About this file
This is a Questions and Answers document for RFQ 12445526Q0054, a small business set-aside solicitation issued by the Department of Agriculture Forest Service for pavement preservation work at the Hidden Springs Ranger District office parking lot in Vienna. The project involves three primary work items: crack sealing using hot-applied sealant for typical cracks measuring 1/4" wide by 1/2" deep (Item 0002), sealcoat application to approximately 53,000 square feet of pavement (Item 0001), and pavement markings totaling 1,600 linear feet including striping layouts and ADA markings as detailed in provided attachments (Item 0003). Surface preparation includes general cleaning and priming of oil spots to prevent bleed-through, with no milling, power washing, or minor asphalt repairs required unless encountered in the field. The work may be completed during a weekend for minimal disruption or during the week with advance notice to Forest Service staff to clear the lot and arrange alternative parking.
Contractors must submit pricing as unit prices and totals for each line item on the provided Schedule of Items (Attachment 01), with the estimated contract value ranging from $25,000 to $100,000. If the award exceeds $35,000, a payment bond or Irrevocable Letter of Credit (100% of award price) is required; performance bonding is not required as the contract value falls below the $150,000 threshold. Site visits are optional but encouraged, with contractors asked to check in at the visitor's center front desk. The solicitation includes AGAR clause 452.211-73 allowing variation in estimated quantities, and warranty is governed by FAR 52.246-21. Key documents referenced include Attachments 1 and 2 (containing scope of work, striping details, and parking lot layout), the Striping Details attachment, and specification section 406.02. Specific key dates and all additional requirements are located in Block 13 of the SF-1442 and pages 15-16 of the solicitation document on SAM.gov.

Power washing or minor asphalt repairs are not expected. | |
| 13 | 4/21/26 | Traffic Control / Site Access: Will full closure of the parking lot be permitted during construction, or should contractors anticipate phased work to maintain access to the facility? | Full closure may be permitted. The COR will need to be notified in advance of start date to clear the lot and for staff to park at a nearby lot for the duration of the project. | |
