About this file
This is a Comments Matrix for USDA-Forest Service Issuances documenting bidder questions and resolutions for contract 12445126B0010, the Lake Wedington Waterline Construction project in Arkansas.
The project consists of two distinct designs: Supply Line and Distribution Lines, each with separate drawings, specifications, and schedules of items. The overall Period of Performance (POP) is 270 calendar days with a completion date no later than January 29, 2027. The recreation site is closed to the public except for hikers and boaters, with a triathlon scheduled for June 13-14, 2026, preventing material stockpiling in the day use area until after that event. Key project requirements include installing new waterline systems, removing existing lines, sleeving all lines under asphalt/concrete surfaces, burying all creek crossing lines a minimum of 5 feet in depth, and performing flushing, testing, and disinfecting operations inside the water tank. The contractor must obtain a Stormwater Pollution Prevention Plan (SWPPP) permit, contact Arkansas One Call at 811 before excavation, and comply with Best Management Practices for erosion and sediment control. A licensed contractor with five years' experience installing HDPE potable water supply line systems is required. Concrete testing must follow ASTM C 94 Standards with one set of cylinders for the Reverse Pressure Zone pad and thrust blocks, and another set for hydrants, water fountains, and water tower pads. Backfill in roadways requires Class 7 material compacted to 98% Maximum Practical Density. The contractor is responsible for obtaining necessary licenses, permits, and complying with federal, state, and municipal laws. Four fire hydrants and four 3/4-inch frost-free hydrants must be salvaged and placed in Forest Service-designated areas. Hard rock, groundwater, and unknown subsurface conditions will be handled case-by-case, with no separate unit price for hard rock excavation. The contractor must provide sanitary facilities for onsite workers as no potable water is available on site.

2. Package #2 - The POP shows 160 calendar days and a completion date of no later than 9/30/2026. Currently the bid effort due date is mid to late April ...which means we would have to be fully mobilized and digging on or before 4/24/2026 in order to not lose any time on the 160-day duration of this project....not including weather related delays. It would be reasonable to expect 2 or 3 days per month of weather delays = 10 calendar days. With a scenario of

Resolution: See Amendment 002 – Corrects overall POP to reflect 270 days / NLT 29 Jan 2027.
3/25/2026
3. In order to provide production rates to accomplish this project before the end of September we would need to have multiple crews at multiple locations throughout the project site performing various scopes of work concurrently with over time and which would require several superintendents....with this understanding it appears the price to perform this work before the deadline will be inflated.
Resolution: : See Amendment 002 – Corrects overall POP to reflect 270 days / NLT 29 Jan 2027.
17 3/25/2026
4. At the site visit we understood a water line that transversed under a creek near the bridge was to be left in place and that the new piping would be connected to the existing pipe that runs under the creek on both ends. Please confirm.
Resolution: Line 1, the existing water line turns east at station 29+25 and runs under the lake. The new water line will continue towards the bridge at station 36+00. The water line will be placed to the west of the bridge and continue along the east side of the roadway. The new line will not be located under the lake at any point.

A/ for water/sewer utility installations for 20+ years and has done multiple HDPE potable water supply line systems. However, I'm not sure if the entire amount of that specific work would total 5 years? Can you clarify this requirement to say, "3 years" or "the licensed contractor should be experienced with applicable building codes and industry accepted practices for installation of HDPE potable water supply line systems"? Requiring 5 years (1,825 days) of installation of HDPE potable water supply systems seems excessive.
Resolution: Engineer of record determined 5 years’ experience w/HDPE waterlines is the minimum requirement.

Bidder Comment:
6. Package #2 - Drawing Plan Page C101 #30. Indicates POP is 60 days? I think they left out the 1 and should be 160 days...which seems way too short.
Resolution: See Amendment 002 – Corrects overall POP to reflect 270 days / NLT 29 Jan 2027.
20 3/25/2026
7. Will a SWPPP be required?
Resolution: Yes, The Contractor shall be responsible for implementing all applicable requirements of the ADEQ General Stormwater Permit for Construction Activity per Distribution Secs, Section 2100 Erosion and Sediment Control Part 1 – General 1.01 C. Also see Distribution Drawings, Sheet C101, General Note #16
21 3/25/2026
8. Package #2 - Drawing Plan Page C 109 Please confirm the only work "inside" the tank is cleaning.
Resolution: The work inside the tank is Flushing, Testing, and Disinfecting per Supply Specs, Section 1000, General Requirements and Procedures, Part 1 - General, 1.01 Division 1- Specifications – Summary of Work.

9. Is concrete testing required? If so, how much of the amount placed? Every 25 yards or 20 yards? The strength which is given in the spec will be met and a submittal on the mix design from the batch plant hopefully will suffice and not require testing?
Resolution: Yes, Concrete operations will conform to ASTM C 94 Standards. One set of cylinders for the RPZ pad and Thrust Blocks. One set of cylinders for the hydrants, water fountains and water tower pads.
23 3/27/2026
Bidder Comment:
We did not see a section on trench rock removal in the distribution portion of the contract, and on the Supply line contract, in the table of contents it says trench rock removal should be on page 74 but it is actually cut off and goes to the plans after page 73. With this being all out by the lake I would have to assume that we are going to encounter some major rock. I would just like to clarify how that will be paid for? Is there a Geotech study that has been done for this?
Resolution: Test pits were dug along the supply line route. An average depth to rock was 36 inches. See Supply Drawings Sheet C110 Typical Waterline Trench Detail, Distribution Drawings Sheet 112 Waterline Under Asphalt/Concrete Detail.
Geotech has not been performed for the distribution portion of this project.
Majority of the work will utilize existing trenches with the exception of Line 1, starting at Station 29+25 and ending around Station 45+00.
Other than the superintendent, does the Government require the identification, submission, or approval of any additional key personnel (e.g., project manager, quality control manager, safety officer, or similar roles) either at bid time or after award?
Resolution: After award, Government will request a list of Contractor’s key personnel for this project.
25 3/29/2026
Are approved manufacturers strictly limited, or can equals be submitted?
Resolution: Approved Equals may be submitted for consideration. See Drawings

9. Is concrete testing required? If so, how much of the amount placed? Every 25 yards or 20 yards? The strength which is given in the spec will be met and a submittal on the mix design from the batch plant hopefully will suffice and not require testing?

We did not see a section on trench rock removal in the distribution portion of the contract, and on the Supply line contract, in the table of contents it says trench rock removal should be on page 74 but it is actually cut off and goes to the plans after page 73. With this being all out by the lake I would have to assume that we are going to encounter some major rock. I would just like to clarify how that will be paid for? Is there a Geotech study that has been done for this?
3/27/2026
23
Resolution: Test pits were dug along the supply line route. An average depth to rock was 36 inches. See Supply Drawings Sheet C110 Typical Waterline Trench Detail, Distribution Drawings Sheet 112 Waterline Under Asphalt/Concrete Detail. Geotech has not been performed for the distribution portion of this project. Majority of the work will utilize existing trenches with the exception of Line 1, starting at Station 29+25 and ending around Station 45+00.
