning to eliminate dust.

D. Collect and remove waste materials, debris, and rubbish from site periodically and dispose off-site.

1.10 SECURITY

A. Security Program:

1. Protect Work, existing premises, and Government’s operations from theft, vandalism, an unauthorized entry.

2. Initiate program in coordination with Governments existing security system at project mobilization.

3. Maintain program throughout construction period until directed by Government

B. Entry Control:

1. Restrict entrance of persons and vehicles into Project site and existing facilities.

2. Allow entrance only to authorized persons with proper identification.

C. Personnel Identification:

1. Coordinate identification of Contractor personnel with Government.

2. Main a current list of accredited persons, available for review by Government upon request.

1.11 REMOVAL OF UTILITIES, FACILITIES, AND CONTROLS

A. Remove temporary utilities, equipment, facilities, and materials, prior to Final Application for Payment.

B. Clean and repair damage caused by installation or use of temporary work.

SECTION 01600

PRODUCT REQUIREMENTS

A. Products.

B. Product delivery requirements.

C. Product storage and handling requirements.

D. Product options.

E. Product substitution procedures.

1.2 PRODUCTS

A. Furnish products of qualified manufacturers suitable for intended use. Furnish products of each type by single manufacturer unless specified otherwise.

B. Do not use materials and equipment removed from existing premises, except as specifically permitted by Contract Documents.

C. Furnish interchangeable components from same manufacturer for components being replaced.

1.3 PRODUCT DELIVERY REQUIREMENTS

A. Transport and handle products in accordance with manufacturer’s inst5uctions.

B. Promptly inspect shipments to ensure products comply with requirements, quantities are correct, and products are undamaged.

C. Provide equipment and personnel to handle products by methods to prevent soiling, disfigurement, or damage.

1.4 PRODUCT STORAGE AND HANDLING REQUIREMENTS

A. Store and protect products in accordance with manufacturer’s instructions.

B. Store with seals and labels intake and legible.

C. Store sensitive products in weather tight, climate controlled, enclosures in an environment favorable to product.

D. For exterior storage of fabricated produces, place on sloped supports above ground.

E. Provide off-site storage and protection when site does not permit on-site storage or protection.

F. Cover products subject to deterioration with impervious sheet covering. Provide ventilation to prevent condensation and degradation of products.

G. Provide equipment and personnel to store products by methods to prevent soiling, disfigurement, or damage.

H. Arrange storage of products to permit access for inspection. Periodically inspect to verify products are undamaged and are maintained in acceptable condition.

1.5 PRODUCT OPTIONS

A. Products specified by reference Standards or by Description Only: Any product meeting those standards or description.

B. Products Specified by Naming One or More Manufacturer’s: products of one of manufacturers named and meeting specifications, no options or substitutions allowed.

C. Products Specified by Naming One or More Manufacturers with Provision for Substitutions:

Submit request for substitution for any manufacturer not named in accordance with the following article.

1.6 PRODUCT SUBSTITUTION PROCEDURES

A. Government will consider requests for Substitutions only with 15 days after date of

Government- Contractor agreement.

B. Substitutions may be considered when a product becomes unavailable through no fault of

Contractor.

C. Document each request with complete data substantiating compliance of proposed

Substitution with Contract Document.

D. A request constitutes a representation that Contractor:

1. Has investigated proposed product and determined that it meets or exceeds quality level of specified product.

2. Will provide same warranty for Substitution as for specified product.

3. Will coordinate installation and make changes to other Work which may be required for the Work to be complete with no additional cost to the Government.

4. Waives claims for additional costs or time extension which may subsequently become apparent.

E. Substitutions will not be considered when they are indicated or implied on shop Drawing or

Product Data submittals, without separate written request, or when acceptance will require revision to Contract Documents.

F. Substitution Submittal Procedure:

1. Submit three copies or request for Substitution for consideration. Limit each request to one proposed Substitution.

2. Submit Shop Drawings, Product Data, and certified test results attesting to proposed product equivalence. Burden of proof is on the proposer.

3. Government will notify Contractor in writing of decision to accept or reject request.

PART 3 EXECUTION

SECTION 01700

EXECUTION REQUIREMENTS

A. Closeout procedures.

1.2 CLOSEOUT PROCEDURES

A. Submit final Application for Payment identifying total adjusted Contract Sum, previous payments, and sum remaining due.

1.3 FINAL CLEANING

A. Execute final cleaning prior to final project assessment.

B. Clean interior and exterior glass, surfaces exposed to view; remove temporary labels, stains and foreign substances, polish transparent and glossy surfaces, vacuum carpeted and soft surfaces.

C. Clean equipment and fixtures to sanitary condition with cleaning materials appropriate to surface and material being cleaned.

D. Clean debris from roofs, gutters, downspouts, and drainage systems.

E. Clean site; sweep paved areas, rake clean landscaped surfaces.

F. Remove waste and surplus materials, rubbish, and construction facilities from site.

1.4 STARTING OF SYSTEMS

A. Coordinate schedule for start-up of various equipment and systems.

B. Notify Government seven days prior to start-up of each item.

C. Verify each piece of equipment or system has been checked for proper lubrication, drive rotation, belt tension, control sequence, and for conditions which may cause damage.

D. Verify tests, meter readings, and specified electrical characteristics agree with those required by equipment or system manufacturer.

E. Verify wiring and support components for equipment are complete and tested.

F. Execute start-up under supervision of applicable Contractor’s personnel in accordance with manufacturer’s instructions.

G. When specified in individual specification Sections, require manufacturer to provide authorized representative to be present at site to inspect, check, and approve equipment or system installation prior to start-up, and to supervise placing equipment or system in operation.

1.5 DEMONSTRATIONS AND INSTRUCTION

A. Demonstrate operation and maintenance of products to Government’s personnel prior to date of final inspection.

B. Utilize operation and maintenance manuals as basis for instruction. Review contents of manual with Government’s personnel in detail to explain all aspects of operation and maintenance.

C. Demonstrate start-up, operation, control, adjustment, trouble-shooting, servicing, maintenance, and shutdown of each item of equipment at scheduled time at equipment location.

D. Prepare and insert additional data in operations and maintenance manuals when need for additional data becomes apparent during instruction.

E. Required instruction time for each item of equipment and system is specified in individual section sections.

1.6 TESTING, ADJUSTING AND BALANCING

A. Contractor shall engage the services of an independent firm to perform services identified in the individual sections.

B. Reports will be submitted by independent firm to Government indicating observations and results of tests and indicating compliance or non-compliance with requirements of Contract Documents.

1.7 PROTECTING INSTALLED CONSTRUCTION

A. Protect installed Work and provide special protection where specified in individual specification sections.

B. Provide temporary and removable protection for installed products. Control activity in immediate work area to prevent damage.

C. Provide protective coverings at walls, projections, jambs, sills, and soffits of openings.

D. Protect finished floors, stairs, and other surfaces from traffic, dirt, wear, damage, or movement of heavy objects, by protecting with durable sheet materials.

1.8 PROJECT RECORD DOCUMENTS

A. Maintain on site one set of the following record documents; record actual revisions to the

Work:

1. Drawings

2. Specifications.

3. Addenda.

4. Change orders and other modifications to the Contract.

5. Reviewed shop drawings, product data, and samples.

6. Manufacturer’s instruction for assembly, installation, and adjusting.

B. Ensure entries are complete and accurate, enabling future reference by Government.

C. Store record documents separate from documents used for construction.

D. Record information concurrent with construction progress, not less than weekly.

E. Specifications: Legibly mark and record at each product section description of actual products installed, including the following:

1. Manufacturer’s name and product model and number.

2. Product substitutions or alternates utilized.

3. Changes made by Addenda and modifications.

F. Record Drawings and Shop Drawings: Legibly mark each item to record actual construction including:

1. Field changes of dimension and detail.

2. Details not on original Contract drawings.

G. Submit documents to Government prior to submitting final Application for Payment.

1.9 OPERATIONS AND MAINTENANCE DATA

A. Submit data bound in 8-1/2 x 11 inch text pages, three D-side ring binders with durable plastic covers.

B. Prepare binder cover with printed title “OPERATON AND MAINTANCNE

INSTRUCTIONS”, title of project, and subject matter of binder when multiple binders are required.

C. Internally subdivide binder contents with permanent page dividers, logically organized as described below; with tab titling clearly printed under reinforced laminated plastic tabs.

D. Contents: Prepare table of contents for each volume, with each product or system description identified, typed on white paper, in three parts as follows:

1. Part 1: Directory, listing names, addresses, and telephone numbers of Government, Contractor, Subcontractors, and major equipment suppliers.

2. Part 2: Operation and maintenance instructions arranged by system and subdivided by specification section. For each category, identify names, addresses, and telephone numbers of Subcontractors and suppliers. Identify the following:

a. Significant design criteria.

b. List of equipment.

c. Parts list for each component.

d. Operating instruction.

e. Maintenance instructions for equipment and systems.

f. Maintenance instructions for [special] finishes, including recommended cleaning methods and materials, and special precautions identifying detrimental agents.

3. Part 3: Project documents and certificates, including the following:

a. Shop drawings and product data.

b. Air and water balance reports.

c. Certificates.

d. Originals of warranties.

1.10 SPARE PARTS AND MAINTENANCE PRODUCTS

A. Furnish spare parts, maintenance, and extra products in quantities specified in individual specification sections.

B. Deliver to project site and place in location as directed by Government; obtain receipt prior to final payment.

1.11 PRODUCT WARRANTIES AND BONDS

A. Obtain warranties and bonds executed in duplicate ate by responsible subcontractors, suppliers, and manufacturers.

B. Execute and assemble transferable warranty documents and bonds from subcontractors, suppliers, and manufacturers.

C. Submit prior to final Application for Payment.

1.12 MAINTENANCE SERVICE

A. Furnish service and maintenance of components indicated in specification sections for one year from date of Substantial Completion.

SECTION 017419

CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL

1.1 SUMMARY

A. This Section includes administrative and procedural requirements for the following:

1. Salvaging non-hazardous demolition and construction waste.

2. Recycling non-hazardous demolition and construction waste.

3. Disposing of non-hazardous demolition and construction waste.

1.2 DEFINITIONS

A. Construction Waste: Building and site improvement materials and other solid waste resulting from construction, remodeling, renovation, or repair operations. Construction waste includes packaging.

B. Demolition Waste: Building and site improvement materials resulting from demolition of selective demolition operations.

C. Disposal: Removal off-sits of demolition and construction waste for subsequent processing in preparation for reuse.

D. Recycle: Recovery of demolition or construction waste for subsequent processing in preparation for reuse.

E. Salvage: Recovery of demolition or construction waste and subsequent sale or reuse in another facility.

F. Salvage and Reuse: Recovers of demolition or construction waste and subsequent incorporation into the Work.

1.3 PERFORMANCE GOALS

A. Salvage/Recycle Goals: Government’s goal is to salvage and recycle as much non-hazardous demolition and construction waste as possible.

1.4 SUBMITTALS

A. Waste Management Plan: submit plan within 15 days of the date established in the Notice to

Proceed.

B. Records of Donations: Indicate receipt and acceptance of salvageable waste donated to individuals and organizations. Indicate whether organization is tax-exempt.

C. Records of Sales: Indicate receipt and acceptance of salvageable waste sold to individuals and organizations. Indicate whether organization is tax exempt.

D. Recycling and Processing Facility Records: Indicate receipt and acceptance of recyclable waste by recycling and processing facilities licensed to accept them. Include manifests, weight tickets, receipts, and invoices.

E. Landfill and Incinerator Disposal Records: Indicate receipt and acceptance of waste by landfills and incinerator facilities licensed to accept them. Include manifests weight tickets, receipts, and invoices.

1.5 WASTE MANAGEMENT PLAN

A. General: Develop plan consisting of waste identification and waste reduction work plan.

Indicate quantities by weight or volume, but use same units of measure throughout waste management plan.

B. Waste Identification: Indicate anticipated types and quantities of demolition and construction waste generated by the Work. Include estimated quantities and assumptions for estimates.

3.1 PLAN IMPLEMENTATION

A. General: Implement waste management plan as approved by Government. Provide handling, containers, storage, signage, transportation, and other items are required to implement waste management plan during the entire duration of the Contract.

SECTION 02 41 19 - SELECTIVE DEMOLITION

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section Includes:

1. Demolition and removal of selected portions of building or structure.

2. Salvage of existing items to be reused or recycled.

1.3 DEFINITIONS

A. Remove: Detach items from existing construction and legally dispose of them off-site unless indicated to be removed and salvaged or removed and reinstalled.

B. Remove and Reinstall: Detach items from existing construction, prepare for reuse, and reinstall where indicated.

C. Existing to Remain: Existing items of construction that are not to be permanently removed and that are not otherwise indicated to be removed, removed and salvaged, or removed and reinstalled.

1.4 MATERIALS OWNERSHIP

A. Unless otherwise indicated, demolition waste becomes property of Contractor.

B. Historic items, relics, antiques, and similar objects including, but not limited to, cornerstones and their contents, commemorative plaques and tablets, and other items of interest or value to Owner that may be uncovered during demolition remain the property of Owner.

1. Carefully salvage in a manner to prevent damage and promptly return to Owner.

1.5 PREINSTALLATION MEETINGS

A. Predemolition Conference: Conduct conference at Project site.

1. Inspect and discuss condition of construction to be selectively demolished.

2. Review structural load limitations of existing structure.

3. Review and finalize selective demolition schedule and verify availability of materials, demolition personnel, equipment, and facilities needed to make progress and avoid delays.

4. Review requirements of work performed by other trades that rely on substrates exposed by selective demolition operations.

5. Review areas where existing construction is to remain and requires protection.

1.6 INFORMATIONAL SUBMITTALS

A. Proposed Protection Measures: Submit report, including drawings, that indicates the measures proposed for protecting individuals and property , for environmental protection. Indicate proposed locations and construction of barriers.

B. Lead Safe Renovator: Submit copies of Firm's Certifications and Lead Safe Renovator cards for technician working on site.

C. Schedule of Selective Demolition Activities: Indicate the following:

1. Detailed sequence of selective demolition and removal work, with starting and ending dates for each activity. Ensure Owner's on-site operations are uninterrupted.

2. Interruption of utility services. Indicate how long utility services will be interrupted.

3. Coordination for shutoff, capping, and continuation of utility services.

D. Inventory: Submit a list of items to be removed and salvaged and deliver to Owner prior to start of demolition.

E. Predemolition Photographs or Video: Submit before Work begins.

1.7 CLOSEOUT SUBMITTALS

A. Inventory: Submit a list of items that have been removed and salvaged.

1.8 QUALITY ASSURANCE

A. Refrigerant Recovery Technician Qualifications: Certified by an EPA-approved certification program.

1.9 FIELD CONDITIONS

A. Owner will occupy portions of building immediately adjacent to selective demolition area.

Conduct selective demolition so Owner's operations will not be disrupted.

B. Conditions existing at time of inspection for bidding purpose will be maintained by Owner as far as practical.

C. Notify Government of discrepancies between existing conditions and Drawings before proceeding with selective demolition.

D. Hazardous Materials: Lead-based paint.

1. Perform selective demolition using Lead-Safe practices in accordance with EPA requirements for Lead Safe Work.

2. Use only technicians with Lead Safe Renovator certification.

3. If other suspected hazardous materials are encountered, do not disturb; immediately notify Government and Owner. Hazardous materials will be removed by Owner under a separate contract.

E. Storage or sale of removed items or materials on-site is not permitted.

F. Utility Service: Maintain existing utilities indicated to remain in service and protect them against damage during selective demolition operations.

1. Maintain fire-protection facilities in service during selective demolition operations.

1.10 WARRANTY

A. Existing Warranties: Remove, replace, patch, and repair materials and surfaces cut or damaged during selective demolition, by methods and with materials so as not to void existing warranties.

Notify warrantor before proceeding. Existing warranties include the following:

1. EPDM Roofing.

B. Notify warrantor on completion of selective demolition, and obtain documentation verifying that existing system has been inspected and warranty remains in effect. Submit documentation at Project closeout.

PART 2 - PRODUCTS

2.1 PEFORMANCE REQUIREMENTS

A. Regulatory Requirements: Comply with governing EPA notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.

B. Standards: Comply with ANSI/ASSE A10.6 and NFPA 241.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Verify that utilities have been disconnected and capped before starting selective demolition operations.

B. Review record documents of existing construction provided by Owner. Owner does not guarantee that existing conditions are same as those indicated in record documents.

C. Survey existing conditions and correlate with requirements indicated to determine extent of selective demolition required.

D. When unanticipated mechanical, electrical, or structural elements that conflict with intended function or design are encountered, investigate and measure the nature and extent of conflict.

Promptly submit a written report to Government.

E. Survey of Existing Conditions: Record existing conditions by use of preconstruction photographs .

1. Comply with requirements specified in Section 01 32 33 "Photographic Documentation."

2. Inventory and record the condition of items to be removed and salvaged. Provide photographs or video of conditions that might be misconstrued as damage caused by salvage operations.

3. Before selective demolition or removal of existing building elements that will be reproduced or duplicated in final Work, make permanent record of measurements, materials, and construction details required to make exact reproduction.

3.2 UTILITY SERVICES AND MECHANICAL/ELECTRICAL SYSTEMS

A. Existing Services/Systems to Remain: Maintain services/systems indicated to remain and protect them against damage.

1. Comply with requirements for existing services/systems interruptions specified in Section 01 10 00 "Summary."

3.3 PREPARATION

A. Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.

1. Comply with requirements for access and protection specified in Section 01 50 00 "Temporary Facilities and Controls."

B. Temporary Facilities: Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.

1. Provide protection to ensure safe passage of people around selective demolition area and to and from occupied portions of building.

2. Provide temporary weather protection, during interval between selective demolition of existing construction on exterior surfaces and new construction, to prevent water leakage and damage to structure and interior areas.

3. Protect walls, ceilings, floors, and other existing finish work that are to remain or that are exposed during selective demolition operations.

4. Cover and protect furniture, furnishings, and equipment that have not been removed.

5. Comply with requirements for temporary enclosures, dust control, heating, and cooling specified in Section 01 50 00 "Temporary Facilities and Controls."

3.4 SELECTIVE DEMOLITION, GENERAL

A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations and as follows:

1. Proceed with selective demolition systematically, from higher to lower level. Complete selective demolition operations above each floor or tier before disturbing supporting members on the next lower level.

2. Neatly cut openings and holes plumb, square, and true to dimensions required. Use cutting methods least likely to damage construction to remain or adjoining construction.

Use hand tools or small power tools designed for sawing or grinding, not hammering and chopping, to minimize disturbance of adjacent surfaces. Temporarily cover openings to remain.

3. Cut or drill from the exposed or finished side into concealed surfaces to avoid marring existing finished surfaces.

4. Remove decayed, vermin-infested, or otherwise dangerous or unsuitable materials and promptly dispose of off-site.

5. Locate selective demolition equipment and remove debris and materials so as not to impose excessive loads on supporting walls, floors, or framing.

6. Dispose of demolished items and materials promptly.

B. Reuse of Building Elements: Do not demolish building elements beyond what is indicated on Drawings without Government's approval.

C. Removed and Reinstalled Items:

1. Clean and repair items to functional condition adequate for intended reuse.

2. Pack or crate items after cleaning and repairing. Identify contents of containers.

3. Protect items from damage during transport and storage.

4. Reinstall items in locations indicated. Comply with installation requirements for new materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use indicated.

5. Light Fixtures: Remove existing light fixtures and re-install same fixture or new fixture (furnished by Owner) as directed by Owner.

D. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by Government, items may be removed to a suitable, protected storage location during selective demolition and cleaned and reinstalled in their original locations after selective demolition operations are complete.

3.5 SELECTIVE DEMOLITION PROCEDURES FOR SPECIFIC MATERIALS

A. Roofing: Remove no more existing roofing than what can be covered in one day by new roofing and so that building interior remains watertight and weathertight. See Section 07 53 23 for new roofing requirements.

1. Remove existing roof membrane, flashings, copings, and roof accessories.

2. Remove existing roofing system down to substrate.

3.6 DISPOSAL OF DEMOLISHED MATERIALS

A. General: Except for items or materials indicated to be recycled, reused, salvaged, reinstalled, or otherwise indicated to remain Owner's property, remove demolished materials from Project site.

1. Do not allow demolished materials to accumulate on-site.

2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.

3. Remove debris from elevated portions of building by chute, hoist, or other device that will convey debris to grade level in a controlled descent.

4. Comply with requirements specified in Section 01 74 19 "Construction Waste Management and Disposal."

B. Burning: Do not burn demolished materials.

C. Disposal: Transport demolished materials off Owner's property and legally dispose of them.

3.7 CLEANING

A. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.
