About this file

This document is a Request for Quote (RFQ) for Grey Towers Roof Repairs (RFQ 12445525Q0008), containing a comprehensive set of questions and answers about the roofing project. The roof, constructed in 2005, requires cedar shingle replacement with specific technical requirements, including using real cedar shingles to match the historic site's integrity. The government anticipates awarding the contract by end of September 2025, with a 90-day performance period, and is funding the project through GAOA (Great American Outdoors Act) funding.

Key technical details include using copper flashing, staining new trim and fascia, carefully managing crown molding installation, and working with the Contracting Officer's Representative (COR) for color matching and site access. No local building permits are required, and background checks are not specified. Contractors must note linear feet of trim and fascia to be replaced, address potential wood rot and bee damage, and be prepared to work around a historic oak tree while minimizing soil compaction. The proposal due date has been extended to September 29, 2025, at 1500 EST.

RFQ 12445525Q0008 – GREY TOWERS ROOF REPAIRS

ATTACHMENT 8 – Q & As

1. What is the age of the Roof? 2005

2. a. Is there an existing roof survey available? No b. If not, will a survey need to be conducted prior to roof removal? No

3. We would also like to confirm that the existing roof does not contain asbestos. Given that the structure is made of solid wood and cedar shingles, with the rafters and shingles visible underneath, it is improbable that there is any asbestos present, as there is no underlayment. There is no insulation board, ceiling tiles, vinyl floor tiles, spray-on insulation, or cement sheets, all products that would have been attached to wood to leave asbestos fibers. Also, the 2005 cedar wood shingles are not dipped in any fire retardant products.

4. If the layer of ½” plywood is added on the roof, this will mean that there will be about a ½” space between the current crown molding and the new cedar shingles. Is this acceptable? No. Top of crown moulding needs to cover edge of sheathing. May have to carefully remove and reinstall crown to accomplish this.

5. Is there an A-frame out the back of the roof in this section? Drawing Page A-3 shows the small section under gable end on the north side. Please see attached pics of both major gable ends.

a. Similar to this? Yes, more similar to this, please refer to drawing stated above b.

c. Or like this? No, not this roof layout

6. Do you have any photos or further explanation about this? The north roof plane continues under this small gable. See attached pics 01, 02, & 03.

7. Galvanized flashing is called out. I understand it is not recommended that this come in contact with cedar. Should we use copper? Please use copper.

8. We kindly request one or two weeks extensions to the proposal due date to ensure we can develop a thorough and accurate submission The proposal due date is extended to September 29, 2025 @ 1500 EST.

9. Please confirm the anticipated project execution timeframe, so we can plan resources accordingly and mitigate potential impacts from winter weather conditions. The government is hoping to have award end of September with a 90 day performance period.

10. Background check required for contractor all employees working on the site? If so, what type of background checks are required? A background check is not cited as a requirement of this solicitation or ensuing contract.

11. Regarding trim and fascia, why is there no amount listed in spec or drawing?

Right the government hasn’t provided any amount, please note in the bid the linear feet you plan to replace. Issues, not limited to, like wood rot and bee damage should be replaced.

12. How should the pricing of materials subject to tariffs be bid, as pricing can change drastically in 1 month? Reference FAR Clause 52.229-3 Federal, State, and Local Taxes, incorporated via Amendment 0001.

13. Are local building permits required for this project? No, there are no local building permits required.

14. Is this project funded under an insurance carrier, like Nationwide? No, this project is funded with GAOA funding.

15. Can composite shingles be used? No, please follow the spec and drawing it is to be real cedar, to match the historic integrity of the site.

16. Is Builder Risk Insurance needed? Insurance requirements are cited by reference of FAR Clause 52.228-5 Insurance Work on a Government Installation, and in full text on Page 12 of the solicitation, AGAR 452.228-71 Insurance Coverage (Nov 1996) – Alternate I (Nov 1996)

17. Staining for the new trim and fascia or whole structure? The new trim and fascia shall be stained, drawing A-3 Note 7.

18. What color are we to stain? Review Spec Section 099300 which lists Manufactures as well as 1.4A & 1.4B. Please work with the COR for color matching and approval.

19. Can the small invasive shrubs and weeds be cut back for scaffolding installation especially on the north & west side of the structure? Yes, work with the COR for a maximum distance, approx. 6-8’ to allow for scaffolding installation. Work with COR when working under the historic oak tree to reduce soil compaction.
