About this file

This is a Questions and Answers (Q&A) document for RFQ 12445526Q0054, issued by the Department of Agriculture Forest Service for pavement preservation work at the Hidden Springs Ranger District office Vienna parking lot. The RFQ is a Total Small Business Set-Aside with a size standard of $45,000,000, classified under NAICS code 237310 (Highway, Street, and Bridge Construction).

The project requires three primary services: pavement crack sealing using hot-applied methods (typical crack size 1/4" wide x 1/2" deep), sealcoating on approximately 53,000 square feet, and pavement markings totaling 1,600 linear feet. Work scope includes surface preparation with prime oil spot treatment to prevent bleed-through; no milling, power washing, or minor asphalt repairs are expected. Pricing must be submitted as unit prices and totals for each line item on the provided Schedule of Items attachment, with final quantities subject to field verification per AGAR clause 452.211-73. The contractor must provide acceptable sealcoat material meeting specification 406.02 with no preferred system mandated. Work completion is preferred over a weekend to minimize disruptions, though weekday work is acceptable with advance notification to the Contracting Officer Representative. Site visits are optional but recommended; the Forest Service requests that visiting contractors check in at the visitor center front desk. The parking lot may be fully closed during construction. For specific dates, pricing structure details, drawings, and striping specifications, contractors should reference Attachments 1 and 2, the Striping Details attachment, the Parking Lot Layout attachment, and pages referenced in the SF-1442 form and main solicitation document.
