About this file

This is a Questions and Answers document for RFQ 12445526Q0054, a Small Business Set-Aside solicitation issued by the Department of Agriculture Forest Service for pavement preservation work at the Shawnee National Forest Vienna Parking Lot (Hidden Springs Ranger District office). The work includes crack sealing, sealcoat application, and pavement markings totaling approximately 53,000 square feet of fog seal, with 1,600 linear feet of striping and hot-applied crack sealing for typical 1/4" wide by 1/2" deep cracks.

Contractors must submit unit prices and totals for each line item on the provided Schedule of Items (Attachment 01), with no specific phasing requirements but preference for weekend completion to minimize office disruption. The contract will include AGAR clause 452.211-73 for variation in estimated quantity, and payment protections (100% award price payment bond or ILC) are required if the contract exceeds $35,000. Performance bonding is not required, as the estimated range of $25,000–$100,000 falls below the $150,000 threshold. Key specifications include no milling, hot-applied crack sealant with routing as needed, material compliance with specification 406.02, prime treatment for oil spots, typical taping/barricading for traffic control, and warranty coverage under FAR 52.246-21. Site visits are optional but contractors should notify the visitor center front desk if inspecting the lot. The Contracting Officer's Representative must be notified in advance of the start date to clear the lot and arrange alternate parking for staff.

B: Are there any phasing requirements for the work?A: Refer to Attachments 1 &2, and FP-14. No milling involved. B: No specific phasing requirements. However, it would be preferred for the work to be completed over a weekend while the office is empty as this would minimize disruptions for all parties. But that is not required. Work can be completed during the week but office staff will need to be notified in advance of performance start date to clear the lot and for staff to park at a nearby lot for the duration of the project.
24/16/26Site Visit:

A: Is a site visit mandatory or optional?

B: If required, what is the RSVP process and deadline? A: The decision to visit the site is left to the contractor. Please refer to clause 52.236-3 Site Investigations and Conditions Affecting the Work.

B: The Forest Service requests that contractors visiting the site during this solicitation period stop by the front desk in the visitor's center to inform the staff that you will be inspecting the parking lot as part of your quote.

64/16/26Traffic Control & Safety:
Are there specific traffic control plans or safety requirements that must be followed? No specific traffic control plan or safety requirements other than the typical taping/barricading of the lot entrances to keep people from driving on the fresh seal coat or pavement markings.
74/16/26Materials & Specifications: Are there approved material specifications or brand requirements for pavement treatments?Refer to 406.02 on Pg 10 of attachment 02.
84/16/26Pricing Structure:

104/21/26Pavement Markings (Item 0003 – Type K):

A: Please confirm the striping scope, including layout, line widths, colors, and whether ADA markings or symbols are required.

B: Additionally, is the 1,600 LF intended for full restriping or only specific areas?A: Refer to the Striping Details attachment. B: Refer to the Striping Details attachment and the Parking Lot Layout attachment.
114/21/26Sealcoat Material System (Item 0001): The specification references multiple acceptable material standards. Could you please confirm if there is a preferred or required sealcoat system for this project? No preferrred or required sealcoat system.
124/21/26Surface Preparation Requirements: Beyond general cleaning, are additional preparation steps expected (such as oil spot treatment, power washing, or minor asphalt repairs), or should these only be addressed if encountered in the field?Prime oil spots to help prevent bleed through. Power washing or minor asphalt repairs are not expected.
134/21/26Traffic Control / Site Access: Will full closure of the parking lot be permitted during construction, or should contractors anticipate phased work to maintain access to the facility?Full closure may be permitted. The COR will need to be notified in advance of start date to clear the lot and for staff to park at a nearby lot for the duration of the project.
144/21/26Quantity Confirmation: Should the listed quantities (e.g., 53,000 SF of fog seal) be considered final for payment, or are they approximate and subject to field verification? This contract will contain AGAR clause 452.211-73 Variation in Estimated Quantity. See full text of clause on page 10 of solicitation.
