About this file
This document is a Questions and Answers (Q&A) file for the Seagull Guard Station Bunkhouse Replacement project (Project #12445525R0011) for the United States Forest Service (USFS). The project involves electrical system upgrades and bunkhouse replacement, with key technical details addressed through 15 contractor questions. Electrical specifications include a 120/240-VAC single-phase, three-wire, 200-amp main panelboard, with requirements for circuit breakers to be commercially available within 175 miles of the project site. The existing site has single-phase power, and no three-phase power is required.
The Q&A clarifies several technical points, including conduit specifications (Schedule 80 PVC is acceptable above and underground), electrical load calculations (to be submitted by contractor), and site conditions. The project involves reconfiguring RV hookups from one to two lines without additional capacity needs. Soil conditions include sand, clay, and small boulders, with ledge rock encountered in one corner. The contractor can have one person serve as Site Superintendent, Site Safety Officer, and Quality Control Manager. No new transformer is needed, no hazardous materials are present in the existing bunkhouse, and no tribal-related requirements exist for the contractor.

Project #: 12445525R0011 Project Title: Seagull Guard Station Bunkhouse Replacement
Contact Information: David Avery
Questions pertaining to the above-mentioned project are included below.
1. USDA states that they are not subject to MN Electrical Requirements but want to follow the
National Electrical Code. They state in the specifications, PVC Schedule 40 above ground. Schedule 80 would be required by the NEC, do they want Sch40 or Sch80.
Yes, Schedule 80 as required by the latest version of the NEC is an acceptable replacement.
2. They state they want HDPE conduit underground; would they be open to Sch80 PVC underground.
Yes, Schedule 80 would be an acceptable substitute for the HDPE requirement.
3. Does their engineer have a load calculation for the combination of the warehouse, new bunkhouse, and existing house? Do they have an add on for the optional RV pedestals?
There are no Engineering load calculations. The load and voltage drop calculations are a submittal item per the specifications. An excerpt from the specifications is below.
SECTION 260500 - BASIC ELECTRICAL MATERIALS AND METHODS
1.2 SUBMITTALS
A. Design Data:
1. Load and Voltage Drop calculations.
2. Electrical System schematics including wire /conduit locations and sizes, distribution panel layouts.
B. Product Data:
1. Wire, PVC conduit, HDPE conduit, distribution panels, junction boxes, circuit breakers, disconnects and other miscellaneous electrical devices as required.
4. Is the existing service single phase or 3-phase? If single, are they expecting a new 3-phase service?
Existing power on site is single phase. Three phase power is not a requirement for the site.
K. Building Electrical Systems (Div 26): See Section 260500 for additional requirements.
2. Main Panelboard:
a. 120/240-VAC, single-phase, three-wire, 200 amp
b. Panelboard components and required circuit breakers must be readily commercially available within 175 miles of the project site.
c. Provide circuits for:
1) fabricated building
2) crawlspace lighting and equipment
3) septic system components
4) minimum of (6) spare (full-size) breaker slots
5. Is there a soil log for the septic site?
There was no technical Geotech done on site, However We did do several test digs.
They found that over most of the buildings, they had sand and some pockets of clay with small Boulders. The only exception was on the very Southeast corner where they hit ledge rock at 4 ft.
I have also attached a NRCS soils report that we obtained for the Seagull site.
6. Will the contractor be responsible for providing a full septic system design?
No
7. General Note 12 on sheet G-02 requires electrical work to be inspected by a state-licensed inspector. Are there any other scopes that are to be inspected and/or permitted by anyone other than the USFS project team? No
8. Is there any soil boring to determine depths to bed rock for tank placement?
See answer # 5
9. Is it confirmed that the system can accommodate the RV hook ups or will that system need expansion? The system that is getting the RV hookups is a reconfiguration of piping. Existing we now have the Old Bunkhouse that is being demoed and one RV line. When Completed, there will be two RV lines. There will be no additional capacity needed.
10. Please provide sign in sheet from site visit.

11. Can one person fill the role of Site Superintendent, Site Safety Officer and Quality Control Manager? yes
12. Is the Erosion Control Plan just a plan to be created and submitted by the Contractor and reviewed / approved by the Government project team, or will there need to be a formal SWPPP permit filed with the State? The erosion control plan would be created, reviewed and approved by the Government project team.
13. Page 8 of the Categorical Exclusion document has the ‘yes’ box checked for Tribal Engagement. Will there be any tribal related requirements for the Contractor? No That check box was for internal purposes.
14. Please confirm that a new electric transformer is not part of the project scope.
New electric Transformer is not required. We will use the existing transformer.
15. Are there any hazardous materials (i.e. asbestos, lead) in the existing bunkhouse? If so, shall we include abatement and disposal by a certified abatement company in our proposal? There are no hazardous materials in existing Bunkhouse.
