RE: Puerto Rico Department of Agriculture Building 3 Renovation Dorado // Solicitation 12639524R0038 // Inquiries

Mr. Roloff, We would appreciate your assistance with the following inquiries regarding the referenced solicitation above:

1. Existing Roof Treatment Warranty – Could the Government confirm the name of the company and the point of contact for the existing roof treatment? Must the Contractor use the same subcontractor to install or repair the roof treatment?

a. Response: The roofing material information is provided in “Reference D – FEMA Submittals” provided; the roof warranty was to be included after Specification Section 07 52 00 in the specs but was let out. The re-roof warranty is provided as “Reference E – Reroof Warranty”, attached.

i. Section 07 52 00-1.10 notes that a revision or an amendment to the standard membrane manufacturer warranty. This could require the use of the installing contractor or can be taken over by a new contractor performing the new work.

ii. The current roofing warranty via Codam Construction was initiated on September 16, 2021, with a 5-year duration (Reference E). USDA’s standards require a 20-year warranty which should be pursued per specification.

iii. PRDA has not provided any update on warranty status for the re-work noted in the Drawings, or if there is any change to the warranty.

iv. Reference E – Reroof Warranty will be issued in Addendum 01 (date TBD).

2. Permits- Which of the following permits are required for this project?

a. Construction Permit? Response: Yes.

b. Categorical Exclusion? Response: Yes.

c. Consolidated Permit? Response: No.

3. [Section 01 30 00] 1.6.1 Superintendent Qualifications: For projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.00 10 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section. Could the Government confirm whether the Superintendent is permitted to also serve as the QC Manager for this project?

a. Response: Per Specification Section 01 45 00.00 20 – 1.5.1.1, “…the QC Manager may perform the duties of Project Superintendent.” This allows the Superintendent and the QC Manager to be the same person/role.

4. Fire Alarm – Drawing FA-001 has an incomplete legend for the Fire Alarm Notification Symbols.

Could the Government provide the complete legend?

a. Response: There are 2 Fire Alarm symbols that were omitted from the Legend. These are clarified below. Sheet FA-001 will be reissued in Bid Addendum 01 (date TBD).

5. In Drawing A-602, the window schedule mentions window type 3. Could the Government confirm the location where window type 3 needs to be installed?

a. Response: Window Type 3 is noted between Lab 125 and Lab 129, shown on Sheet A- 143A, Keynote #10.

6. On drawing A-133 for Lab 116 is specified note 5 to install new window. Could the Government confirm the window type?

7. On drawing A-133 specifies the installation of window type 4, noting that the existing wall must be upgraded to a 1-hour fire-rated barrier. Could the Government provide details on the existing wall upgrade?

a. Response: The existing wall is full-height 6” CMU, so it already meets the construction of a 1-hour fire barrier. Existing and new penetrations through the wall need to be sealed per the requirements of Specification 07 84 00 FIRESTOPPING.
