About this file
This is Amendment 0002 to Solicitation 12639526Q0076, issued by USDA APHIS on July 17, 2026, establishing key deadlines and incorporating a revised Statement of Work for HVAC replacement at the NWRC Utah Field Station.
The solicitation closing date is August 14, 2026, with a mandatory site visit scheduled for August 5, 2026, at 1 p.m. MT at 4200 S 600 E Cache County Road, Millville, UT 84322-5295. The Statement of Work requires removal of old HVAC equipment and installation of new systems at the National Wildlife Research Center's Utah Field Station administrative building. Key work includes: replacing five VAVs for offices with new 3-way hot water control valves and controllers; upgrading 11 zone heaters for labs and surgery areas; overhauling three Air Handling Units (AHU 1 for labs, AHU 2 for surgery, AHU 3 serving office VAVs) with new fan components, sensors, damper actuators, freeze-stats, and controls; redesigning the hot water system to remove existing five pumps, glycol loop, heat exchanger, and steam humidifier while installing two new hot-water pumps in duty/standby configuration with simplified primary loop piping, new expansion tank, and chemical pot feeder; and installing a new JACE-9000 Niagara front-end control system with 3-D floorplan graphics, touchscreen interface, and on-site personnel training. The work involves converting AHU 1 and AHU 2 from multi-zone to single-zone operation, flushing glycol from their heating coils, and installing Variable Frequency Drives on AHU 3 supply and return fans for improved efficiency and flow control.

STATEMENT OF WORK
Utah Field Station HVAC
PROJECT TITLE
Removal of Old HVAC and Installation of New at the NWRC Utah Field Station.
BACKGROUND
The National Wildlife Research Center’s Utah Field Station needs to replace old HVAC equipment from the administrative building and install new HVAC. This will allow for more control of the climate inside the building, ease of maintenance, and enhanced productivity.
Additionally, this was identified as a need during our most recent inspection by the Institutional Animal Care and use Committee, as animals are occasionally temporarily house inside the building for quarantine and/or medical procedures.
LOCATION
USDA APHIS National Wildlife Research Center Predator Ecology and Behavior Project 4200 S 600 E Cache County Road Millville, UT 84322-5295
CURRENT STATE OF EQUIPMENT
Five VAVs for offices
There are many leaks in the building coming from the control valves and gate valves. Several of the control valves do not work at all. The controllers on the VAVs are dated. The dampers are in working order.
11 Zone Heaters for Labs and Surgery
There are many leaks in the building coming from the control valves and gate valves. Several of the control valves do not work at all.
AHU 1 (Lab)
Fan belt and pulleys are very worn, causing fan belt to come off and lose airflow. Hot water pump is seized, preventing heat operation. Unit is missing several sensors needed for correct operation. Unit is designed for lots of fresh air, requiring glycol-filled heating coils to prevent freezing. Damper actuators are not working correctly. The unit itself is in good shape, just the peripherals need attention.
AHU 2 (Surgery Area)
Fan belt and pulleys are worn. Unit is missing several sensors needed for correct operation. Unit is designed for lots of fresh air, requiring glycol-filled heating coils to prevent freezing. Damper actuators are not working correctly. The unit itself is in good shape, just the peripherals need attention.
AHU 3 (Variable Air Volume unit Serving Office VAVs)
Fan belts and pulleys are worn. Supply and return fans have inlet guide vanes to control air volume. The guide vanes are closed and not responsive on both fans. The closed guide vanes are causing the unit to freeze up. The condensing unit is also slightly low on charge, not enough to suspect a leak. The condensing unit is a single-stage unit on a variable air volume air handler.
This will likely cause cooling issues during periods of low cooling load. Condensing unit should be a multistage or variable capacity unit for proper operation. Head pressure / fan cycling controls may be required for low-load operation. The unit itself is in good shape, just the peripherals need attention.
Hot Water System
The hot water system has many issues. None of the pumps have standby pumps. The 2-way valve on the suction side of the Glycol HX Supply Pump should not be there. If this valve throttles down, it starves the pump. The piping layout of the Glycol HX Supply Loop, and the VAV/Zone Coil loops cause the boiler to lose water flow when the loop temperatures start to satisfy. The control valves do not operate. The boiler is in good condition.
SYSTEM REQUIREMENTS
Surgery area and labs are no longer used as they were originally designed. Change the design and operation of the equipment controls and hot water piping as follows:
Mechanical Room
- Remove the five pumps and piping, glycol loop and heat exchanger, steam humidifier, air compressor, vacuum unit, air dryers, and related piping and components. Boiler remains as this is in good condition.
- Install two new hot-water pumps in duty/standby configuration for redundancy and reliability. Install new hot water loop piping as a simple, single primary loop. All water will flow through the boiler to prevent low flow issues. All heating coils will be converted to 3-way valves in parallel configuration, so the overall flow of the hot water loop is unchanged as the heating load changes. Install new ground-level bladder-style expansion tank. Install new chemical pot feeder with integral filter. Flush the glycol out of AHUs 1 and 2 and connect the coils to the primary hot water loop. Install new controls with standard programming in the existing panels to match new plant design.
AHU 1 (Lab)
Convert unit to single-zone operation with one or two zone sensors measuring an average reading between the two major areas. Disconnect the zone heating coils from the hot water loop.
Use the AHU heating coil as the source of heat. Install all new sensors and damper actuators.
Replace fan belt and pulleys. Install freeze-stat and averaging mixed air temp sensor. Install new controls with standard programming in existing panels. Install new control valve for heating operation.
AHU 2 (Surgery)
Convert unit to single zone operation with one zone sensor in the major area.
AHU 3 (Office VAVs)
Install head pressure fan cycle switch on condenser unit for low ambient/load conditions.
Replace fan belts and pulleys for supply and return fans. Replace broken damper actuators.
Install all new sensors. Install new freeze-stat and averaging mixed air temp sensor. Install new duct pressure transducer. Fix/block open the inlet guide vanes to the open position and install Variable Frequency Drives on the fan motors for better flow control and efficiency. Remove starters for fans (VFDs will take place of starters). Install new controls with standard programming in existing panels.
VAVs (five units serving office areas)
Install new 3-way hot water control valves. Address any additional leaks found and replace isolation valves with ball valves. Install new VAV controllers and zone sensors with up/down temp adjustment.
Front End Control System
Install new JACE-9000 Niagara front end system in new panel with UPS backup. Create 3-D floorplan graphics of the building. Create new graphics for all equipment with simple to use and navigate interface. Install touchscreen panel for easy access and operation. Create simple scheduling interface for building. Train on-site personnel on usage of new system.
