DESCRIPTION/SPECIFICATIONS/WORKSTATEMENT
DIVISION 100 - GENERAL SPECIFICATIONS
101 – Statement of Work
The Contractor shall provide any and all equipment, labor, materials, tools, supervision, equipment including safety and other incidentals necessary to perform all work for the maintenance activities located within the boundaries of the Savannah River Site (SRS), including all road easements and rights of way on the SRS and soil and water restoration projects, in accordance with the specification, exhibits and clauses contained or referenced herein. Individual task to be performed will be of individual task orders against an indefinite delivery/ indefinite quantity contract. This Statement of Work will consist of the tasks as described in Activity Codes 210 through 370. Contractor shall start work within 14 calendar days for non-emergencies and 3 calendar days for emergencies after receipt of award.
101A – Site Location
The Savannah River Site (SRS) project is located as shown on the enclosed map which is located 4 miles south of New Ellenton SC. Roads which may be designated to receive maintenance under this contract are secondary roads under the jurisdiction of the USDA Forest Service, Savannah River. Work to be performed under this contract is comprised of various maintenance activities as listed in the Schedule of Items and in accordance with the Technical Specification - Division 200.
102 - Schedule of Work
Task orders may be placed throughout the contract period. However, primary orders for services will be placed at the beginning of each month throughout the duration of the contract. Refer to Sections B, F and I of this contract for ordering procedures and restrictions. Task orders issued by the Government will detail the areas to be serviced, the services to be provided and order in which performance is required. Actual quantities of services ordered will depend upon existing conditions at the time of the Government inspection.
A list of road names and numbers will be delivered to the Contractor after award of the contract. The Contractor will be required to maintain any of the secondary roads or other maintenance activity on the SRS during the contract period. A number of high traffic volume secondary roads will require recurrent maintenance/blading on a more frequent basis dependent on weather conditions and traffic pattern at various times of the year.
Prior to beginning work, the Contractor is responsible for identifying appropriate commercial sources of material except where a specific source for a particular material is identified on the Contract Plans or Contract.
103 - Emergency Response Time
In the event of emergency maintenance needs which fall outside the task order specified for the task order period, the Contractor must be able to respond to oral or telecommunicated orders under this contract within 24 hours. Such orders will be issued by the Contracting Officer and/or COR and will be confirmed by a written task order issued by the Contracting Officer. The Contractor will receive compensation for the cost to mobilize equipment to the response location at the rate specified in the Schedule of Items. See Activity Code 280 - Emergency Equipment Movement of this contract for further details.
104 - Superintendence by the Contractor
At all times during the performance of the contract and until the work is completed and accepted, the Contractor shall directly supervise the work or assign and have on the work site a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The superintendent shall be designated in writing to the Contracting Officer prior to the commencement of work on the first task order. This individual shall be able to read, speak and understand English.
105 - Equipment Requirements and Transportation
All equipment proposed to be used for performance of the work shall be of the size, type, number and in such condition to properly pursue the requirements of this contract. Grading equipment must be capable of cutting, crowning, and shaping operations necessary to meet the requirements of Activity Codes applicable in the technical (performance standards) requirements and Typical Section Drawings.
The Contractor's proposed equipment shall be made available for inspection prior to award of the contract. If at any time during the course of this contract the equipment is deemed unsatisfactory, the Contracting Officer may order removal and may require a satisfactory replacement, at Contractor's expense. Replacement equipment, if ordered, is to be onsite and working within 48 hours.
Any movement or transportation of equipment to or from work areas required to pursue the work in the Task order, to repair or replace equipment, or for the Contractor's convenience shall be at the Contractor's expense.
106 - Public Safety and Traffic Control
The Contractor shall exercise caution and care while pursuing the work to prevent unnecessary conflict with, or potential hazards to, road users or others within the work area.
The Contractor is to pursue all work on site in accordance with all Federal, State and Local laws governing the transportation and work being performed.
The Contractor shall erect warning signs in advance to any place on the project where operations may interfere with the use of the road or trail by traffic and at all intermediate points, where the new work crosses or coincides with an existing road or trail. The Contractor will post warning signs on each end of the section of road being worked. Signs are to be of the size, quantity, and colors as required in the current edition of the "Manual on Uniform Traffic Control Devises", (MUTCD). A copy of MUTCD is located at the SRFS Engineering Building and may be made available to the Contractor for in office reference on request. These signs shall be moved as needed to properly delineate and identify the section of the road being maintained. At no time shall these signs be more than two miles from operating equipment and shall be in placed only when road equipment or persons are performing operations. All slow moving equipment is to have a reflectorized "slow moving" vehicle emblem properly attached.
All work requiring closure of a road must be scheduled and approved by the Contracting Officer's Representative (COR) in writing prior to the commencement of that portion of work. All work is to be scheduled so that at the end of a working day, the road is passable for the type of traffic normally using the road. If for any reason traffic hazards (segments of unfinished work which may present a hazard to road users, such as rolls of surface material, berms on the shoulder, etc.) are left in or adjacent to the road after normal working hours, the work is to be properly signed as hazardous and visibly illuminated at night.
107 - Site Travel Restriction
The Contractor's movement on the existing transportation system of the SRS is restricted due to limited security access points onto and within the SRS. These access points have various times of operation and protocols to be followed in order to gain access on to site A map will be provided to the Contractor upon award of the contract to delineate the SRS boundary restrictions and alternate routing necessary to accomplish the task orders.
108 – Documentation
1. Accomplishment Reports
The Contractor shall maintain records of accomplishments using the Activities Schedule/Accomplishment Report form. These records are to be delivered to the COR monthly with an invoice for the services rendered that month and shall become the property of the Government. No payment will be made prior to receipt of these records and acceptance of the work performed.
2. Quality Control Plan
The Contractor shall submit to the CO, a Quality Control Plan (QCP), that will detail the methods the Contractor will perform self-inspection to ensure the requirements of this contract are performed in accordance with the contract documents. The QCP shall at a minimum record the reference task order, location, frequency, type of test and resulting outcome. QCPs shall be submitted with the Accomplishment Report and no payment will be made prior to receipt of these records and acceptance of the work performed.
109- Quality Assurance Surveillance Plan
This Quality Assurance Surveillance Plan (QASP) has been developed pursuant to the requirements of the Performance Work Statement (PWS) for this contract. This plan sets forth procedures and guidelines that will be used in evaluating the technical performance of the Contractor.
PURPOSE OF THE QASP
1. The QASP is intended to accomplish the following:
a. Define the roles and responsibilities of participating government officials and the contractor;
b. Define the types of work to be performed;
c. Describe the evaluation methods that will be employed by the government in assessing the contractor’s performance;
d. Provide copies of Government quality assurance monitoring forms that will be used by the government in documenting and evaluating the contractor’s performance;
e. Describe the process of performance documentation
2. The contractor is responsible for performing inspection services pursuant to the inspection clause and for providing and maintaining the inspection forms approved by the government to perform the contractor’s inspection services.
ROLES AND RESPONSIBILITIES OF GOVERNMENT OFFICIALS
The following government officials will participate in assessing the quality of the contractor’s performance. Their roles and responsibilities are described as follows:

The Contracting Officer’s Representative (COR) is responsible for monitoring, assessing, recording, and reporting on the technical performance of the contractor on the schedule of inspections submitted by the contractor and approved by the government. The COR will have primary responsibility for completing “Quality Assurance Monitoring Forms” which will be used to document the inspection and evaluation of the contractor’s work performance.
4. The contracting officer (CO) will have overall responsibility for overseeing the contractor’s performance. The CO will also be responsible for the day-to-day monitoring of the contractor’s performance in the areas of contract compliance, contract administration, cost control, and property control; reviewing the COR’s assessment of the contractor’s performance; and resolving all differences between the COR’s version and the contractor’s version.
TYPES OF WORK TO BE PERFORMED/SCHEDULE OF INSPECTIONS
This contract calls for the contractor to perform the following tasks and subtasks and to perform inspections at the completion of the tasks/subtasks as a minimum and/or for intermediate inspections as determined at contract award by the COR/CO based upon accepted Contractor’s quality assurance program submitted as part of evaluation criteria.

METHODS OF SURVEILLANCE
1. The government, through its COR, will be monitoring the contractor’s performance on a continuous basis. The method the government will use is 100% inspection of the contractor’s inspection results. The government COR will perform periodic independent inspections after the contractor has performed their inspection if questions develop regarding the results of the contractors inspections. For results of the independent inspections that differ from the results noted by the contractor on their inspections, the costs thereof for the re-inspection costs will be assessed against the contractor. The contractor shall be required to rework the effort until the performance standard is achieved.
2. Inspections will be performed to the schedule submitted by the contractor’s Quality Control Plan and approved by the government. Variances from the schedule must be pre-approved by the CO.
E. QUALITY ASSURANCE FORMS AND REPORT
1. The COR will use one quality assurance monitoring form to document and evaluate the contractor’s performance under the contract. The form when completed will document the COR’s understanding of what the contractor was supposed to do, what was actually done, and the impact or consequences of what was done.
2. The COR will judge each event in accordance with the performance standards and performance requirements stated in the Quality/Performance Requirements stated in the contract in the performance requirement summary.
3. The COR must substantiate all tasks which he judges to be indicative of “unacceptable” performance. Performance at the “acceptable” level is expected and need not be substantiated
4. The contractor shall furnish to the COR copies of all inspection forms generated witnessing inspections performed. The COR will forward copies of all completed QA monitoring forms to the CO. The contractor is required to respond in writing to any negative QA monitoring form(s) within 5 working days after receipt of the form(s)
F. ANALYSIS OF SURVEILLANCE RESULTS
1. The contract service requirements are summarized in the PRS and relate directly to required services. The performance standard briefly describes the minimally acceptable levels of service required for each item. The PRS and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of contractor performance and the expected method of Government surveillance. Procedures as set forth in FAR 52.212-4(a) Contract Terms and Conditions – Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

112 – Submittals
Submittals shall include the following unless otherwise required in the specification:

3. Names of Contractor, subcontractor, supplier, and manufacturer.
4. Specifications section number.
5. Field dimensions and relation to adjacent structures.
6. Applicable standards such as ASTM or Federal Specifications.
7. Contractor's stamp, initial or signature, certifying the review of submittal, verification of field measurements and compliance with contract documents. Provide all submittals within 14 calendar days of contract award unless otherwise required by the specification.

113 – Local Disposal Sites
If debris are encountered in the maintenance (i.e.; metals) and other waste materials generated in the maintenance (cartons, scrap, etc.), notify the CO, unless other disposal means are authorized in the Schedule of Items, Specifications, Plans, or by the Contracting Officer.
114– Hazardous Conditions Safety Plan
The following conditions have been identified as inherently hazardous to a degree that failure to take the proper precautions could lead to serious injury or loss of life. This listing shall not be construed as all inclusive. The Contractor shall provide a written job-specific hazard analysis and safety plan that addresses and conforms to the requirements of 29 CFR 1910 and 1926 and the clause entitled Accident Prevention (FAR 52.236-13) included herein. Appropriate actions shall be taken by the Contractor to implement this plan during performance and to take any and all other necessary steps to mitigate the dangers from hazards.

SECTION 200 - PERFORMANCE STANDARDS
ACTIVITY CODE: 210 - BLADING ROADS
BLADING AGGREGATE SURFACED ROADS
Maintenance Requirements
210.01(A) - Blading operations are to be done over the entire riding surface in order to remove, by cutting out, all ruts, potholes, corrugations and berms. All suitable dislodged aggregate shall be smoothly redistributed over the entire riding surface to produce the proper cross slope or crown at 1/4” to ½” per foot, or as specified. Road structural terms are illustrated on Typical Section drawings attached.
Traveled way surfaces may be insloped (toward the cut slope), outsloped (toward the embankment), or crowned (highest point near or at the road center sloping to both sides).
Elimination of all ruts, potholes, corrugations and berms. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. High grading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.
Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill.
Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road.
Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or insloped except on curves where crown is omitted. Road cross sections shall slope uniformly both ways from crown apex to shoulders at a minimum blade of 2 percent and a maximum blade of 6 percent.
210.02(A) - Aggregate surfacing which has been worked onto road shoulders by traffic maintenance activities are to be reclaimed and smoothly redistributed over the entire riding surface. Riding surface widths are to be perpetuated as existing. Dips and swales designated to control surface drainage are to be maintained. No undercutting of road surface nor material berms will be allowed. Assure proper road crowns and surface drainage after all operations.
At the conclusion of the grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge greater than 1” of any material shall be left along either shoulder of the roadbed unless directed by the Contracting Officer or designated representative.
210.03(A) - Usual amounts of grass, leaf litter or pine straw is to be smoothly spread within the riding surface after sufficient movement to sift out surface aggregate. Where grass, leaf litter or pine straw is excessive, as determined by the COR, this material will be piled in spots along the road shoulder and left to decay. Care must be taken to insure this material does not interfere with surface drainage nor present a safety hazard. Any such material is to be reclaimed in subsequent bladings and smoothly spread within the riding surface.
210.04(A) - Blading operations are to be conducted as required to remove surface material and accumulated debris from bridge decks. Care is to be exercised to not damage any part of the bridge. All material shall be smoothly redistributed over the riding surface at the bridge approaches.
210.05(A) - Loose rocks protruding three inches or more above the graded surface will be removed. It is permissible to waste these rocks off the riding surface but away from ditch lines.
210.06(A) – Lead off and wing ditches are to be cleaned and reshaped to provide drainage away from the roadway and are incidental to the blading operations. Material excavated from these ditches is not to be reclaimed onto the roadway.
210.07(A) Lead off and wing ditches, designated by the Contracting Officer, are to be cleaned and reshaped to provide drainage away from the roadway. Material excavated from these ditches is not to be reclaimed onto the roadway.
Lead off and wing ditches will be measured if they extend over 100 feet and will be measured as ½ of a tenth of a mile, otherwise each designated lead off or wing ditch will be considered to be incidental to the pay item.
Soil Moisture Conditions
210.10(A) - Suitable moisture conditions for surface blading shall be from 10 - 15 percent by weight. Unless authorized by the COR, no surface blading shall be performed while moisture content is outside this range. If conditions are too dry, the Contractor may provide water to increase moisture content at their own expense. It will be at the Government option to authorize additional water to increase moisture content using under Activity Activity Code: 260 - Dust Abatement when blading is considered critical and is placed on the individual task order. If moisture conditions are too dry or wet, the Contractor will not be required to meet the requirements of prosecution of work under section F.
BLADING NATIVE SURFACED ROADS
Maintenance Requirements
210.01(B) Blading operations are to be done over the entire riding surface in order to remove, by cutting out, ruts, potholes, corrugations and berms. All suitable dislodged material shall be smoothly redistributed over the entire traveled way to produce proper cross slope or crown at 1/4” to ½” per foot, or as specified.

210.02(B) Elimination of all ruts, potholes, corrugations and berms. These defects shall be repaired by scarifying or cutting to the bottom of such defects to provide for uniform compaction of roadbed material. High grading, or any method which merely fills depressions with loose material, does not eliminate the defect or provide for uniform compaction and is therefore not acceptable.
210.03(B) Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill.

ROAD SURFACE MAINTENANCE – UTILIZING “SMOOTHING” (DRAGGING)
210.01(C) The surface or the road is smoothed by dragging using enough pressure on the blade to smooth the surface and drag excess material across the surface.
210.02(C) Surface maintenance operations are to be done over the entire riding surface in order to remove ruts, potholes, corrugations and berms. All suitable dislodged material shall be smoothly redistributed over the entire traveled way to produce proper cross slope or crown at 1/4” to ½” per foot, or as specified.
210.03(C) Large rock or organic material removed from drainage facilities during cleaning process shall not be used as fill.
210.04(C) Existing drainage dips shall be cleaned and the outslope grade restored to equal or exceed the gradient of the road. Sections of roads constructed with a roadside ditch shall be bladed and reshaped to maintain crown at centerline of the roadbed, or insloped except on curves where crown is omitted. Road cross sections shall slope uniformly both ways from crown apex to shoulders at a minimum blade of 2 percent and a maximum blade of 6 percent.
Method of Measurement
Measurement shall be made to the nearest tenth of a mile using an odometer calibrated over a measured mile.
Basis of Payment
Payment shall be made for all work of this activity, inspected and accepted, in accordance with the following pay item and the bid unit price.

ACTIVITY CODE: 220 - SPOT ROAD AND AGGREGATE SURFACE REPAIRS
220.01 - This activity consists of replacement of road segments and aggregate surfaces lost due to surface failure, traffic wear or erosion. The work includes preparation of the existing roadbed, furnishing, loading, hauling and spreading borrow and aggregate material, necessary compaction of borrow and finished blading, as described in each task order. The task order will delineate the location of the necessary work and establish quantities of work required.
220.02 - Road segments requiring borrow material shall have the borrow material deposited in the section being worked, mixed when required and shaped to achieve proper grade, thickness, and template as directed by the COR. Insure all borrow material placed is fully compacted equal to existing undisturbed road bed and/or the compaction is achieved by running hauling and spreading equipment over road segment until no visible deflection of the fill occurs. Shape the borrow to match into the existing roadbed template to provide for a smooth transition from the beginning to the end of the road segment being worked.
220.03 - Surface replacement for road segments shall be performed by cutting out, all damaged areas of the surface, and working aggregate material smoothly over the entire riding surface width. Avoid disturbing base or subgrade material during the placement of aggregate material. All roads to receive aggregate surfacing shall have the new aggregate deposited in the section being worked, mixed when required, and shaped to achieve proper grade, thickness and template as directed by the COR. Aggregate surface material shall not be allowed to remain in ditch lines. Aggregate surface material shall be compacted by operating the hauling and spreading equipment over the full width of each layer of aggregate (see Section 220.02). The entire area being worked shall be finish bladed in accordance with Activity Code 210.
220.04 - Contractor is to provide and place crushed aggregate for spot surface repairs. The Contractor will deliver the crushed aggregate to the location of spot repair and provide weigh tickets for each delivery in accordance with Method of Measurements.
Material
Borrow Material - Government Furnished
220.05 - Contractor will deliver to the location of restoration, borrow material for installation of embankments. Contractor will be allowed to utilize the borrow material from the available borrow sites located on the SRS approved by the Government. (See the attached borrow site source map for locations). The borrow pit is a developed source presently used by other entities on site. The borrow material is sandy-clay in nature with truck access into each pit. The Contractor will be required to maintain the side-slopes of the borrow excavation to a 1V:2H or flatter and insure the site properly drains when completed with the task order period. The contractor may be required to pit blend overburden with clay as directed by the COR.
Select Borrow Material - Contractor Furnished
220.06 - Contractor will deliver to the location of restoration borrow material used for embankment repair that is obtained from outside the roadway prism. Borrow excavation includes select borrow for roadway embankments repairs. Material shall be from a commercial source off site. The material is to be free from chunks of clay, vegetative matter or other foreign material. The select borrow material source is to be approved by the C.O..
220.07 – Select Borrow material to be furnished by the Contractor shall be suitable, well-graded material conforming to the following:

ACTIVITY CODE: 230 - CLEAN AND RESHAPE DITCHES
230.01 - All ditches are to be maintained in their original location and at a grade required to ensure proper drainage. Ditches are to be shaped as shown on the Exhibit D ( Section J), unless otherwise directed by the COR. Drainage structures and road appurtenances are not to be damaged during this operation and the Contractor will be responsible for any damage that occurs from this operation. Handwork required to properly connect ditch flow lines to drainage structure inlets is considered a part of this activity.
Road Ditches
230.02 - All suitable material, having the same character as the road surface, excavated through this activity is to be reclaimed and used within the riding surface. Unsuitable material is to be spread along back slopes or fill slopes to assure road surface drainage and prevent unsuitable material from being pulled onto riding surfaces. Following this work the riding surface may be bladed in accordance with Activity Code 210 and payment for blading will be made under pay item 210(01)A, 210.(01)B, or 210.(01)C.
Lead Off and Wing Ditches
230.03 - Lead off and wing ditches, designated by the Contracting Officer, are to be cleaned and reshaped to provide drainage away from the roadway. Material excavated from these ditches is not to be reclaimed onto the roadway.
Cleaning of Culverts
230.04 - Culverts associated with road and lead off ditches included in this contract are to be cleaned of dirt, silt, rock, debris and vegetative matter for a minimum distance of 3 feet into and away from the inlet and outlet ends of each culvert. Material extracted from around the ends of the culvert is to be spread off of the roadway and away from ditch lines. This work is considered to be incidental to this activity and will not have a separate pay item.
Seed and Fertilizer
230.05 - All ditch lines and other areas disturbed through this activity may be seeded and fertilized, as directed by the COR, in accordance with Activity Code 240 of this contract and payment for seed and fertilizer will be made under pay item 240(01).
Road ditches will be measured to the nearest tenth of a mile, using an odometer calibrated over a measured mile. Measurement will be made for each side of the road. Lead off and wing ditches will be measured if they extend over 100 feet and will be measured as ½ of a tenth of a mile, otherwise each designated lead off or wing ditch will be considered to be incidental to the pay item.

ACTIVITY CODE: 240 - SEED AND FERTILIZER
240.01 - This shall consist of preparing seedbeds and furnishing and placing required seed and fertilizer. Seed and fertilizer will be applied with approved mechanical seeding equipment such as: seed drills, landscape seeders, no-till-drill, cultipacker seeders, fertilizer spreaders or hand operated seeders. Areas to be seeded are to be scarified to a minimum depth of 2" prior to application. Rocks larger than 6 inches, trash or other debris that interfere with the seeding operation are to be removed. Seed and fertilizer are to be applied separately, with the fertilizer being applied first. Both are then to be incorporated into areas by dragging. Dragging equipment and method are to be approved by the Contracting Officer.
Fertilizer
240.02 - Fertilizer is to be homogenized or blended and is to provide the following minimum percentages of available nutrients - 10% Nitrogen, 10% Potassium and 10% Phosphorus. It is to be furnished in new, clean sealed containers with the name, weight and guaranteed analysis of contents clearly marked. If fertilizer is supplied in bulk it shall be certified to meet these nutrient requirements. Fertilizer is to be applied uniformly at a rate of 500 pounds per acre.
Seed
240.03 - All seed is to be furnished separately or in a mixture in unopened containers with the following:

Mulch
240.05 - Straw hay shall be approved herbaceous mowings free of noxious weeds, mold or other objectionable material. Straw hay is to be air dried, fairly light in color and not musty, caked or otherwise of low quality. Mulch is to be applied at a rate of 4000 pounds per acre and is to be applied no later than two days after seeding operations are complete. The Contractor will stabilize the mulch so it will not be blown or washed away from applied surfaces.
240.06 - Mulch is to be applied to areas of soil disturbance or seeded areas as directed by the COR and noted on the task order. Not all areas seeded will necessarily require mulch application under this activity code.
240.07 - The Contractor may substitute the dry mulch method above with hydromulch application upon written submittal to CO of materials and rates of application to be used. Approval must be in writing from the CO prior to the start of any hydromulching operation by the Contractor.
Application of seed, fertilizer and mulch will be measured by longitudinal and lateral measurements to the nearest foot and converted to the nearest tenth of an acre.

ACTIVITY CODE: 250 - HAZARD TREE REMOVAL
250.01 - This activity consists of two types of activities: (1) removing trees which have fallen into the road's traveled way, and (2) cutting and removing potentially hazardous standing dead or leaning trees in close proximity to the road's traveled way. The Government reserves the right to remove trees which have fallen into road's traveled way by its own employees. All trees for removal under this activity are to be designated by the COR.
250.02 - The Contractor is to remove all trees with a base diameter of 4" or larger which have fallen into the traveled way. The tree is to be removed by means determined by the Contractor as most beneficial to his/her operation so long as this does not damage adjacent trees. The tree is to be moved outside of the road right of way.
250.03 - The Contractor is to remove potentially hazardous dead or leaning trees in close proximity to road right of ways. Care is to be taken to avoid damage to adjacent trees while felling designated trees. Insure traffic is controlled during the felling. Dispose of hazardous trees outside of right of way and insure the trees are placed and scattered to prevent unsightly slash concentrations.

ACTIVITY CODE: 260 - DUST ABATEMENT
260.01 - This activity consists of watering aggregate surfaced roads during certain times of the year to control dust thrown from vehicular traffic. Water will be available from the designated water sources (see map) at no cost to the Contractor. Water spread rates is 2000 gallons per mile and 20 feet per pass. Watering may be required for any road on site necessary to abate dust as determined by the task order and the COR.
260.02 - The Contractor at a minimum will be required to have the ability to provide a minimum of 20,000 gallons of water, at the required spread rates, for various roads on site for each day during the task order period. The Contractor's equipment must have an adjustable spread rate bar for various distribution as determined by the COR.
