About this file

This is a Questions and Answers document for the Mark Twain Trail Maintenance solicitation (Solicitation Number 12444626Q0048) issued by the United States Department of Agriculture Forest Service on 16 July 2026.

The document addresses two key inquiries from potential contractors. Regarding materials, the Forest Service clarifies that contractors are only responsible for providing the actual components of picnic tables and firings. All supporting materials such as stones, concrete, and rebar for trail sections will be provided by the government. Regarding registration requirements, the Forest Service establishes that potential contractors must have an active System for Award Management (SAM) registration at the time of quote submission and at the time of contract award; a registration still in process does not satisfy this requirement.

Q&A 16 July 2026 Mark Twain Trail Maintenance Solicitation:12444626Q0048

Are any quantities of outside material in the plan to be used? It does appear from plans there are stone trail sections that may need to be replaced or extended. No, all we need is the actual component of the picnic tables or the firings, as far as rocks, concrete, or rebar to help set we will provide.

Can you please confirm whether our entity registration must be fully active prior to quote submission, or whether a registration in process is acceptable provided it is active prior to award? Potential Contractors are required to have an active SAM registration at the time of quote submission and at the time of contract award. Registration, which is still in process, does not meet the requirement.
