About this file
This document contains the government's responses to a Request for Information (RFI) for the Leon Sinks Automated Fee Machine (AFM) install project under Solicitation 12445224B0010.
The key details are:
- The government has confirmed that the concrete PSI should be 5000, not 2500 as stated on page 11 of the prints.
- The government stated there is no preferred vendor for subcontracting, as long as the product meets the specifications.
- Flowerpot junction boxes are not needed, and underground utilities do not appear to cross the road, based on the attached plans.
- The use of a trencher is allowed, and this is a Davis-Bacon Act project.
- The government is requiring heavy-duty, weather-resistant, tamper-resistant, hospital-grade 20-amp GFCI outlets, despite being more expensive than standard GFCI outlets, due to their increased dependability.
The related federal contract opportunity is for the LEON SINKS AFM PAD & ELECTRICAL WORK project under Solicitation 12445224B0011, with a magnitude less than $25,000. The scope of work includes excavation, concrete, electrical upgrades, patching, speed bump installation, and site restoration, but does not include the AFM itself. Bids are due by 2:30 PM ET on 8/8/2024, and the contract will be awarded to the lowest priced, responsible offeror.

Project Name: Leon Sinks Automated Fee Machine (AFM) install Solicitation: 12445224B0010
Government responses are in red:
1. Is there a mistake on page 11 of the prints? The concrete PSI should be 5000 not 2500?
Agreed.
2. Do we have any preferred vendor for sub-contracting?
No, the sub-contracting is up to the vendor with the contract as long as if the product meets the specs.
3. Vendor suggested that we should have flowerpot junction boxes on each side of the road in case we need to do work to it in the future.
Flowerpot Junction Box is not needed.
4. Are there any utilities going across the road?
It is the contractor’s responsibility to contact 811 to have any utilities located. Looking at the attached plans it appears underground utilities do not cross the road, however, there are underground utilities in the area especially around the transformer and existing power panel.
Please see the attached plans. Note: the attached plans show only 1 host site RV pad, there are now 2 RV pads.
5. Can a trencher be used
Yes.
6. Is this a Davis Bacon Act project?
Yes.
7. Are hospital grade outlets necessary? Stated that outdoor GFI outlets are the same quality and a lot cheaper.
Yes, the heavy-duty outlets are required due to their increased dependability. The cost today for an Extra Heavy Duty, Weather Resistant, Tamper Resistant, Hospital Grade 20-amp GFCI made by Leviton is $43.88 from one supplier and 72.10 from another commercial supplier. The cost to have an electrician come out and change a less expensive GFCI when it fails is considerably more expensive than the initial installation of high quality GFCIs.
