About this file
This file is a Comments Matrix for USDA Forest Service contract 12445126B0010 for Lake Wedington Waterline Construction in Arkansas, documenting bidder questions and government resolutions from a pre-bid meeting held on March 10, 2026.
The project encompasses two integrated designs: a Supply Line and Distribution Lines, each with separate sets of drawings, specifications, and schedules of items. Key project constraints include a recreation site closure to the public (except hikers and boaters) with no estimated reopening date, and a scheduled triathlon on June 13-14, 2026, which will restrict access to the day use area for material stockpiling until after the event. A new fiber optic line has been recently installed near the Admin Building/Work Center area. The Performance of Period (POP) is established at 270 days, superseding conflicting general notes (#30 from Supply drawings and #32 from Distribution drawings). Critical construction specifications address erosion and sediment control measures per Section 2100 Part 3; pipe backfill materials using aggregate across paved areas and select native backfill per Section 2300; installation of a new 36-inch metal door on the Booster Pump Station; and multiple road and parking area crossings requiring open cut trenching and asphalt replacement with sleeving. All waterlines under asphalt, concrete, or creek crossings must be sleeved or buried minimum 5 feet in depth. Underground lines are not located, and no tracer wire exists from the 1990s contract; contractors must contact Arkansas One Call at 811 prior to excavation. Flexibility exists for the standard 5-foot road offset where terrain requires closer installation. Supply line spoils may be retained at COR-designated areas, while distribution line excess soils and brush must be removed from government property.
