About this file

This is a Questions and Answers document for federal solicitation 12444626Q0072 addressing snow removal services at the Vehicle Storage Warehouse Compound located at 9206 Grand Avenue Place.

The solicitation involves snow removal services with multiple line items based on snowfall accumulation thresholds. Line item 0002 covers snow removal events when accumulation exceeds seven inches; contractors are paid an hourly rate for the entire snow-removal event regardless of when accumulation exceeds the threshold. The hourly rate is a combined rate covering labor, equipment, fuel, and sanding or salting, though contractors may provide separate rates per equipment type. Line item 0003 addresses excess snow removal, defined as pushing back or removing snow buildup when normal plowing operations become ineffective due to excessive accumulation; this work does not require off-site hauling and removed snow may be relocated elsewhere on the warehouse property. Additional sanding or salting applications directed by the Contracting Officer or Contracting Officer's Representative require separate pricing. The contractor determines when to perform snow removal services with oversight from the Contracting Officer's Representative. Completion time for qualifying snowfall is 6:00 a.m. the next business day, including weekends and federal holidays. The contractor receives gate access to the fenced compound where government vehicles are normally stored during snow-removal work. No designated snow-storage areas exist, and site visits are permitted for hazard identification. The government does not specify salt, sand, or deicing mixture types or application rates, nor does it require specific insurance limits, endorsements, certificates, or bonding beyond solicitation requirements.

Questions and Answers for solicitation 12444626Q0072

Question 1) For snowfall exceeding seven inches under line item 0002, is the contractor paid the hourly rate for the entire snow-removal event, or only for work performed after the accumulation exceeds seven inches?

Answer 1) Paid the hourly rate for the entire snow-removal event.

Question 2) Is the hourly rate under line item 0002 intended to be one combined rate covering all labor, equipment, fuel, and sanding or salting, or may individual pieces of equipment and operators be billed separately?

Answer 2) It is intended to be a combined rate, but you can provide those rates per equipment you intend to use.

Question 3) What work constitutes “excess snow removal” under line item 0003, and who must authorize that work before it is performed?

Answer 3) It is intended to be used when pushing back or removing the snow buildup that occurs during the season. In other words, used if the normal plow truck can’t do its job anymore because of too much snow accumulation. Performance Work Statement has been updated.

Question 4) Does excess snow removal require off-site hauling and disposal? If so, is there an approved disposal location, and must hauling, equipment, labor, fuel, and disposal expenses all be included in the single hourly rate?

Answer 4) Excess snow removal does not require off-site hauling.

Question 5) The Performance Work Statement says snow within the fenced parking lot must be removed entirely from that area. May that snow be relocated elsewhere on the warehouse property, or must it be hauled off-site?

Answer 5) It can be relocated elsewhere on the warehouse property.

Question 6) Are additional sanding or salting applications directed by the Contracting Officer or COR included in the per-event price, or will they be authorized and paid under a separate line item?

Answer 6) Directed by the Contracting Officer or COR and will need its own price. A revised schedule of items has been included in this solicitation to reflect this.

Question 7) Does the government specify the type of salt, sand, or deicing mixture and the expected application rate?

Answer 7) No

Question 8) How will snowfall accumulation be measured for determining the two-inch, four-inch, and seven-inch thresholds, and who determines that a service event is required?

Answer 8) It is the contractor’s responsibility to determine when to perform snow removal services with oversight from the COR and elevated to the CO if there are continual discrepancies between the two.

Question 9) During continuing daytime snowfall, does the four-inch requirement call for an additional complete service event, and would that service be paid as a separate event?

Answer 9) During those events, we would consider every time you would come out to push 4” that would be a complete service event paid at the under 7” rate.

Question 10) What completion time applies to qualifying snowfall on weekends and federal holidays?

Answer 10) Same time, 6:00 am the next business day. PWS has been updated.

Question 11) Will the contractor receive gate access to the fenced compound, and are government vehicles normally stored in the fenced lot while snow-removal work is being performed?

Answer 11) Yes and yes

Question 12) Is a pre-quote site visit available? If so, whom should I contact to arrange access?

Answer 12) Yes, contact Tony at 218-608-0219

Question 13) Are there designated snow-storage areas, curbs, drainage structures, utilities, pavement transitions, or other site hazards that are not shown on the provided drawings?

Answer 13) No designated snow-storage areas and a site visit is allowed to get eyes on for identifying any possible site hazards.

Question 14) Please confirm that the requirement is limited to the Vehicle Storage Warehouse Compound at 9206 Grand Avenue Place. The Damage to Property section refers to “both sites,” while the title and location sections identify only the warehouse site.

Answer 14) The requirement is limited to the Vehicle Storage Warehouse Compound at 9206 Grand Avenue Place. PWS has been updated.

Question 15) Does the government require any specific insurance limits, endorsements, certificates, bonding, or pre-performance documentation beyond the requirements incorporated into the solicitation?
